Job Title: Public Health Promotion (PHP) Officer

Location: Bade, Yobe
Job Summary

The Public Health Promotion Officer will be based in Bade, Yobe State and work under the supervision of the WASH Program Manager and will supervise Public health promotion and non-food items distribution activities such as planning beneficiary selection and registration, distribution of NFI kits, community mobilization etc following Action Against Hunger’s local strategy and international guidelines.
The PHP Officer will support the WASH Deputy Project Manager throughout the planning, design and implementation phases of WASH technical activities.

Requirements
The tasks and responsibilities includes but are not limited to:

Revise and adapt hygiene promotion training materials to local context and in line with target groups to be trained.
Plan beneficiaries’ selection and registration and lead the distribution of NFI kits with the Field Assistant team.
Ensure that work meets with SPHERE minimum standards.
Assist the WASH Deputy Program Manager with and where required participate in community mobilization.
Prepare training tools on relevant technical topics and conduct trainings for both internal staff and external stakeholders.
Represent Action Against Hunger at WASH meetings and technical working groups as required by line manager.

QualificationsThe successful candidate will:

Job Title: Area Project Manager
Location: Bade, Yobe
Job Summary

The Area Manager will be based in Bade, Yobe State and report to the Field Coordinator.
He/she will be responsible for the proper implementation and completion of project throughout its different phases as well as the appropriate management of its specific scope, schedule, resources, quality, risks, representation, coordination and contractual requirements.

Task and Responsibilities

Finalizing and managing the update and implementation of the project(s) Detailed Implementation Plan (DIP).
Developing detailed monthly/weekly implementation plans for your staff in order to achieve the activities in the PIP.
Managing the Project(s) Scope Documents (PSDs) such as Project Procurement plan, Monitoring and evaluation plan, Work Breakdown Structure, etc. as well as ensuring regular update of these documents in order to maintain a strong record of the project(s).

Requirements
The Successful Candidate Will:

Have at least a master’s degree in project management, social sciences, health/nutrition, development or other related field with proven multi-sector project cycle management experience at a senior level for at least 2 years in an INGO.
Have demonstrated experience in financial management and preparation of budgets for programming as well as advisory experience in managing multiple projects.
Be conversant with ECHO, EU, OFDA and/or DFID reporting and regulations.
Have experience in managing medium to large-sized teams.
Have excellent written and spoken English with proficient in MS Office Applications.

Job Title: Base Finance and Administrative Officer
Location: Bade, Yobe State
Job Summary

The Base Finance and Administrative Officer will be based in Bade, Yobe state and report to the Area Project Manager. He/she will manage the cash/bank and the accountancy of the base, budget maintenance, cash forecast and cash flow.
The Finance and Admin Officer will also provide administrative support to the HR department in various aspects of the recruitment process as well as staff training and development.

Responsibilities
The task and responsibilities includes but are not limited to:

Ensure bank books & cash book are closed, reconciled & sent to capital on monthly basis together with the bank reconciliation & cash counts.
Ensure compliance with the mission’s procurement procedure.
Verify & cross check all base monthly financial documents are correctly allocated & completed as per Action Against Hunger Archiving guidelines.
Archive financial files, keep copies at the base & send original to capital on monthly basis
Maintain cash, bank, supplier contracts, PAYE, vendor and all other finance relevant contracts in finance department.
Maintain a database of all staff information, documents, expiration dates, etc.
Provide administrative support for pension and salary account openings or changes.
Be the focal point for dissemination of documents to the field offices.
Maintain all Action Against Hunger communication boards.
Process the monthly income tax payments (PAYE) as well as monthly pension for the base as per information provided by capital office.
Manage the advances, ensuring invoices received are consistent with the Action Against Hunger procedures (invoice accurate and signed).

Job Title: Community Mobilization Assistant

Job Title: Base Logistician

Job Summary

The Base Logistician will be based in Bade, Yobe State and report to the Area Project Manager.
The Base Log will provide support to the logistics department in the management of the logistics supply chain, equipments, means of communication and the vehicle fleet.
He/she will also manage the base logistics team and follow HR related issues, manage all rehabilitation and maintenance of office and premises, ensure proper security of office, warehouse, guest-house as well as the mission’s equipment.

Ensuring KitLogV3.3 procedures are followed in regards to supply chain including procurement, receipt and documentation.
Ensuring the base team understands and complies with the laid down procurement procedures.

Developing a monthly planning of purchase & ensure best available prices and quality of the items.
Ensuring all storage, warehousing and stocks management activities run by the storekeeper (and under the supervision of Assistant Base Logistician, if applicable) meets the mission’s standards and principle warehousing requirements (conditions, FIFO rule, identification, documentation)
Maintenance of stock management files (stock cards, DN, SRO, other) and procurement files.
Follow-up and monitoring installation, maintenance and repair of equipment;
Tracking of assets, update base equipment list with new equipment on a monthly basis and conduct physical check of equipment list each 3 months.
Supporting the implementation and compliance of (with the support of the Assistant Base Logistician, if applicable) the mission’s standard vehicle and generator fueling, maintenance and repair processes.
Ensuring logbooks are filled, consolidated and monitored on a monthly basis.
Providing weekly cash forecast and manage cash advances for logistics department.
Preparing driver schedules and holiday plans.
Collating and analyzing monthly reports for inventory, running costs of vehicles and generators.

