Project Background/Description

  • CRS Nigeria leads the USAID-supported SMILE (Sustainable Mechanisms for Improving Livelihoods and Household Empowerment) consortium consisting of ActionAid Nigeria and Westat designed to scale-up care and support services for orphans and vulnerable children in FCT, Benue, Kogi, Edo, and Nasarawa by strengthening the capacity of government, civil society organizations (CSOs) and communities.
  • SMILE seeks to improve the wellbeing of 600,000 OVC and 150,000 caregivers and will be implemented through an umbrella grants mechanism (UGM) whereby CSOs receive sub-grants to support capacity strengthening and program implementation at the community level.
  • The project will also strengthen the Nigerian Orphans and Vulnerable Children (OVC) response by strengthening the organizational systems and technical capacity of the five SMWASDs and targeted Local Government Areas (LGA).
  • The purpose of this position is to support the development, implementation and integration of gender-sensitive interventions and child protection approaches into the SMILE project.
  • Guided by the SMILE Technical Specialist- Gender and Child Protection, s/he will collaborate closely with the SMILE team to implement an integrated and holistic community based response to child protection issues and gender-based barriers to accessing services including HIV prevention, care and support, economic empowerment, education and food security.

General Function

  • The Technical Officer, Gender and Child Protection (SMILE) shall work as a member of the SMILE technical team to achieve the gender and child protection related strategic objectives of the project.
  • S/he shall adhere to high standards of programmatic and management quality to support community level delivery of SMILE services for beneficiaries.
  • Under the guidance of the SMILE Technical Specialist -Gender and Child Protection, S/he will provide technical support, ensuring CSOs embrace quality gender-sensitive and child-sensitive approaches and interventions.

Specific Responsibilities
Technical:

  • Support the development of technical strategies and implementation of SMILE Gender Integration, Child Protection, Adolescent Programming and Early Childhood Development (ECD) activities
  • Support CSOs to implement individual and community-level gender-sensitive activities addressing gender norms that propagate gender-based violence, as well as serve as barriers to accessing HIV services
  • Support SMILE CSO partners, community volunteers and adolescent girls club mentors’ in providing access to full range of adolescent girl centered SMILE services for beneficiaries.
  • Support CSO participation in state-level Child Protection activities
  • Work closely with Child Protection Networks and other relevant platforms on child protection activities including the Violence Against Children, the domestication of Child Rights laws and the establishment/reactivation of child-friendly judiciary systems
  • Contribute to efforts towards ensuring that project gender and child protection activities and approaches used by CSOs are in line with relevant government policies; contribute to the review and development of new policies, as appropriate.
  • Participate in the development of technical briefs and presentations on gender and child protection to communicate program results and influencing key stakeholders.
  • Contribute to the documentation and dissemination of project efforts, achievements, lessons learned and innovations within SMILE and to the larger Nigerian and global technical community, as appropriate.

Supervision and Mentoring:

  • Support the incorporation of gender and child protection activities into CSO work plans
  • Support the capacity development for partner CSOs, community volunteers, child protection committees and other key stakeholders on gender integration and child protection
  • Provide regular supportive supervision to CSO staff to ensure achievement of expected results in respect to SMILE gender, child protection, ECD and Adolescent Girl interventions.
  • Support CSO staff professional development, including identifying capacity building needs for CSO staff, providing mentoring and training and linking staff to appropriate external opportunities to in line with project needs.
  • Facilitate the use of monitoring data during quarterly participatory reflection events and other fora with partners and other stakeholders to inform project decisions.
  • Support the monitoring and evaluation of program performance on gender-related goals and objectives and contribute content for internal and external reporting.

