 Job Title: Emergency Assistant (National Contract Only)
Location: Mubi, Adamawa
Job Description
  • We are currently looking for a highly qualified Emergency Project Assistant who can support our team to implement multi-sector programs including food security, WASH, shelter and NFI support.
Responsibilities
Your main duties and responsibilities will be:
  • Assist during all the processes of rapid multi-sectorial needs assessment and emergency responses
  • Assist in mobilizing the communities for the realization of all project / program activities
  • Supervise assigned DRC associates and volunteers to meet their contracted obligations
  • Disseminating and sharing information with Persons of Concern on their rights and access to services
  • Apply technical elements of DRC Emergency multi-sector response, including technical applications of WASH / Food Security / Shelter and general Emergency Distribution strategies
  • Plan, supervise and monitor training, awareness and sensitisation activities, including maintenance and verification of all supporting documentation and activities (e.g. pre- and post-tests).
  • At field level keep good relations with local implementing actors, local authorities and other international and local stakeholders.
About You

Required:
  • Higher Diploma
  • Two years Work experience with non-governmental organizations (NGOs) and/or displaced population
  • Experience implementing Emergency Programs, multi sector preferred
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with staff, beneficiaries, duty bearers and other stakeholders.
  • Fluency in English Language and have a sound knowledge of the local languages of Maiduguri and Mubi.

Job Title: Food Security Nutrition Assistant
Location: Maiduguri
Reports to: Food Security Nutrition Officer
Aim/Objective of Position
  • The overall aim of the position is to assist the Food Security Nutrition Officer(s) to develop, coordinate and manage a timely and effective food security nutrition project in line with proposals, strategies and donor requirements.
Specific objectives of the position include;
  • the identification, referral and follow up of individuals (children, pregnant and lactating women) who are at risk of malnutrition and other complications;
  • coordinate with other DRC teams, actors and stakeholders to ensure malnutrition and related issues are flagged for immediate action;
  • support food distribution activities, particularly in BSFP, to ensure target groups receive timely and sufficient support.

Duties and Responsibilities
Under the supervision of the Food Security Nutrition Officer, the holder of this position shall perform the following duties:
Programme implementation:
  • Assist in all the Nutrition activities including nutrition screening and distribution.
  • Supervise Nutrition Workers.
  • Conduct training and sensitisation activities related to food distributions and nutrition.
  • Assist in Planning, supervising and monitoring training, awareness and sensitisation activities, including maintenance and verification of all supporting documentation and activities (e.g. pre- and post-tests).
  • Assist in Maintaining records of all activities, in order to complete timely reports for DRC and for external actors, including donors.

  • Proven experience of registration, verification and distribution in emergency relief operations is a strong advantage
  • Computer skills (primarily MS Office applications), especially Microsoft Excel.
  • Knowledge of the context in rural Nigeria

  • Ensuring quality MUAC screening takes place at all team registrations: children are accurately recorded in terms of their nutrition status; Appropriate assistance is provided depending on the screening results (preventative, MAM and SAM treatment referrals or on the spot assistance)
  • Ensuring appropriate implementation of Blanket Supplementary Feeding Programme (BSFP) for children 659 months: Appropriate messaging to beneficiaries and community (e.g. importance of exclusive breastfeeding), Referral to treatment programmes as and when necessary
  • Ensuring appropriate implementation of targeted supplementary feeding programme (TSFP) for children 659 months and PLW (where relevant): ensure screening results lead to appropriate treatment programmes (stabilization centres, SAM or MAM treatment); In cases where services are not available, ensure appropriate assistance/treatment through the distribution teams, with adequate beneficiary communication and information on the use of the nutrition products and the need to follow up with a health facility; Identify opportunities for follow up of individual cases during subsequent rounds of distribution
  • Ensuring team members are aware of the DRC and UN/WFP Code of Conduct (CoC)
  • Ensuring all team members are aware of the Do’s and Don’ts when undertaking the distributions e.g. respect cultural norms; Do No Harm; Confidentiality; Impartiality; Gender sensitivity; Field appropriate behaviour.
  • Ensure operational linkages with other UN Agency and NGO partners involved in integrated missions
  • Ensure adequate reporting of screening results and disaggregation of data by nutrition intervention at each site.
  • Represent DRC with WFP nutrition unit and with the Nutrition Working Group.

