We are looking for qualified candidates to fill the position below:
Job Title: Consultant – Assignment on Nutrition at NOC Level

Purpose of Assignment


  • The purpose of this consultancy is to facilitate the process of preparing an effective strategic plan of action to guide and facilitate the implementation of the National Policy on Food and Nutrition as part of the Economic Recovery and Growth Plan (2017-2020) of the Federal Government of Nigeria.
  • The articulated costed plan will also provide a multi sectoral plan of action for food and nutrition in Nigeria that translates policy intentions to implementation plan for budgeting and prioritization of actions at the national level.
Objective
Specific Project Objective to which the Consultancy is created:
  • The consultant will perform his/her duties under the overall supervision and guidance of Nutrition Specialist responsible for Leadership, policy, institutional capacity and partnership in UNICEF and the Director Economic Growth Department of the Ministry of Budget and National Planning
The work will involve:
  • Desk Review of previous NPAN and other relevant documents
  • Facilitation of  zonal review workshops for states buy-in
  • Facilitation of stakeholders meeting to present draft action plan for validation.
  • Elaboration and submission of final draft of the National costed Plan of Action for Food and Nutrition in Nigeria
  • Facilitation of a national workshop to review the draft NPAN with key stakeholders.
  • Facilitation of the Convocation of Technical Review groups’ for in-depth discussions
Tasks
Major Tasks to be accomplished:
  • Desk Review of previous NPAN and other relevant documents

Estimated time of consultancy and deadline for submission of end product:
  • Consultancy is for a period of 3 months starting September 2017 up to November 30 2017
Qualifications or Specialized Knowledge/Experience Required
The specific qualifications for the consultant in the specified categories are as indicated as below:
  • Advanced university degree in Human Nutrition or Public Health or Food Security, or Development policy or related technical areas, and at least minimum of 8 years of documented work experience in developing nutrition policies, strategies, programs planning, research, and guidelines.
  • Ability to plan, organise and coordinate
  • Ability to work under pressure and commitment to work to tight timeframe
  • Exposure to nutrition program implementation and education
  • Proficiency in written and oral English language, good communication and networking skills, as well as familiarity with working in a multi-cultural environment.
  • Knowledge and experience in broader health programming, food security and multisectoral programmes; including MNCHW, IYCF, HIV and AIDS.
  • Excellent analytical thinking and strategic planning skills
  • Ability and willingness to undertake frequent travels In-depth understanding of nutrition and household food security from multi sectoral point of view.