Representation:

  • Represent the SMILE consortium in external technical meetings, conferences and workshops related to gender and child protection
  • Liaise and collaborate with implementing partners and government agencies including National Agency for the Control of AIDS (NACA), the Federal/State Ministries of Women Affairs and Social Development, the Development Partners Gender Group, the PEPFAR Nigeria Gender TWG, UNICEF, the Violence against Children TWG, the Child Protection Systems Strengthening Learning Group, other learning institutions and civil society actors to promote synergy and exchange information relating to gender integration and child protection
  • Participate in CRS agency-wide gender and child protection activities

Qualifications and Skills

  • Master’s Degree or equivalent in Law, Development Studies, Gender Studies, Sociology, Anthropology or related discipline with 1-2 years working experience in gender integration and child protection
  • Bachelor’s degree or equivalent in Law, Development Studies, Gender Studies, Sociology, Anthropology or related discipline with at least 3 years working experience in gender integration and child protection
  • Ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  • Good understanding of principles and practices of gender integration and child protection integration
  • Familiarity with OVC programming and principles.
  • Excellent English oral and written communication skills required.
  • Excellent analytic, organizational and computer skills; skilled in MS Office including Word, Excel, Outlook, and PowerPoint.

Job Title: Technical Officer – Nutrition

Job Summary

  • The Technical officer, Nutrition will be working closely with the Technical Advisor-Nutrition to achieve the strategic objectives and intermediate results of the program – focusing primarily on nutrition, WASH and support cross-cutting nutrition themes and integration efforts across the project with other areas of OVC programming.
  • He/she will also work with household economic strengthening team.

Major Responsibility

  • Work closely the Technical Advisor, Nutrition, while supporting the CSOs to plan, conduct step down trainings, learning/documentation, reporting, and M&E of nutrition and other health related activities.

Primary Function

  • Support CSOs to ensure that project activities and approaches used are in line with relevant government policies.
  • Support CSOs to identify and build relationships with relevant private sector partners, such as producers of nutritional supplements.
  • H/she document and disseminate project efforts, achievements, lessons learned and innovations within SMILE and to the larger Nigerian and global technical community, as appropriate.
  • The Technical OfficerNutrition will assist the Technical Advisor, Nutrition in capacity strengthening of CSOs to provide high quality nutrition services for vulnerable households and populations.
  • S/he will assist in the development of assessment tools, analysis of household vulnerability assessment results and articulation of appropriate relevant interventions to address identified gaps.
  • S/he will be responsible for writing reports of Nutrition Community of Practice meetings and trainings while providing logistical and programmatic support during such activities.
  • The Technical OfficerNutrition will be 100% LOE/commitment on nutrition-related functions.

Job Responsibility

  • The Technical Officer, Nutrition will ensure timely preparation of high quality training and meeting reports.
  • Support the Secretariat of Nutrition Community of Practice and convene meetings and follow up with CSOs, working groups or ad hoc committee to complete assigned tasks as appropriate.
  • Conduct quarterly review of partners’ progress reports, tease out promising practices and identifynutrition accomplishments of research significance in furtherance of SMILE learningagenda.

Required Qualifications

  • Bachelor’s degree in any relevant discipline, certificate in agricultural economics, food science, public health or a related discipline will be an added advantage.
  • Minimum of 4 years working experience in OVC programing and working at community level work with some program management responsibilities.
  • Technical skills and experience in nutrition activities and interventions.
  • Demonstrated knowledge about nutrition concepts such as IYCF, CMAM, WASH etc.
  • Demonstrated ability to facilitate training in key areas including IYCF, CMAM, Nutrition basics WASH etc.
  • Experience working with nutrition and food security assessment tools such as Nigeria Progress out of Poverty Tool, Household Hunger Scale

Job Context

  • CRS is a Sub-Recipient to Family Health International (FHI 360) on the Global Fund New Funding Model HIV Program in Nigeria.
  • The Program seeks to scale up gender sensitive HIV prevention services among children and adults in Nigeria.