Job Title: Finance Manager
Location: Maiduguri
Overall Purpose of the Role
  • Under the supervision of Head of Support Services (HoSS) the Finance Manager will ensure that all financial functions in the country programs including accounting, payments and banking payroll, budgeting, financial reporting and grant financial management and compliance are done effectively and in a timely manner.
Responsibilities
People Management:
  • Lead and manage the finance team (including people planning, performance, well-being and development)
  • Support the development and implementation of financial management capacity building of staff
Financial Management:
  • In close cooperation with Managers in geographical area reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements
  • Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ
  • Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns
  • Monthly financial briefings to relevant Manager
  • Ensure thorough and effective budgetary control in the country programs
  • Liaise with relevant Managers on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action
  • Collecting cash forecasts from all Programme Managers and requesting funds in a timely manner
  • Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries
  • Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ

Job Title: Country Safety Advisor
Location: Maiduguri

Direct reports: Technical management of Safety Officers
Overall purpose of the Role
The Country Safety Advisor (CSA) will manage all aspects of the DRC Safety Risk Management (SRM) system in all of Nigeria, for both DRC and DDG programmes.  The CSA, in consultation with local safety staff and programme manager, and under the direct supervision of the Country Director is expected to pursue the following objectives and duties in his/her daily work:
  • Manage the development and implementation of the Danish Refugee Council’s (DRC’s) Safety Risk Management System (SRMS)
  • Ensure compliance with DRC safety policy as stated in Chapters 19 & 20 of the DRC Operations Handbook
  • Supervise and mentor the Local Safety Officers (LSOs) in Yola and Mubi and the Safety Focal Point (SFP) in Abuja
  • To develop policies and procedure, in coordination with project staff, for the safe delivery of program activities
Responsibilities
Risk Analysis:
  • Conduct regular Safety Risk Assessments (SRA) for each programme area pursuant to DRC Safety Policy
  • Provide quality control for SRAs
Safety Improvement Plans:
  • Based on the SRA, advise programmes on achievable and cost-effective mitigation measures through the development of contextualized Safety Improvement Plans
  • Supervise and monitor the progress of Safety Improvement Plans.
Minimum Operating Safety Standards (MOSS)
  • Ensure Nigeria is compliant with the DRC global MOSS
  • Based on the SRA, advise programmes on context specific MOSS requirements
  • Monitor programme compliance with MOSS .
Local Safety Rules (LSR)
  • Based on the SRA and MOSS, ensure all areas have updated LSR
  • Ensure all staff are provided with a copy of the LSR and are briefed on their responsibilities.
Standard Operating Procedures (SOPs):
  • Ensure each programme area has appropriate SOPs developed and implemented
  • Monitor compliance with SOPs
Contingency Plans (CPs):
  • Facilitate the development of context-specific contingency plans for each programme area
  • Support Incident Management Teams (IMTs) with the implementation of contingency plans
  • Conduct regular reviews with IMTs to ensure CPs are up to date, realistic and understood.
Capacity Building
  • Conduct – or facilitate the delivery of – safety training for staff at all levels
  • Ensure watchmen and guards are trained and aware of their responsibilities, in accordance with the SOPs governing access control.
Liaison:
  • Develop a network of contacts through other NGOs, UNDSS, Government agencies and other useful contacts
  • Act as the primary representative for DRC Nigeria on safety matters
Crisis and Critical Incident Management:
  • Act as the Country level coordinator for the Incident Management Team (IMT)
  • Ensure IMT members are aware of their responsibilities
  • Ensure IMT logs are maintained and updated as required
  • Advise the IMT at country and area levels on safety related issues
  • Act as the primary point of contact for safety related matters with the Regional Office and other local actors (UNDSS, etc)
  • Conduct after action reviews of all critical incidents to facilitate organizational learning.
Information Management and Reporting:
  • Maintain detailed soft and hard copy files of all relevant safety documents
  • Monitor the overall situation and provide regular situation reports
  • Maintain an up-to-date incident tracking database
  • Provide staff with relevant and concise safety related information and analysis, both through external and internal reports, publications, etc
  • Coordinate the submission of Safety Incident Reports and ensure that all SIRs are completed within 48 hours of an incident occurring
  • Conduct post-incident inquiries, if required, and monitor compliance with action points on SIRs.
Briefings:
  • Ensure an up-to-date visitor briefing package is provided to all visitors and international staff
  • Conduct safety briefings for all visitors and international staff at the country level; at the field level, ensure that individual areas do the same
  • Provide briefings on thematic and specific issues, as requested by the Country Director or Regional Safety Advisor (RSA)
Field Travel:
  • Ensure compliance with the Field Travel SOP
  • Assist with the planning of field travel, including briefing escorts if required
  • Act as the focal point for issues related to armed escorts
  • When required, manager and coordinate field travel
Experience and Technical Competencies
Essential:
  • At least 3 years’ experience working with NGOs and/or other international agencies
  • Experience working in the designated area of operations (West Africa)
  • Management and/or supervisory experience within an NGO
  • Proven ability to prioritize tasks and meet deadlines
  • Stable, moral and robust character and a good team-player
  • Excellent communication skills, calm and a good sense of humour
  • Proven commitment to accountability practices.
  • Emergency First Aid qualification (within the last year).
Preferable:

Education:
