The West African Civil Society Forum (WACSOF) is an umbrella network of civil society
organizations (CSOs) from the fifteen member states of the Economic Community of West African States (ECOWAS).

The idea of creating the West African Civil Society Forum was based on the need to create an institutionalized dialogue between sub-regional CSOs and ECOWAS.

In an effort to formalize entry points for this interaction, a two-day consultation was organized in May 2003 at the ECOWAS Secretariat in Abuja. The consultation brought together over 45 participants, including members of CSOs, ECOWAS Zonal Officers, government representatives, donors and experts from the sub region to discuss and strategize on issues of regional human security. The consultation concluded with the adoption of a communiqué encouraging ECOWAS and CSOs to institutionalize their relationship and to pursue a coordinated human security agenda. To consolidate this process, the consultation formed an ad hoc committee of ECOWAS and civil society members, and the concept of the West African Civil Society Forum was born.

The WACSOF Secretariat, located in Abuja, Nigeria, is responsible for the day-to-day administration management of the Forum’s activities and properties.

Consultancy on Promoting the Ratification and Domestication of International Legal and Policy Frameworks to Guarantee Rights-Based, Pro-Poor, Governance in West Africa

Introduction

WACSOF is implementing its project on its good governance programme in West Africa, the project Promoting the Ratification and Domestication of International Legal and Policy Frameworks to guarantee rights-based, pro-poor, Governance in West Africa is being implemented in the 15 ECOWAS member States and is supported by OXFAM Novib.

Purpose of the consultancy service

o Ensure the actualisation of a validation meeting on already developed human rights, gender and governance country profiles and reports;

o To convene a regional workshop to mobilise relevant partners within the ECOWAS region.

o Ensure the completion and unveiling of a project website to include the availability of relevant information on the status of Ratification of the United Nations, African Union and he Economic Community of West African States (ECOWAS) instruments, treaties, conventions and protocol on Good Governance instruments related to gender, human rights and good governance in West Africa and the identification of obstacles to and recommendations for implementation and further ratification.

o Present a well detailed report at the end of the project.

Scope of the assignment

o The consultancy service will focus on strengthening and implementation of the project mentioned above by developing an implementation plan in line with the ToR and budget of the project

o The international consultant will be the team leader of the project and would report directly to the General Secretary (GS) and work under the close supervision of the GS.

o The consultancy will last three months including travels

o The Consultancy will take place in Abuja, and the Consultant must be based in Abuja.

o Provide recommendations on further actions to carry out advocacy among stakeholders

o All necessary documents relating to the project shall be shared with the consultant for effective implementation.

Qualifications and Experience Requirements

o Masters’ degree in international human rights law, in international law or other closely associated discipline; graduate/post graduate degree in gender, development studies and/or social sciences related field are assets;

o At least 7 years of national and international experience in the area of Human Rights, Democracy and Good Governance and familiarity with relevant UN, AU and ECOWAS treaties and Conventions;

o Previous experience as project manager and ability to implement programmes within established deadlines and manage the work of other consultants/ contractors (compulsory and to be verified);

o Experience in research and the production of quality reports for public distribution;

o Proven ability to work as a facilitator of groups with high‐level participants;

o Fluency in spoken and written French and English;

o Ability to work in an independent manner and organize the workflow efficiently within a limited time period;

o Familiar with good governance issues in West Africa, and the role of ECOWAS, AU and UN

o An understanding of WACSOF’s mandate and work in the West African region is an asset.o Must possess leadership skills and must be a proactive doer.

Time Frame

o The consultant is expected to provide a consultancy service between (tentatively) December 15‐ April 15, 2014 for a period of four months.

o The first draft report should be submitted one week immediately after the regional workshop by the consultant while the consultant shall be requested to make required adjustments in another one week.

Methodology

The assignments will be performed mostly in collaboration with the WACSOF Regional Secretariat and other identified partners in the course of implementation.

Expected Outputs/Deliverables

o A validation meeting organised and report presented

o A regional workshop organised and a report presented

o Presentation/launching of the WACSOF website

o A detailed and harmonised report after the completion of the entire project and recommendations for a way forward will be required from the consultant.

Remuneration/ Fee

Payment is highly competitive and would be transferred monthly by means of transfer.
