Job Title: Emergency Monitoring Evaluation and Learning Coordinator

Background/Job Summary

  • Now in its ninth year, the Lake Chad Basin crisis has been estimated to affect 10.7 million people in one of the world’s poorest, most drought-prone regions.
  • As of January 2018, an estimated 5.2 million people are in dire need of emergency food assistance in Northeast Nigeria.
  • Despite a scale up in humanitarian assistance, significant gaps remain, as thousands of people affected by the conflict have not been reached with adequate humanitarian support. Communities are in immediate need of food, nutrition, WASH, emergency shelter, and NFIs to save lives and restore dignity.
  • Agriculture and livelihood support remain key as the ongoing humanitarian response transitions to support early recovery and resilience. Social Cohesion forms an integral part of the overall response.
  • To effectively respond to the crisis, CRS’ Northeast Nigeria emergency and early recovery program provides a holistic support package including food assistance, nutrition, NFI, WASH, shelter, agriculture, livelihoods, and social cohesion for both IDPs and host families.
  • Where possible, CRS seeks to maximize project impact, efficiency and effectiveness by adopting market based approaches through e-vouchers and empowering targeted communities through participatory approaches.
  • The primary roles for Emergency MEAL Coordinator include providing technical and field level support to improving emergency MEAL and information management systems in CRS’ emergency responses in Northeast Nigeria.

Specific Responsibilities
Monitoring & Evaluation:

  • Champion and maintain a robust MEAL system for emergency response where MEAL related documents, reports and tools including ICT4D are organized, up-to-date and accessible.
  • Lead and ensure that all emergency and early recovery projects follow CRS’ MEAL Policies and Procedures, CRS’ project management standards as they relate to MEAL.
  • Ensure that donor’s MEAL and reporting requirements are adequately incorporated in projects’ M&E plans.
  • Develop and continually update a MEAL operation manual in line with SMILER (Simple Measurement of Indicators for Learning and Evidence-based Reporting) approach for emergency and early recovery projects.
  • Ensure the consistency of tools, indicators and methodologies for data management and analysis across projects as appropriate.
  • Lead the implementation of data quality controls and annual data quality assessments to ensure the integrity of project data.
  • Coordinate the implementation of program assessments and evaluations including baseline, annual, and end line assessments to recognize results of emergency response.
  • Coordinate and lead needs assessments that may be required to inform new or adapted programming.
  • Collaborate with the program team and Emergency Coordinator to communicate assessment findings to different stakeholders, tailored to the needs of various audiences.
  • Ensure MEAL systems allow for timely and quality reporting both internally and externally and for timely decision making.
  • Work closely with emergency state-based MEAL team Abuja-based MEAL Manager, ICT staff and emergency program staff to incorporate and maximize the value and utility of ICT4D initiatives, including ICT4D software, license management and necessary technical support when needed
  • Conduct field monitoring visits events frequently with project teams and implementing partners. Document, summarize and report monitoring findings for program quality and decision-making purposes on regular basis.
  • Conduct, document and report Post Distribution Monitoring, Real Time Evaluations and On-Site Monitoring using scientific methodologies oriented to emergency context including sampling and analysis.
  • Monitor Gateway and coordinate staff for regular updates on critical and time-bound project specific information including annual BSDI updates for all emergency projects.

Learning:

  • Coordinate and facilitate After Action Review and reflection events for learning with Project Management and Emergency Coordinators.
  • Promote learning and assist response team on documenting and implementing lessons learned and good practices.
  • Coordinate and conduct annual MEAL self-assessment of emergency response with Projects and emergency response leads.
  • Support the elaboration of success stories and case studies – modify as needed based on intended audience.