Job Responsibilities
Program Management:

  • Monitor target achievement across PHCs and SHCs and provide feedback to ensure target achievement.
  • Work with Technical Specialist to mentor facility staff to ensure their provision of high quality services.
  • Actively come up with strategies to ensure donor target achievements are met.
  • Utilize data from M&E team to guide programming.
  • Support community groups to carryout community mobilization activities to facilitate demand creation for supported facilities as necessary.
  • Lead the community mobilization efforts by liaising with all co actors in the states and ward development committees
  • Ensure that all support groups are functional and meeting regularly.
  • Work with Technical Specialist to collaborate with facility staff and support groups to ensure all patients on ART are tracked and followed up on.
  • Ensure adequate knowledge of all process and output indicators specified by the PR and donor.
  • Compile state office staff work plans and send to the SPM for approval (monthly and quarterly).
  • Write high quality monthly and quarterly program reports and submit to SPM.
  • Provide leadership to the state field office.

Budget Management:

  • Responsible for managing and appropriately utilizing facility budgets as directed by the SPM.
  • Request for a bi-weekly cash advance for all the field office activities, in line with the approved work plan.
  • Ensure all cash advances made to the state office and state office staff are liquidated promptly.
  • Actively monitor the state office budget and flag any over and under expenditure to ensure that corrective actions are taken.

Partnerships and Networking:

  • Liaise with other GF PRs and SRs in the state to ensure coordinated service provision to the CRS sites.
  • Organize periodic partners’ forum to share updates and examine achievement of program goals
  • Act as the primary liaison between CRS and the state government (GoN) officials – SAPCs, SITs, SACA, SMoH, LACA, LGA, Wards- to facilitate information sharing and networking.
  • Liaise with the state PEPFAR IP to ensure that the CRS GF partner facilities can leverage available resources and are fully supported.
  • Coordination and reporting of community activities and service delivery at PHCs.
  • Develop and maintain healthy relationships between CRS’ GF partner facilities, CRS, the Catholic Church and its partners, the GoN and other relevant stakeholders. 
  • Represent CRS at all state level meetings that CRS is invited to.

Training and Mentoring:

  • Ensure that the following meetings hold and provide leadership at these meetings – weekly team meetings, monthly work plan review meetings, quarterly program review meetings.
  • Request and monitor on-going on-site technical assistance visits to CRS’ partner facilities (PHCs and SHCs), coordinate responses to site issues, collaboratively share issues and responses both in documents and in Program review meetings
  • Ensure all partners understand program priorities and promote buy-in from partners.

MEAL Responsibilities:

  • Accountability: Actively seeks and responds to feedback from all members of targeted communities and other stakeholders.

CRS/Nigeria Program Responsibilities:

  • The Senior Project Officer will also participate as a full member of the CRS/Nigeria Program Department.  This will include active involvement in all Program Department activities as needed.

Supervision and Mentoring:

  • Supervise and mentor staff.
  • Together with the HR Manager in Abuja, ensure all new staff receives proper CRS orientation; promote just workplace and diversity principles. Ensure staff well-being.

Audit:

  • Actively promote compliance with key CRS policies and procedures relevant for the effective operations of a CRS sub-office. For example, orientation training for new sub-office staff should address relevant internal controls. Particular attention should be paid to the CRS Internal Control Policy (POL-FIN-ICS-024), the Segregation-of-Duties Procedure (POL-FIN-ICS-024.02), the Financial Resource Control in Cash Environments Procedure (PRO-FIN-CAS-007.01), the Agency’s Procurement Manual, and the Staff Safety and Security Guidelines. 
  • In coordination with the Head of Operations, take timely, concrete actions to resolve any recommendations arising from audits and from management’s own periodic monitoring of internal controls at the Country Program’s sub-office(s), including through the annual Internal Control Questionnaire (ICQ) process.

Security:

Job Context

Primary Function

  • CRS is a sub-recipient to the National Agency for the Control of AIDS on the Global Fund’s New Funding Model HIV/AIDS care and treatment grant.
  • This position helps to establish the M&E framework and systems for project, and also coordinates data collection and data validation to ensure that data meets donor and CRS standards.

