Office of the Governor of Osun State Ongoing Recruitment 2016

The State of Osun, in conjunction with partners from the Organised Private Sector and International Development Institutions, is setting up an Investment and Project Delivery Unit (‘Delivery Unit’) as part of a broader strategy of repositioning the State as a preferred investment destination in Nigeria. 


The Unit will operate from the Office of the Governor and is expected to interface with Ministries, Departments, and Agencies of Government (MDAs) to facilitate Investments, Project Monitoring, Capacity Building, Performance Management, Cost management, amongst others.


As such, applications are invited from qualified and interested candidates that meet the requirements of the job roles listed below. Candidates are expected to be mobile and should be willing to work from the State.




Job Title: Head Delivery Unit
Key Tasks
Working with the relevant MDAs, the key tasks for this role include

  • Overall coordination of the Delivery Unit
  • Risk Management
  • Performance management
  • Policy Formulation
  • Stakeholder management
  • Operational excellence & Strategy
  • Financial planning and sourcing

Task Description

  • Coordinate the running of the Delivery Unit
  • Enforce a performance management system across sub-units
  • Manage risks associated with activities of the Unit
  • Interface with the Governor, Exco, Partners, and Investors regularly
  • Drive and sustain strategic internal and external communications of the activities of the Delivery Unit to stakeholders
  • Oversee financial planning and funding for the Unit
  • Provide Exco and Partners periodic briefing on the performance of the Unit vis-à-vis set goals and objectives
  • Ensure effective running of a database and archiving system for outputs and documentations for the Unit
  • Support the Government in economic and development policy formulation and enforcement
  • Develop Policy and Procedure manual for the operation of the Unit

Qualification

  • Ideal candidate must possess a BSc in Economics, an MBA and/or PhD/MSc Economics. 
  • At least 12 years working experience in Development Consulting, Development Institutions, or similar role in the public sector. 
  • She/he must be vast in economic policy formulation, proficient in MS Suits, and Project management capabilities.

Job Title: Strategic Communications Advisor
Key Tasks

  • Set-up a Central Internal Communication platform
  • Set up and manage a web portal for the Delivery Unit
  • Manage Social and other media platforms for engaging stakeholders and the wider public
  • Coordinate and manage townhall meetings with strategic stakeholders
  • Support the conduct of investment summits in the State
  • Perform such other functions as assigned by the Head Delivery Unit

Qualification

  • Ideal candidate must possess at least an MSc in Mass Communications/Social Science, and an MBA. 
  • At least 4 years working experience in the Media Industry, Development Institutions, or similar role in the public sector. 
  • She/he must be vast in Communication strategy and planning, a team player,
  • proficient in MS Suits, Social and mainstream media platforms, strong presentation skills, and Project management capabilities and reporting.





Job Title:  Head Cost and Revenue Management
Key Tasks
Working with the relevant MDAs, the key tasks for this role include

  • Streamline recurrent expenditure of the Government
  • Support budget balancing
  • Institute Value for Money (VfM) framework across expenditure lines and projects
  • Review and improve on Procurement processes and controls using best practice
  • Facilitate plugging of revenue leakages
  • Innovatively support the State’s Inland Revenue Service and like agencies of Government in widening channels for additional revenue receipts
  • Enforcement of the International Public Sector Accounting Standard (IPSAS) in Financial Reporting
  • Perform such other functions as assigned by the Head Delivery Unit

Task Description

  • Conduct Staff Audit to identify and eliminate ghost workers
  • Review the State’s MTEF procedure and ascertain the sustainability of the process
  • Reposition the budget system on a Result-based model
  • Eliminate duplications in expenditure line items across MDAs in the budget system
  • Conduct in-house training on the deployment of a VFM system
  • Work with the Auditor General to identify any other areas of leakages in the financial system of the Government
  • Work with the Ministry of Finance (MoF) and Office of the Accountant General to ensure compliance with the International Public Sector Accounting Standard (IPSAS)
  • Monitor the trend of the State’s budget deficit over the last three years
  • Provide innovative solution to narrowing the budget deficit
  • Stress test the adequacy of the Procurement guidelines and associated laws of the state
  • Suggest improvement to the Procurement laws
  • Ensure that due process is strictly followed in the award of contracts in the State
  • Work with OIRS and other relevant agencies to conduct periodic Revenue Assurance of receipts accruable to the State
  • Work with the OIRS on innovative ways of aggressively enhancing IGR

