How can you make a difference?

  • Identify and establish Training infrastructure (through consultation with the Country Management Team and OLDS/NYHQ) appropriate to the delivery of a range of quality services in the area of programme management, in particular.
  • Prepare induction/orientation programmes for all new staff and facilitate the implementation and monitoring of such programmes. 
  • Develop learning/training programmes for existing employees to ensure that staff are given appropriate training opportunities that contribute to their professional development.
  • Contribute to providing or, at least securing, through internal and external resources, guidance and coaching services to staff in work related areas, career development, interpersonal relations and other issues that could be of real interest and concern to staff.

  • The Information Management Specialist is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in advocating for an environment whereby relevant data (spatial/GIS, non-spatial tabular, statistical, etc.) can be brought to a structure that supports the efficient management of data and information in the context of UNICEF programme.
  • The incumbent will be assisting the UNICEF Management for Results (M4R) section in their planning, monitoring and implementation of the overall country programme.

IM products are produced on monthly/weekly/ad hoc basis to support all UNICEF programmes:

  • Support data collection, analysis, dissemination processes relevant to programme needs, including map production.
  • Proactively gather information from key stakeholders of which may be helpful for informing decisions, including movement of population, IS locations, social development centres, community centres, and other relevant information.
  • Provide the necessary tools and approach to run assessments.
  • Manage collected data through surveys and assessments.

Qualifications

Experience:

The Health Manager reports to the Chief Field Office for general guidance and supervision. The Specialist is responsible for managing, implementing, monitoring, evaluating and reporting of the health (gender, maternal, neonatal, child survival/development) program/s within the country program and providing technical guidance and operational support throughout the programming process to facilitate the achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM) and organizational Strategic Plans and goals, standards of performance and accountability framework.

Program Development and Planning:

  • Plan and provide technical support/guidance to the preparation/design and conduct/update of situation analysis to establish a comprehensive/updated strategic plan for development, design and management of health related programs. Keep abreast of development trends to enhance program management, efficiency and delivery.
  • Prepare, coordinate and/or supervise the formulation of health program recommendation and related documentations as a component of the Country Program establishing clear program goals, objectives, strategies and results based on results-based planning terminology and methodology (RBM).

  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Experience: 

  • A minimum of 8 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required.

How can you make a Difference

  • The WASH Manager reports to the Chief field Office Level 5 for general guidance and direction.
  • The Specialist supports the Chief in managing the WASH section, and in leading the development, preparation, management, implementation, monitoring and evaluation of the WASH programme within the country programme.
  • The Manager provides technical guidance and management support throughout the programming processes, to ensure the achievement of the WASH-related output results in the country programme.
  • The Specialist provides authoritative advisory services to government and sector support agencies, and interacts with government at senior levels and with senior staff in the International Development Banks.

Responsibilities
Management support to the Chief of WASH:

  • Advise the Chief of WASH in establishing the annual work plan and annual workplan outputs, activities and developmental priorities of WASH section staff, determining priorities and performance measurements.
  • Monitor workplan implementation, to ensure that WASH output results are achieved to schedule and performance standards.
  • Report critical issues to the Chief of WASH for timely action.
  • Provide technical advice to WASH section staff on all aspects of programming and implementation.
  • Perform the full duties of the Chief of WASH in his/her absence.

Programme Development and Planning:

  • Draft the WASH inputs for the situation analysis. 
  • Provide comprehensive and current data to inform WASH policy and programme development, planning, management and implementation.
  • Keep abreast of WASH sector developments, for maximum efficiency and effectiveness in WASH programme design, management and implementation.
  • Work collaboratively with internal and external colleagues and partners to discuss national WASH priorities, resources, strategies and methodologies to ensure the most strategic use of the collective resources of external support agencies.
  • Participate in strategic WASH programme planning discussions and the formulation of the WASH outcome and output results, related indicators, baselines, targets and means of verification, ensuring alignment with the UNICEF’s Strategic Plan, UNICEF’s global WASH strategy and the country programme as well as government plans and priorities, and the role of other WASH external support agencies.

Programme management, monitoring and delivery of results:

  • Draft documentation for programme reviews and analytical statements on progress and constraints of WASH outcome and output results.