Job Title: Infant and Young Child Feeding (IYCF) Officer

The Infant and Young Child Feeding (IYCF) Officer will be based in Bade, Yobe state and work under the supervision of the Area Project Manager. Working closely with LGA TA and staff at health facilities to establish, supervise and to provide strong follow up of mother support groups to promote appropriate IYCF practices.
Planning and providing training to health workers, community volunteers on MNCHWs and key community figures (traditional leaders, religious leaders and hair dressers and others) to promote optimal breastfeeding and complimentary feeding practices.
Conducting joint supportive supervision and follow up on the implementation of MNCHWs.
Providing weekly site report and monthly movement plan.
Organizing and conducting review meetings monthly/quarterly as necessary with other project team to revise program implementation strategies and address challenges in program implementation.
Providing technical support in the preparation of annual /quarterly/monthly plans on IYCF/ MNCHWs and nutrition in general.

Job Title: LGA Technical Advisor

Job Summary

The Local Government Area Technical Advisors will be based in Bade/Machina/Fika, Yobe State and report to the Area Project Manager.
He/she will support the assigned local government area (LGA) in nutrition program planning, implementation, monitoring and evaluation.
He/she will ensure free flow of information and support coordination of activities between Action Against Hunger, its government counterparts and other partners.
The Local Government Area Technical Advisor will also provide technical support to the coordination of micro nutrient supplementation and Maternal New Born and Child Health (MNCH) including strengthening the technical and advocacy capacity at the LGA level.

Key Tasks and Responsibilities

Providing technical support in planning, implementation and monitoring of key IYCF interventions by working closely with the nutrition focal persons (NFP) and MCH expert at LGA level.
Working closely with NFP to support operational researches to identify barriers and facilitators of optimal breastfeeding and complimentary feeding practices.
Ensuring community nutrition volunteers are working together with IYCF support group.
Supporting the development of key messages and behavioral change communication materials to promote optimal infant and young child feeding practices.
Planning and providing training for health workers, community volunteers and key community figures (traditional leaders, religious leaders and hair dressers and others) to promote optimal breastfeeding and complimentary feeding practices.
Ensuring all key IYCF messages are integrated with all maternal, child and newborn health programs and all contacts are used properly and efficiently to deliver the messages.
Organizing and conducting meetings with NFP, MCH expert, M&E expert and others at LGA on both a regular and adhoc basis.
Providing technical support in the preparation of annual, quarterly, and monthly plans on IYCF/MNCHWs and nutrition in general.

Providing training and support to ensure evidence based advocacy by the LGA counterpart in order to leverage resources and increase authorities’ commitment.
Working closely with LGA counterpart and team on development of feedback mechanisms to health facilities and communities.
Sensitizing key stakeholders (primary & secondary) on rights to quality health services.

Job Title: Monitoring and Evaluation Assistant

Job Title: Nutrition CMAM Officer

The Nutrition CMAM Officer will be based in Bade, Yobe State and work under the supervision of the Nutrition Deputy Project Manager.
He/she will play a key role in the implementation of community health groups (CHGs) within the community for each health facility targeted by the CMAM component.
He/she will conduct health capacity assessments and also ensure the functionality and linkage between community nutritional screening and health facilities.

Directly supervise the technical work of the nutrition assistants at community level. Ensure frequent visits to project sites to monitor implementation of activities.
Oversee formation and operationalization of porridge mum groups which includes selection of treasurers and secretaries of the groups.
Participate in the development of joint activity work plans with key stakeholders in the state and within ACF
Ensure that all IYCF interventions are fully integrated, scaled-up and implemented as per national protocols
Supervise monthly group meetings conducted by the nutrition assistants.
Collaborate with all other departments and sectors to ensure the project activities are integrated.
Work with other partner, MOH, INGOs, NGOs, CBOs including the communities and local leaders at all stages of project implementation.
Work closely with the Deputy Project Manager and Monitoring & Evaluation team to ensure accurate data entry.
Support and build capacity of nutrition assistants in the compilation, preparation and submission of accurate and timely nutrition reports.
Compile weekly and monthly reports and ensure timely submission of such written reports to the Deputy Project Manager for consolidation.

Job Title: Monitoring and Evaluation Officer

The Monitoring and Evaluation Officer will be based in Bade, Yobe state and report to the Area Project Manager.
The M & E Officer will be primarily be responsible for data gathering, collation and reporting activities to ensure the quality and accountability of the programs implemented by Action Against Hunger in Northern Nigeria.
The M&E Officer will also develop and implement clear and practical M&E plans for the program by ensuring program indicators, monitoring formats, databases, data analysis, and reporting are maintained and harmonized.
He/she will also track the progress of key indicators and provide timely report.

Responsibilities
The task and responsibilities for this position includes but are not limited to;

Supporting the M&E team in the pilot data collection and integration of findings by providing feedback to the M & E Deputy Project Manager.
Reviewing and developing M & E systems for new projects, lead on the implementation of qualitative and participatory tools, including focus group discussions.
Working closely with the team and other project team to ensure timely and quality data entry, analysis and interpretation.
Under taking regular field visits and monitor the design and execution of surveys with other assessments. Representation of Action Against Hunger activities relating to monitoring, evaluation, accountability and reporting when required.

Requirements
The successful candidate will have:

At least a Degree in Economics, International Development, Statistics, Public Health, Demography or related subject, with previous experience working in humanitarian projects.
