UNICEF Job Vacancy for National Consultants (Nutrition Budget Tracking in Nigeria)

Jobs at UNICEF – The United Nations Children’s Fund (UNICEF) – In September 2014 UNICEF began implementing a joint programme with UN Women on Women, Peace and Security (WPS) funded by the European Union (EU). The programme will support the Nigerian Government (Federal level), three Northern Nigerian States namely Adamawa, Gombe and Plateau and selected Local Government Areas (LGAs) to strengthen women’s leadership, advance gender equality and improve protection for women and children in conflict settings.

UNICEF is responsible for implementation of Component 2 of the programme, namely ‘to increase access to reporting mechanisms and protective services for girls and women affected by human rights abuses, including gender based violence, in 3 states of northern Nigeria”. This will entail enhancing avenues for reporting of child rights violation and Gender Based Violence in Plateau and Gombe States, strengthening access to and quality of services for children and women who have experienced violence (including gender based violence (GBV), abuse, neglect and exploitation and strengthening the information management system for collecting data on violations.

We are recruiting to fill the position of:

Job Title: National Consultants (Nutrition Budget Tracking in Nigeria)

Purpose of Consultancy

The purpose of this consultancy is to support the MBNP in developing and implementing a system and tools for tracking and analysing line ministries nutrition budgets to help in budgetary, planning and advocacy decisions at the federal and state levels
Major Tasks to be Accomplished

Support the Ministry of Budget and National Planning, and the committees on food and Nutrition to develop a system and tools for tracking MDAs nutrition budget allocations, release and expenditure.
Support MBNP to roll out implementation of the nutrition tracking system and tools
Analyze budget allocation to nutrition including nutrition sensitive sectors by federal and state governments
Provide detailed breakdown of nutrition budget composition as indicated by MDAs
Track nutrition budget releases and expenditure by the government
Analyse and identify alignment of nutrition budget with existing government policies strategies and plans
Analyze nutrition spending from other sources and including literature review at the global national and sub national level advice
Identify Entry points and fiscal space in the federal and state budgeting process and recommend strategies for making MDAs budgets more responsive to nutrition
Analyse budget sensitivity of special public initiatives programmes and projects (such as saving One Million
Lives- SOMLs; Primary Health Care under One Roof initiative: North-East Rehabilitation Bill, etc to nutrition and identify opportunities and space for nutrition witting those initiatives.
Document lessons learn in the budget tracking process and recommendations on improving nutrition budgeting process in Nigeria.
Minimum Qualifications

Advanced university degree in Economics, Statistics, Public Finance Management, Social or Public Policy
At least 5 years of professional experience in social budgeting, public finance management (PFM) or related area.
Demonstrable proficiency in technical expertise and proven record of conducting social budget analysis,fiscal space analysis for nutrition/health, and data analysis on review of expenditure patterns, other PFM tools and analysis experience is an asset.
Have a strong knowledge of the Nigeria public sector and budget process.
Have strong analytical and writing skills.
Good computer skills (Microsoft Office and other statistical software)
Fluent in English and knowledge of one of the local languages will bean asset.
