Job Title: Camp Coordination Camp Management (CCCM) Coordinator


Location: Maiduguri with frequent field mission on the field, Borno State
Duration of contract: 6 months
Reporting to: Project Manager
Supervision of: Around 30 local staff
Dependents: Non-family Duty station

General Context of the Project

  • The internally displaced persons (IDPs) are taking shelter in some relatively safe Local Government Areas (LGAs). The population of Greater Maiduguri, the capital of Borno state, has more than doubled; it has gone from 1 million to 2 million. The influx of people displaced from other areas of the state has worsened the situation of overcrowding in already inadequate living conditions. This places a huge strain on infrastructure, resources and basic services, as well as on the host communities. There are also great concerns for the LGAs, even though these areas are relatively safe compared to the deplorable shelter conditions faced by IDPs and host communities alike.
  • In consideration of this context, INTERSOS is currently implementing programs to provide temporary and emergency shelters for internally displaced populations, Camp Coordination and Management. By doing so, the organization is improving protection and living conditions for IDPs living in host communities in the Ngala, Monguno, Banki and Damasak areas.
  • Additionally, since 2015, INTERSOS has been conducting protection monitoring activities in Mayo-Tsanga, Mayo-Sava and Logone Et-Chary in Cameroun, in partnership with UNHCR, and community service interventions in favor of Nigerian refugees and asylum-seekers in the Minawao refugee camp, which hosts 62,328 refugees. Through this activity, the INTERSOS Cameroun mission is able to monitor a vast area along the border of the two countries including Waza, Fotokol and Kolofata. In this area, multiple incidents related to the forced return of Nigerian asylum-seekers to Nigeria have been detected and reported.
  • The presence of INTERSOS personnel on both sides of the border has allowed the organization to develop an excellent understanding of the local dynamics. Supporting the same PoC both in Nigeria and in Cameroun is an added value that helps enhancing the programmatic synergies and the efficiency of communication between the staff from the two missions working at the border.

General Purpose of the Position    

  • Under the direct supervision of the PM and the overall supervision of the Head of Mission, the CCCM Coordinator will be responsible for supporting the technical planning, implementation and overall representation of CCCM activities.

Main Responsibilities and Tasks    

  • The CCCM coordinator is in charge of implementation, monitoring and follow up the CCCM activities of the project funded by UNHCR. The project foresees the construction of temporary shelter, coordinating activities involving all stakeholders and service providers active in all the targeted locations, monitoring and rapid assessment of specific needs.
  • The coordinator monitors and supervises the project staff in order to guarantee the implementation of the CCCM activities in line with timeframe and quality indicators as per project document and international standard:
    • Start-up, monitor and evaluate activity plan and implementation of the CCCM project activities;
    • Production of monthly internal specific report and contribution in the elaboration of mid-term and final report according with Donor rules and regulation;
    • Contribute to the start-up and implementation of specific data collection and M&E tools related to the CCCM activities;
    • Representation to CCCM cluster meetings.
  • The CCCM coordinator will be in charge also to support the HoM and the PM in management specific activities such as: 1) new project proposal related to CCCM; 2) rapid assessment related to INTERSOS strategy in the country.

Education    

  • University Degree in International cooperation and/or other relevant sector related to the project component.

Professional Experience:    

  • At least 5-year of international experience in similar role, international cooperation and emergency intervention.
  • Previous work experience in project funded by UNHCR and knowledge of the donor procedures.
  • Previous experience in working in Nigeria is an asset.

Professional Requirements:    

  • High level of understanding of protection and CCCM principles and standards, humanitarian principles (including neutrality, impartiality and Do No Harm), SPHERE standard, International Human Rights Law and International Humanitarian Law;
  • Capacity in understanding and implementing a quality work system;
  • Strong experience in working with NGOs;
  • Work experience in CCCM in emergency contexts (refugees/IDPs camp);
  • Good level in use of MS Word, Excel, Powerpoint, Outlook, and Skype;
  • Flexibility in responding to the continuous change of the humanitarian context and challenges at field level.

  • Start-up, monitor and evaluate activity plan and implementation of the project activities;

  • Contribute to the start-up and implementation of specific data collection and M&E tools related to the CCCM activities;
  • Representation to cluster meetings.

