The United Nations Children’s Fund (UNICEF) – In September 2014 UNICEF began implementing a joint programme with UN Women on Women, Peace and Security (WPS) funded by the European Union (EU). The programme will support the Nigerian Government (Federal level), three Northern Nigerian States namely Adamawa, Gombe and Plateau and selected Local Government Areas (LGAs) to strengthen women’s leadership, advance gender equality and improve protection for women and children in conflict settings.

UNICEF is responsible for implementation of Component 2 of the programme, namely ‘to increase access to reporting mechanisms and protective services for girls and women affected by human rights abuses, including gender based violence, in 3 states of northern Nigeria”. This will entail enhancing avenues for reporting of child rights violation and Gender Based Violence in Plateau and Gombe States, strengthening access to and quality of services for children and women who have experienced violence (including gender based violence (GBV), abuse, neglect and exploitation and strengthening the information management system for collecting data on violations.

We are recruiting to fill the position below:

Job Title: Administrative Assistant (Security), GS-6

Major Duties and Responsibilities

  • Assists in the briefing of international and national staff members, consultants and visitors on general security and administrative matters relating to travel, missions, local movements, residential accommodation in line with security policies pertaining to Minimum Operating Security Standard (MOSS) and Residential Security Measures (RSM).  In consultation with the Staff Security Officer, advises and guides all personnel on security clearance procedures and pertinent issues. Assists in conducting periodic checks on UNICEF staff residences for RSM compliance and provides administrative support, as required.
  •  Assists the Staff Security Officer in disseminating accurate security information to staff members, consultants and official visitors, including the use of bulk sms, radios and emails. Maintains relevant liaison and contact with the Country UN Security team on security-related matters including security clearance and radio checks. Additionally maintain liaison with other security agencies including  with the Nigerian Military, Police, Road Safety Commission, National Security Service and others as may be required.
  • Collects information pertaining to staff movements in Nigeria and assists to monitor security situation in order to provide emergency support to them as required. Collects updated information and collates reports on warden list, call signs and essential staff list and ensures distribution to the relevant recipients.
  • Monitors operations of the HF and VHF communication networks to ensure effectiveness and prompt linkage between country office and field offices as well as vehicles on mission. Assists the Staff Security Officer in conducting training for users on HF and VHF radio.
  • Maintain office files and records relating to security issues and incidents for information and references. Identifies and selects information and records in specified format for use by the Staff Security Specialist in preparing reports, correspondence and technical papers.
  • Advises and assists all staff in the area of personal and office security management as required. Arranges for and/or attends meetings on day-to-day security and administrative matters; participates in discussions of new or revised procedures and practices; interprets and assesses the impact of changes; and makes recommendations for follow-up actions.
  • Prepares, on own initiative, correspondence, reports, evaluations and justifications, as required, on general security and administrative issues which may be of a confidential nature within the assigned area of responsibility.
  • Provides relevant information to help interpretation of rules, regulations and procedures on routine security issues to staff.

Working Conditions

  • Work is mainly office-based with frequent travels within the country which sometimes involve volatile and insecure conditions.
  • Post is technical and operates with and requires interpretation and application of existing rules and regulations and guidelines. Incumbent at times is required to assess situations and exercises considerable judgment where there are no guidelines on issues requiring urgent attention.
  • Normally, incumbent makes recommendations to supervisor when deviations from guidelines or changes in procedures are necessary.

Qualifications of Successful Candidate

  • Completion of Secondary Education, First degree or its equivalent in Security Management, International Relations, Business Administration, or Social Sciences.
  • Additional training and certification in security management (especially in the military, police or SSS) is desirable.
  • An officer in the above services is an advantage.
  • Six years of security and administrative work experience of which a minimum of four years are in carrying out security responsibilities.
  • Experience with any of the combat arms of the Nigeria Armed Forces or Police is desirable.
  • Knowledge of English language is required.
  • Knowledge of a local language of the duty station is desirable an asset. Knowledge of another UN working language, especially French, is an asset.

  • Plans and organizes a staff training/development programme to upgrade the capacity of the Country Office staff in the programme development, implementation and management of the Immunization Programme.
  • Conducts relevant orientation, workshop, and training and staff learning/development activities.

UNICEF and Government accountability is ensured for supply and non-supply assistance and disbursement of programme funds for the sector:

  • Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring UNICEF and Government partner accountability.
  • Certifies disbursements of funds, ensuring those activities are within established plans of action and programme budget allotments.
  • Monitors the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Submits financial status reports to management in compliance with the regulations and guidelines.

Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking:

  • Coordinates activities and exchanges information and knowledge with other programmes to contribute to achievement of overall country programme objectives.
  • Participates in establishing effective monitoring, knowledge database/network and reporting systems to ensure the availability of current and accurate programme information/data, and contributes to the development of communication materials and strategies to support advocacy and community participation for the Immunization Programme.

  • In collaboration with monitoring and evaluation and program communication colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system.
  • Participates in major evaluation exercises, programme mid-term review, annual sector review and preview meetings. Analyses and evaluates data to ensure achievement of objectives and recommends corrective measures as appropriate.
  • Ensures the accurate and timely input of project information in the monitoring system, and issues status reports for monitoring and evaluation purposes.

  • Ensures the timely preparation of annual sector status reports in compliance with the established guidelines and procedures.

Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided:

  • Collaborates in forming emergency preparedness plan relating to the areas of responsibility.
  • In case of emergency, participates in monitoring and assessing the nature and extent of the emergency in the assigned area.

Qualifications of Successful Candidate

  • Five years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health/Immunization programmes. Professional work experience in a technical expert position related to child survival & health care.

Purpose of the Position

  • Under the direct supervision of the Chief of WASH, the Operations Research Specialist (WASH) is accountable for formulation, design, planning, implementing, managing and evaluation of the Operational Research component of the WASH programme to ensure overall quality of the research conducted and its application to inform WASH sector policies, strategies and approaches for greater results for children.

  • Review the current research plans within the section and update as required.
  • Develop Terms of Reference for conducting Operational Research; review the proposals from bidders for their technical suitability & capability to conduct the research. Develop guidance and Standard Operating Procedures as relevant.

  • In collaboration with partners manages the formative research, development, pre-testing and production of culturally relevant evidence based WASH knowledge products and communication materials to ensure effective and efficient programme delivery.

  • Facilitate macro level integrated planning of research, monitoring activities within the WASH program, with national partners, the UN Country Team and the wider international community, in the context of internal office management plans, the country programme process, the UNDAF, incorporating transparency on gender inequalities and using, where applicable, strategies for gender mainstreaming across sectors.
  • Work with supply and procurement section to ensure that the procurement of research services are effective and efficient, designed to get the best quality for the best value, and aligned with UNICEF supply policy.

Knowledge Management:

  • Maintain an up-to-date database of capable research institutions and service providers in-country and also play a role in strengthening research capacities of existing institutions.
  • Undertake documentation and prepare a synthesis of the research findings including best practices, “what works & what doesn’t” for wider sharing with WASH sector stakeholders.
  • Help in the documentation of Case Studies and Field Notes for wider dissemination.
  • Using the research findings provide concrete inputs or recommendations on major programme directions, strategies & approaches and on introduction of new initiatives in the country.

Qualifications of Successful Candidate
Education Background:

Work Experience:

  • Five years of progressively responsible relevant work experience at the national and international levels in research and knowledge management, including in the field of development.
