Oxfam Purpose

Team Purpose

  • To implement Oxfam’s Public Health Engineering humanitarian response in order to meet urgent public health needs for Oxfam’s beneficiaries.

Job Purpose

  • To deliver Public Health Engineering humanitarian response in North Eastern Nigeria.

Key Responsibilities

  • With support and supervision, join in supporting the assessment of emergency needs when required and collect and record basic needs assessment data from communities
  • As a part of rapid repairing team, plan and implement hand-pump, borehole and water supply system and pipe net work repairing activities as directed by the {PHE Officer and TL.
  • Train community hand-pump mechanics technicians, VLOM, and care & maintenance
  • Support PHE Officers in BoQ for repairs and rehabilitation of hand-pumps, water points and other plumbing and pipe works.
  • Ensure that all construction work, such as latrines, showers, washing slabs, water works meet Oxfam standards and assist in ensuring that contractors and community members work to the required timescale and qualities.
  • With guidance from the PHE Officer, implement the WASH response intervention that may include: water treatment, water quality testing, borehole construction and renovation, construction of semi-permanent and emergency latrines, solid waste management, drainage construction, construction of hand washing facilities, and other relevant activities
  • Always work to a pre-planned and agreed work plan. Where a work plan does not exist, be proactive in creating a work plan prior undertaking activities. With supervision, collect and record basic monitoring data, sometimes directly from programme beneficiaries, using forms provided by the PHE Officer
  • To conduct daily quality and quantity checks and record all work in the appropriate forms provided by the PHE Officer.
  • To report verbally and in writing to the PHE Officer as requested.
  • With the guidance of the PHE Officer, ensure that health and safety monitoring is incorporated into all public health engineering activities, including water works repairing
  • Maintain a good relationship with the community.
  • Advise the PHE Officer of progress, constraints and any other issues that may impact on work plans
  • Ensure all work is carried out in a way that is sensitive to community needs and gender issues. In particular, to promote the full and equal participation of women in all aspects of the work.

Skills and Competence

  • Proven experience in integrated water, sanitation and hygiene promotion projects
  • Experience and experts in India Mark 2-3 hand pumps, plumbing works and water committees, care & maintenance
  • Good listening skills.
  • Ability to work under pressure, to be flexible in work areas and to be responsive to changing needs.
  • Sensitive to the needs and priorities of disadvantaged people.
  • Gender sensitive.
  • Willingness to learn Oxfam procedures and to be flexible in tasks undertaken.
  • Shows enthusiasm for own and team work.