Requirements

  • University Degree in International cooperation and/or other relevant sector related to the project component.    
  • At least 5 years of experience as project manager, multisectorial approach experience preferred
  • Proficient in English
  • Strong technical background in protection related project
  • Experience with UN agencies and in particular with HCR is an advantage and highly desirable
  • Competence in all the PCM phases, with a specific focus on planning and monitoring of the foreseen activities;

General Context of the Project 

Since 2009, the Boko Haram insurgency has crippled north eastern Nigeria. Borno State continues to be most affected, with over 1.8 million internally displaced persons (IDPs). Recent advances by the Nigerian Army and the Multinational Joint Task Force have improved humanitarian access in 22 of the 27 Local Government Areas (LGAs) in Borno, but have also revealed the extent of the crisis. In newly accessible areas, basic infrastructure has been destroyed, essential services are non-existent, and most local governance systems are not functional.

In support to the UN-led coordinated humanitarian response in the region, INTERSOS is implementing more than 6 projects addressing critical gaps in health and nutrition, WASH, food security, shelter, Camp Coordination and Camp Management and protection services for a highly vulnerable population in the newly accessible host communities in the Local Government Areas (LGAs) of Ngala (Ngala-Gambaru), Bama (Banki) and Dikwa (Dikwa) Local Government Area (LGA), Borno State, Nigeria.

General Purpose of the Position

  • HoB Nigeria will oversee the Operations, Administrative, HR and Logistics units in Borno state, including Maiduguri, Ngala (Ngala-Gambaru), Bama (Banki) and Dikwa (Dikwa), ensuring operations quality, strategic programming and planning, ensuring strategic growth and strong external and internal representation and advocacy.
  • S/he must be able to motivate and lead a diverse staff as well as effectively oversee operations, programs, budgets and partnerships.

Main Responsibilities and Tasks

  • Oversee the logistics, procurement, administration and HR operations in Borno State, aiming at improving the operations systems and processes.
  • Manage accountability of Admin and Operations actions in Maiduguri base
  • To support the security analysis and to support the HoM in updating the CPPs in Borno state.
  • To support project field staff in Maiduguri, Ngala (Ngala-Gambaru), Bama (Banki) and Dikwa (Dikwa) in the optimal and efficient implementation of the projects.
  • Coordinate with the technical staff and the PMs INTERSOS presence at the Borno State thematic cluster and Coordination meetings.
  • Support HoM in Donor relations and representation in Borno State.
  • Act as HoM during absence (breaks, leave, training, illness, etc.)
  • Support the HoM on the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse.
  • Support coordination of emergency interventions in Borno state.

Requirements
Education:

  • Relevant degree and/or equivalent management working experience.

Professional experience:

  • Relevant working experience of at least 3 years and previous Humanitarian experience.

  • S/He will be in charge of the Safety & Security related to the development, implementation and monitoring of an effective strategy to mitigate risk, maintain continuity of operations, and therefore secure the safety and security of all employees.
  • The SSC will be the primary focal point on all safety & security related matters.
  • S/He will be responsible for putting in place policies and standards related to the safety & security of the staff members, field facilities, assets, and program activities as well as ensuring that security protocols and mechanisms are in place to address country programs’ unique security challenges.
  • S/He will provide technical support in developing and maintaining country programs’ context-specific field security plans.

Main Responsibilities and Tasks

  • Serve as the primary focal point for safety & security in the following areas:
    • Security/risk assessments;
    • Scenario planning, security plan development;
    • Crisis/contingency planning;
    • Other security-related functions.
  • Hiring and training national security focal points
  • Develop and update security plans, business continuity plans, crisis management plans, and policies and procedures, in accordance to best practices and ensure their implementation;
  • Provide advice and counsel to management on matters related to staff members and property safety & security;
  • Investigate all safety, security and risk management related issues;
  • Develop and facilitate security & safety training;
  • Conduct training on needs assessment with key stakeholders resulting in increased safety, security and risk management capacity;
  • Monitor security conditions, liaise and coordinate with external agencies (INSO) UN, NGO coordinating bodies, local governments, etc.

Education

  • Desirable university Degree in a field relevant to security management in a humanitarian assistance context, and/or Political Sciences, International Relations, Sociology – Anthropology
  • Specific courses, advanced trainings in Security Management

Professional experience:

  • Minimum 5 years of non-profit or NGO work experience in international humanitarian assistance programs
  • Experience in Context Analysis
  • Experience in preparing on short notice, clear analyses of security incidents, political events and their potential impact for operations
  • Experience in peacekeeping settings will be considered an added advantage
