  • In close collaboration with the Federal government of Nigeria (FGoN) through the Nigerian Federal Ministry of Health’s National Products Supply Chain Management Programme (NPSCMP), we are embarking on an ambitious and innovative approach to the challenges across Nigeria’s supply chain.
  • To achieve this objective in its continuous efforts collaborating with Donors/Partners, the National Supply Chain Integration Project (NSCIP) was created in 2014 as a transitory mechanism to full Government ownership after a three year implementation The goal of NSCIP is to improve on the effectiveness and efficiency of the national supply chain by removing duplications while promoting synergy; strengthening collaboration through mutual participation in planning, implementation, monitoring and evaluation; skill transfer through improved local content participation in project execution which would in turn prevent stock outs of health products in store/facilities, minimise wastages and effectively run the entire system.

Functional Responsibilities

  • The IT technical support officer would be mainly responsible for the smooth running of computer systems and ensuring users get maximum benefits from them.
  • He/She would ensure hitch-free operations of all the information technologies deployed for the Nigeria Supply Chain Integration Projects.

Key Responsibilities
Among other things he/she would be responsible for:

  • Provide technical support to meetings, video conference calls, internet and intranet connectivity issues
  • Maintain and manage PMO websites, updates, emails and support the NSCIP data hub installing and configuring computer hardware operating systems and applications;
  • Monitoring and maintaining computer systems and networks;
  • Taking staff or clients through a series of actions, either face-to-face or over the telephone, to help set up systems or resolve issues;
  • Troubleshooting system and network problems and diagnosing and solving hardware or software faults;
  • Assist to design all global content management strategies.
  • Prepare information architecture according to industry best practices.
  • Develop all hierarchies and assist to provide all logical content and coordinate with cross functional department to facilitate workflow.
  • Review all electronic resources and provide support to all databases in coordination with the different supply chain levels.
  • Replacing parts as required;
  • Providing support, including procedural documentation and relevant reports;
  • Following diagrams and written instructions to repair a fault or set up a system;
  • Supporting the roll-out of new applications;
  • Setting up new users’ accounts and profiles and dealing with password issues;
  • Responding within agreed time limits to call-outs;
  • Working continuously on a task until completion (or referral to third parties, if appropriate);
  • Prioritising and managing many open cases at one time;
  • Rapidly establishing a good working relationship with customers and other professionals, such as software developers;
  • Testing and evaluating new technology;
  • Conducting electrical safety checks on computer equipment.

Requirements
Education:

  • Bachelor Degree in Information Technology, Computer, Information Management, Engineering or related field.

Experience:

  • 3 years of relevant work experience and at least 2 years on IT support systems.
  • Advanced knowledge in the use of Microsoft Office package applications, especially Access and Excel.
  • Knowledge of programming and other applications would be added advantage.
  • Proficiency in data analysis software packages.
  • Strong problem solving and analytical skills, as well as system troubleshooting.
  • Excellent communication and technical writing skills.
  • Good interpersonal skills and a team player.
  • Ability to work under pressure.

Functional Responsibilities
The role of the state coordination consultant encompasses the following key aspects:

  • Lead in the design and implementation of polices and strategies to ensure that NPSCMP is fully competent to guide the supply chain vision in Nigeria and to conduct audit and other supply chain function such as monitoring and reporting of the stock status situation of health products.
  • Engage with the states to ensure actualisation of integration and scope the next wave of integration opportunities.
  • Support in establishing political support for the project with all relevant stakeholders at National, State and LGA levels.
  • Advocate for federal and state resources, including staff to be provided through programmes required to set up the coordination mechanism and also logistic management coordination units (LMCU), working closely with the LMCU lead and the other team leads.
  • Facilitate capacity building of state team on supply chain management- including technical support on PSM activities at state, LGA and facility level.
  • Regularly track integration programme targets, LMCU progress and indicators and report them periodically.
  • Support the project in the federal and state coordination work streams, initiate the activities that will ensure coordination at all levels.
  • Design programme governance model with the NPSCMP- federal and state donors, senior PR leadership forum.
  • Support and Facilitate Steering Committee Meetings with Donors, PRs and FGoN.
  • State engagement process- with the state and zonal level SCM technical working group-separate state commissioners and directors of FDS forum.
  • Support NPSCMP in identifying resources and funding.
  • Support development of NPSCM audit capabilities for PPP contract management.
  • Support the establishment of NPSCM audit capabilities and make a start on audit and reporting for public and private supply chains.
  • Support the activities of the LMCU Task Teams.

Education/Experience/Language Requirements
Education:

  • Bachelor Degree in Pharmacy, Public Health, and related field.

Experience:

  • 5 years of relevant work experience in Coordination of supply chain management in the development world. Experience working with the relevant health programs ATMRH would be an added advantage.

  • The officer among other things will support and organizes laboratory related work by ensuring some documentations, quality assurances, equipment standards, trainings, consolidating laboratory data, supporting procurement, inventory, storage and distribution of laboratory commodities, and arranging reports for decision making.
  • Maintains quality results by running standards and controls, verifying equipment function through routine equipment maintenance and advanced trouble shooting; calibrating equipment utilizing approved testing procedures; monitoring quality control measures and protocols.

Key Responsibilities

  • Coordinate the Laboratory supplies and demand process including ordering, procurement, warehousing and distribution of laboratory supplies.
  • Coordinate reports on Laboratory inventory and LMIS for the Project
  • Support the Forecasting and Quantification of Laboratory commodities
  • Development of standard tools for evaluation & troubleshooting of laboratory equipment.
  • Development & revision of Instrument maintenance policy and manuals.
  • Liaising with manufacturer’s service engineers to ensure the continuous functionality of all laboratory equipment.
  • Liaising closely with other medical professionals, such as doctors and nurses as well as with end-users (patients and their care-givers) to ensure proper understanding and utilization of laboratory protocols and equipment.
  • Supporting and training of Secondary Health Facilities personnel on the protocols for quality in the laboratory.
  • Plan, monitor and supervise mentoring and coaching of site personnel on Laboratory techniques.
  • Track and diagnoses equipment malfunctions and dismantles and repairs equipment.
  • Evaluate quality control and quality assurance statistics
  • Develop and update SOP manuals as and when needed
  • Design of protocols for efficient quality management of a clinical laboratory.
  • Test new and improved laboratory methods and procedures.
  • Prepare laboratory notes, charts and graphs and writes up results of examinations.

  • In collaboration with other program team members, ensure monthly collation of Laboratory data from the zonal warehouses
  • Compile a comprehensive report for all laboratory item
  • Facilitate sample logging between facilities to support a facility with faulty equipment.
  • Ensure that there is no stock-out of reagents and supplies at facilities.
