answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI is providing assistance to around 4 million people in 22 countries – in Africa, Asia, Middle East, Caucasus and Europe. PUI is now looking for its food security team to implement in-kind food distribution outside of Maiduguri.

Job Title: Food Security Supervisor
Location:
 Borno
Job Description 

  • Based in: Maiduguri – with frequent travel in Borno State
  • Under the direct supervision of: Food Security Deputy Project Manager

Overall MissionGeneral Objective: 

  • The Food Security Supervisor (FS-S) will supervise the organization, implementation and the monitoring of Food Security activities on a daily basis.
Responsibilities

Activities Supervision: 

  • Organize and supervise the daily activities of the food security team: identification, registration, post-distribution survey.
  • Pass on any information or problems to his/her direct and/or indirect supervisor concerning his/her task, PUI programs, or safety aspects
  • Analyze the humanitarian situation, taking protection problems into consideration/Do no Harm to the population.
  • Propose action plan to ensure that beneficiaries and local populations both understand the project goals and actively participate in their implementation.
  • Act as a liaison with the local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for PUI activity
  • S/He ensures the proper training and supervision of the community’s volunteers who take part in the project
  • S/He organizes sensitization for the beneficiaries or community’s members according to the identified needs

Team Supervision: 

  • Organize the day-to-day schedule of the team to guarantee the smooth running of the project
  • Make sure every member of the team clearly understand his/her task and has the necessary material to correctly fulfill his/her objectives
  • Organize regular meeting with his team (briefing and debriefing) and ensure they have the necessary support they need

Reporting: 

  • Compile collected data and collect information from the team to present regular reports to the FS-DPM on the progress of activities, problems encountered, the quality of relations with beneficiaries and propose actions to improve the project
  • S/He ensures representation of PUI at field level for the areas which s/he is responsible for.
  • S/He provides weekly internal reportings on activities on the progress of FS&L activities.
Required Skills
  • Language skills: Fluent in English, Hausa and Kanuri
  • Computer Skills: Proficient user of MS office (including Word, Excel, Outlook, PowerPoint)
  • Education degree: National Diploma or NCE in a relevant field
  • Work experience: 6 months experience in food security activities in an NGO is required
  • Previous experience in food distribution is an asset
  • Previous experience in team management is an asset
  • Previous experience in Humanitarian assessment, monitoring and evaluation is an asset

Job Title: Food Security Officer
Location: 
Maiduguri, Borno
Based in: 
Maiduguri – with frequent travel in Borno State
Under the direct supervision of: 
Food Security Supervisor (FS supervisor)
General Objective 

  • The Food Security Officer (FS officer) is responsible for the qualitative, quantitative and timely implementation of the Food Security activities.

Responsibilities and Tasks
Implementation and monitoring of the Food Security activities: 

  • S/He implement the daily food security activities according to the schedule such as beneficiaries identification and registration,distribution, sensitization, post-distribution monitoring.

Respect the planning and set-up of the activities: 

  • S/He collects any relevant information from the communities and partners
  • Participate to all assessments for the projects or for new projects
  • Analyze the humanitarian situation, taking protection problems into consideration/Do no Harm to the population.

 Community mobilization: 

  • Ensure that beneficiaries and local populations understand the project goals and agree with the implementation process
  • Actively participate to the good collaboration with local leaders
  • Act as a liaison with the local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for PUI activity
  • S/He ensures the proper training and supervision of the community’s volunteers who take part in the project
  • Organize sensitization’s for the beneficiaries or community’s members according to the identified needs
  • Monitor the work of community volunteers under its responsibility.

Reporting: 

  • Report to the FS Supervisor on the progress of activities and specific tasks assigned, problems encountered, the quality of relations with beneficiaries.
  • Collect, enter and analyze the necessary data according to the need of the project
  • Extract and pass on statistics to the team supervisor, deputy project manager and/or program manager

Required Skills 
Language skills: 

  • Fluent in English, Hausa and Kanuri,
  • Knowledge of other local language is an asset

Computer Skills: 

  • Very good in Excel and Word

Qualification 

  • Diploma or NCE

Work Experience 

  • 6 months experience in an international or local NGO is an asset
  • Experience in a similar position is an asset

Job Title: Food Security Deputy Project Manager
Location: Maiduguri, Borno
Based in: Maiduguri – with frequent travel in Borno State
Under the direct supervision of: Food Security Program Manager
General Objective 

  • The Food Security Deputy Project Manager (FS-DPM) is responsible for the daily management and the daily implementation of the Food Security project(s) in Borno State.