Qualification

  • Ideal candidate must possess a BSc in Accounting/Economics; MBA; and ICAN/ACCA/CFA professional qualification. 
  • At least 8 years working experience in Consulting, banking, Development Financial Institution (DFI), or similar role in the public sector. 
  • She/he must be proficient in MS Suits, and Project management. 
  • Strong knowledge of IPSAS is most desirable. 
  • The candidate must be a team player and should be able to work under tight schedules.







Job Title: Head Cabinet Performance Management
Key Tasks

  • Set-up and operationalise a workable Monitoring and Evaluation framework across all ministries represented at the Executive Cabinet of the Government
  • Design a balance score card system to provide an on-the-spot view of performances across MDAs for the use of the Governor
  • Advise on approach to rewarding performance amongst cabinet members

Task Description

  • Align M&E tool with targets set in the State’s budget proposal, 6-point Agenda, and the Green book
  • Train cabinet members on the use and benefits of the M&E tool
  • On a periodic basis, generate Performance Report to be published on the Government’s portal
  • Confer with cabinet members on performance gaps identified and work out ways of improving on deficiencies
  • Work with the Ministry of Economic planning on data collation and management
  • Conduct regular strict quality assurance of outputs/outcomes reported by cabinet members
  • Publish quarterly performance report across ministries for transparency on the Government’s web portal

Qualifications

  • Ideal candidate must be very analytical and possess a BSc in Economics/Social science, and an MBA. 
  • At least 8 years working experience in Consulting and/or Development Institution. 
  • She/he must be proficient in the design and deployment of M&E tools, MS Suits, and Project management. Strong presentation and reporting skills.







Job Title:  Head Investments & Partnership
Key Tasks

  • Supervise the identification and packaging of investment opportunities in the State
  • Facilitate the setting up of an investment help desk to fast track investors’ registration and paper work in the State of Osun
  • Initiate and drive the conduct of investment summits in the State
  • Establish and nurture strong and healthy relationships between the State Government and organised private sector and foreign partners
  • Facilitate increased inflows of investments into key sectors of the state (Agriculture, mining, manufacturing, Real Estates etc.)
  • Support the Governor in strengthening the enabling laws designed to protect investors’ interests in the State on a sustainable basis

Task Description

  • Oversee investment sales effort for the State
  • Facilitate the setting up of an investment help desk to fast track investors’ registration and paper work in Osun State
  • Initiate and drive the conduct of investment summits in the State
  • Establish and nurture a strong and healthy relationships between the State Government and organised private sector and foreign partners
  • Facilitate increased inflows of investments into key sectors of the state (Agriculture, mining, manufacturing, Real Estates etc.)
  • Support the Governor in strengthening the enabling laws designed to protect investors’ interests in the State on a sustainable basis
  • Establish a strong working link with the National Investment Promotion Council (NIPC) and DFIs

Qualifications

  • Ideal candidate must possess a BSc in Economics/Social science, and an MBA. 
  • At least 10 years working experience in Investment banking/Private Equity firms and/or Development Financial Institutions. 
  • She/he must be proficient in Financial Modelling (intermediate to Advance), MS Suits, and Project management. 
  • Strong negotiating, presentation and reporting skills are most desirable.







Job Title:  Head Strategic Communications

  • Web content management for the Delivery Unit and the Government’s web portal with inputs from relevant sub-units
  • Create channels to manage enquiries from Partners and Investors
  • Drive engagement of the Government and the Delivery Unit with mass media platforms
  • Facilitate the conduct of townhall meetings and Economic/Investment Summits in conjunction with the Investment & Partnership sub-unit

Qualifications

  • Ideal candidate must possess at least an MSc in Mass Communications/Social Science, and an MBA. 
  • At least 8 years working experience in the Media Industry, Development Institutions, or similar role in the public sector. 
  • She/he must be vast in Communication strategy and planning, a team player, proficient in MS Suits, Social and mainstream media platforms, strong presentation skills, and Project management capabilities.