Job Responsibilities
Data Collection, Collation, Review and Analysis:

  • Design the implementation, monitoring, evaluation and reporting of GF/NFM HIV/AIDS project activities.
  • Provide all CRS partner sites with necessary tools to ensure data is collected in an organized and verifiable manner, and also ensure that all relevant staff at the PHCs and SHC levels are mentored and trained in data collection, documentation and validation.
  • Develop reporting templates and ensure rigor and quality in data collection, and support the development and implementation of SOPs for management of program data.
  • Review and centrally collate all M & E data for the project and support the preparation of monthly, quarterly, semi-annual, annual and ad-hoc reports to FHI, NACA, NASCP and CRS senior management.
  • Oversee regular data verification and data audit exercises to ensure accuracy of provided data.
  • Ensure that M & E Officers and Data Entry Clerks understand the recommendations for remedial action from the data audits, and comply with those recommendations.
  • Develop and utilize ICT4MEAL innovations to improve data quality and reporting.
  • Ensure that M&E Officers work regularly with the State and LGA M & E unit to improve data quality at the facilities and LGA level.
  • Liaise with M & E Officers, State Team Leads, Technical Specialists and Senior Program Manager to analyze required data.
  • Liaise with FHI and NACA’s Strategic Knowledge Management Units as needed.
  • Liaise with the supply chain and laboratory managers to ensure drug and commodity consumption data are collected as needed.
  • Maintain an inventory of data collection and monitoring visits to partners on a regular basis to monitor M&E systems.
  • Design and implement midterm and end of project evaluation and special data requests as may be required.
  • Represent the technical content of the project’s M&E work to stakeholders.
  • Research and disseminate GF/ NFM methodologies, best practices, M&E tools, reports, findings, etc., including those from other country programs that can be useful for CRS/Nigeria GF/ NFM programming.
  • Availability for any other tasks as the unit may deem necessary.

Partnerships and Networking:

  • Liaise with FHI, NACA and state actors in CRS-supported states e.g. (SMoH and SACA Focal staff), other NACA SRs to ensure coordinated service provision at the supported facilities.
  • Liaise with and represent CRS at national level stakeholder meetings.
  • Participate actively in the GF HIV quarterly program review meetings.
  • In collaboration with the M & E Officers, coordinate M & E activities and reporting at the field level.
  • Develop and maintain healthy relationships between CRS and all key players in FHI, NACA, NASCP, DPRS, the SACAs and the SMoHs.

Training and Mentoring:

  • Ensure that all M & E meetings and trainings hold as scheduled and provide leadership at these meetings.
  • Serve as a resource person at M & E trainings coordinated by CRS.
  • Ensure all partners understand program priorities and promote buy in from partners.
  • Support the planning and delivery of trainings, workshops and other capacity development interventions for CRS partners.
  • Support the SPM to ensure that the CRS GF HIV team and partners understand the information needs of project stakeholders and the GF/NACA and adhere to system requirements.
  • Work closely with the M&E Officers and M & E Assistants to ensure they understand the data requirements and data-gathering and report formats.
  • Provided onsite support for the implementation of the DHIS Version 2.
  • Provide support at the field level for the collation and processing of monthly summary forms from the partner health facilities by the LGA M & E staff.
  • Support the implementation of capacity building plans for the state and LGAs.

CRS/Nigeria Program Responsibilities

  • The M&E Manager will participate as a full member of the CRS/Nigeria Program Department.
  • This will include active involvement in all Program Department activities; with particular emphasis on coordination with other GF HIV program staff. 

Specific responsibilities include:

  • Participate in review of project proposals
  • Participate in Program Department meetings and contribute to development of Program Department priorities
  • Participate and share information from relevant trainings and workshops, as requested

Qualifications

  • Master’s degree in Statistics, Public Health or another relevant discipline.
  • At least 5 years M&E experience in HIV programming.
  • Experience in managing M&E databases including DHIS is required.
  • Demonstrated skills in training and capacity building. 
  • Demonstrable computer literacy in MS Office – Excel, Power Point and Word.
  • Experience in data analysis in MS Excel, MS Access and at least 2 of the following: CSPro, SPSS, Epi Info, STATA, I-form Builder.
  • Ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  • Good interpersonal skills including ability to work with multiple stakeholders successfully.
  • Excellent organizational, analytical, oral and written communication skills.
  • Willingness to travel to project states about 50% of the time.