Responsibilities and Tasks
Ensure the basic implementation and monitoring of the Food Security project(s):

  • S/He seconds the Food Security Program Manager (FSPM) in the designing and the implementation of the Food Security activities.
  • S/He organizes, schedules and coordinates the Food Security activities and the team’s work on a weekly basis.
  • S/He ensures that all project(s) documents are correctly filled and filed.
  • S/He actively contributes to the security analysis in the field and ensure that all measures have been taken and rules followed to ensure security onsite.
  • S/He contribute to the improvement of activities through critics, analysis and suggestions.
  • S/He participates in the needs assessments in collaboration with the Assessment Team and/or Program Manager to develop other projects and participates in the concept notes and proposal writing.
  • S/He supervises the field work of partners or/and contactors and make sure they agree and respect PUI principles.
  • S/He monitors closely the implementation of activities at field level with site visits on a regular basis and provides support when needed.
  • S/He ensures the timely implementation of the project(s).
  • S/He reports about the work progress to the Program Manager on a regular (daily/weekly) basis or when needed.
  • S/He actively takes part in the monitoring of the results achievements and indicators as per indicated in the logical framework.
  • S/He is responsible for the field communication and good collabration between PUI, the communities and the local leaders regarding the implementation of the activities;
  • S/He mobilizes and encourage the Communities for the activities (daily and free worker)

Manage the operational team under his/her supervision: 

  • S/He participates to the recruitment process of the FS supervisor and officers.
  • S/He oversees the Field Supervisors and Field Officers and ensure the respect of all human resources rules;
  • S/He supports her/his team in building their capacities (Day to day sharing of knowledge and experience, organize training sessions for the Supervisor and Field Officers, develop any pedagogical and methodological tools adapted to the local context…)
  • S/He ensures a good communication, coordination and information level within the team through regular coordination meetings, formal reporting (or other if needed).
  • S/He implements and follows up internal safety and security rules/protocols for her/his team and transmits all safety and security information to his/her supervisor (for the team members in the governorates: the field operation manager is in charge of this task).
  • S/He ensures the constant basic monitoring of her/his team (general and technical).
  • S/He operates the first HR administrative treatment of his/her operational team (daily attendance, leaves management) in collaboration with the HR department.
  • S/He ensures that her/his operational team complies with PU internal rules (disciplinary management when needed).
  • In collaboration with the program manager, s/he ensures a regular evaluation process for her/his operational team with definition and followup of clear objectives

Manage the logistical and financial aspects of the project: 

  • S/He proposes the needs in materials and tools regarding the program and the planning of interventions.
  • S/He analyzes the security situation in the area and inform the Program Manager in case of security incidents, rumours or any security information.
  • S/He takes part in the financial followup of the project with the Program Manager.
  • S/He contributes to the management of the cash forecast of the project in link with the Program Manager.
  • S/He ensure the followup and the proper use of materials and tools used during onsite works.
  • S/He manages the supply of materials to the work site in collaboration with logistics department.
  • S/He uses the PUI forms for all exchange with the logistic & administration services.

Represent PUI and ensure proper reporting: 

  • S/He participates in the different working groups and meetings related to her/his field of work.
  • S/He ensures representation of PUI (with her/his team, at field level) among partners, donors and different authorities for the areas which s/he is responsible for.
  • S/He takes part in external reporting according to the needs (reports to local authorities, donors) in coordination with the Program Manager.
  • Report immediately any delay, problem or other relevant information to the Program Manager.
  • S/He provides weekly and monthly internal reporting on activities according to PUI internal tools.

Required Skills 

  • Language Skills: Fluent in English, Hausa and Kanuri
  • Computer Skills: Proficient user of MS office (including Word, Excel, Outlook, PowerPoint)

 Education Degree

  •  University degree or HND in relevant field (agroeconomy, natural resource management, anthropology…)

 Work Experience: 

  • 2 years’ experience in a similar position in an international NGO

Other Requirements
