Adamawa State Government – In accordance with the law establishing the Adamawa State Debt Management Agency ADS. Law No.2 of 2011, the Adamawa State Ministry of Finance and Budget hereby invite applications for suitable qualified candidate for the appointment to the position of: 


Job Title: Director General

Location: Adamawa

The Position

  • Maintain a reliable data base of all Loans taken or guaranteed by the State, its agencies and Local Governments;
  • Prepare and submit to the Governor a forecast of Loan Service Obligations for each financial Year;
  • Prepare a schedule of any other. State Government obligations such as contractor and supplier debts, pension liabilities, loans from the Federal Government and other Contingent Liabilities, both exploit and implicit; and provide advice on policies and procedures for the management;
  • Prepare and implement a strategy for efficient management of States external and domestic debt obligations;
  • Verify and reconcile domestic debt service guaranteed or taken by the State Government with DMO;
  • On the basis of agreement, Service Domestics Debts taken by Local Government and any of their Agencies; where such debts are guaranteed by the State Government;
  • Set guidelines for managing State Government financial risks and currency exposure with respect to all loans;
  • Advise the State Government on the restructuring and re-financing of all debt obligation;
  • In collaboration with the Ministry of Finance and Budget use historical data to forecast Government Financing needs and establish a financing gap for each Year;
  • Submit to the State Government for consideration in the annual budget of the State’s financing gap and the forecast of borrowing capacity in local foreign currencies for approval by Executive Council and the State House of Assembly in the Appropriation Bill;
  • Establish and maintain relationship with International and Local Financial Institutions and Institutional Investors, donor agencies and the DMO;
  • Monitor all projects funded by loans and report to the Executive Council on the performance of all loans contracted by the State; and,
  • Carry out such other functions as may be assigned by the Governor or by the State law.

Qualification and Experience

  • Interested applicants must be computer literate and should posses a University Degree or HND in Economics, Accountancy and Business Management among others.
  • A person possessing sound knowledge and cognate experience of at least Ten (10) Years in Financial Management, Debt Management and related disciplines.
  • Higher Degree and membership of a professional body shall be an added advantage.
