International Rescue Committee (IRC) Job for Construction Consultant

The International Rescue Committee (“IRC”) is an international non-profit organization with its headquarters at 122 East 42nd Street, New York, NY 10168 with its Country Head office located at Plot No. 902 Olu Awotesu Street, Off Idris Ibrahim Crescent, Jabi District, Abuja.

Whilst in Yobe state, the IRC is currently implementing exclusively protection related activities. These interventions have benefited thousands of beneficiaries since 2014.For its current health program, the IRC is supporting the State Primary Health Care Development Agencies of Adamawa and Borno States in increasing access to health care for the conflict affected populations. From its Mubi office, the IRC provides support to primary health care facilities including rehabilitation and maintenance works to the infrastructure. For these rehabilitation works, the IRC is seeking a qualified and suitable candidates to fill the vacant position below:

Job Title: Construction Consultant

 Adamawa

Scope of the Work
Part A:

  • Assess the selected health facilities in Askira Uba and Michika for their rehabilitation needs.
  • Familiarize with the Ministry of Health guidelines in PHC infrastructure layout and requirements
  • Prioritize the works according to critical requirements (maternal and child health sections, water and sanitation facilities) and within the budget allocations.
  • Develop bill of quantities (BOQs) for each of the facilities.
  • Propose a feasible timeline of planned rehabilitation works.

Part B:

  • Participate in the selection of the contractor for the works.
  • Monitor the progress and technical quality of the works.
  • Certify the works for completion.

Duration:

  • The duration of the consultancy will be from 29 May until 12 June, 2017 for Part A and from 1 July until 15 September, 2017 for Part B. A proposed work and travel plan will be developed based on the work duration and activity to be undertaken.

Reporting:

  • The Consultant shall submit weekly reports detailing activities and progress of the construction works to the Health Coordinator. The reports should include any current or foreseeable issues, suggestions or recommendations in order to ensure the successful completion of the project.

Cost of Consultancy:

  • The IRC will cover the cost of accommodation, perdiem as per IRC’s organizational rates, transportation to and from Askira Uba/Michika LGAs where the construction work is to take place, consultancy fees at a monthly rate during the engagement. The consultant is expected to include all other cost in his or her cost proposal.

Requirements

  • BSc or Higher National Diploma in construction related is desirable with over 5 years experience.
  • Practical hands-on experience in the building construction are a MUST.
  • Working experience in similar context is a MUST
  • The consultant should submit a copy of his CV and proven record on similar tasks and assignments (include work completion certificates).
  • Submit a detailed technical proposal, work schedule and report formats
  • Financial proposal with per unit cost for commencing this consultancy work
  • Submit a report format of such similar assignment.