Accountability:

  • Lead the development and implementation of feedback and response channels to reflect the preferences of community members and beneficiaries.
  • Coordinate and support emergency response for accountability specific requirements including accountability needs for distributions interventions
  • Support programming staff to incorporate participatory methods into community level M&E systems and tools.
  • Orient program staff and partners on the basic principles and practices of beneficiary accountability.
  • Guide project managers to ensure that they consult with male and female beneficiaries in one or more communities to define indicators for project success.
  • Ensure that beneficiary feedback is adequately analyzed and documented.
  • Ensure that all sensitive and not sensitive cases are channeled (including documentation) according to the framework with a high level of confidentiality and neutrality
  • Coordinate with Gender and Protection Focal Persons for accountability related cases that involves gender and protection factors

Capacity Building and Supervision:

  • Train and providing on job support on MEAL and ICT4D to state-based MEAL leads and their teams.
  • Engage direct reports regarding their development plans, determine their professional aspirations, and manage/coach them towards development objectives.
  • Provide high quality mentoring and coaching of staff and partners.
  • Address poor performance promptly and constructively, ensuring fair treatment of staff by identifying, documenting and providing adequate support to address performance and behavioral issues.
  • Promote a work culture in line with CRS values: promotion of international and national talents, collaboration, and uniform adherence to CRS programming principles.

Qualifications

  • Master’s Degree in a field related to International Development, Research or Social Sciences or equivalent relevant experience and Bachelor’s Degree
  • Minimum of 3-5 years of work experience in a project management position involving MEAL responsibilities with an international NGO
  • Strong knowledge of principles and current approaches to MEAL of development programs using both quantitative and qualitative methods, especially those of USAID
  • Knowledge with beneficiary accountability mechanisms and ability to implement these
  • Proficiency in database development/management, and skills in analyzing, interpreting and communicating data and information to various stakeholders
  • Strong experience in conducting assessments and surveys
  • Experience with facilitation, capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth & development

Background

In its ninth year, the crisis in Northeast (NE) Nigeria shows no sign of abating. The economic system of the NE region has been severely disrupted, with serious impact on agricultural and income generating activities resulting in reduced purchasing power at the household (HH) level and market demand. Years of violent conflict have displaced 1.7 million people in the three most affected states of Borno, Yobe and Adamawa.[1] CRS began implementing markets-based food assistance humanitarian programming in Yobe State in 2015, with expansion into Borno State in 2016. Through a multi-sectorial, holistic approach, CRS also supports conflict-affected households with WASH, shelter, agriculture, nutrition, social cohesion, and early recovery programming. Markets-based modalities are integrated across CRS programs using CRS’ online Cash and Asset Transfer (CAT) system, allowing beneficiaries to purchase items from local vendors using e-voucher cards. Food for Peace and ECHO-funded food assistance programs reach over 80,000 individuals, while other programs use e-vouchers to distribute of NFI, agricultural inputs, and other items.

Specific Responsibilities

Program Quality and Management:

  • Under direct supervision of the Markets Project Manager II, lead the planning and implementation of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines
  • Under direct supervision of the Markets PM II, lead design and implementation of improved financial control systems and accountability practices across CRS markets-based programming
  • Support the CRS Markets team to implement best practices in community accountability and management; feedback response mechanisms; gender, conflict sensitivity, and protection mainstreaming; adaptations to local contexts, and other participatory practices throughout project design and implementation, and that diverse, vulnerable people’s feedback is frequently solicited and incorporated
  • Provide technical support to program teams on the use of CAT technology including training, set up, troubleshooting, innovation, asset management, documentation of Standard Operation Procedures (SOPs)
  • Together with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team lead market assessments, needs assessments, and price monitoring as well as regular data analysis to improve program quality
  • Together with the MARKETS PM II, ensure the selection of program beneficiaries based on approved criteria and strategies, and that beneficiaries are consulted and their views taken into account at all stages of program implementation
  • Together with the MEAL team, ensure the development and implementation of strong monitoring, evaluation, accountability, and learning systems using appropriate CRS tools and resources
  • Assist with the development of new markets-based projects and programs, particularly within the sectors of food assistance, nutrition, WASH, shelter, agriculture, and livelihoods recovery

Partnership and Capacity Building:

  • Involve partners at all stages of the project cycle for their insights on the appropriateness of program approaches and interventions as well as their perspectives of the operating environment and cultural sensitivity
  • Accompany and strengthen capacity of local partners through learning-by-doing, recognizing the respective strengths and contributions of each partner and CRS in successfully implementing programs
  • Lead training of CRS and partner staff in all relevant aspects of markets-based programming, including use of ICT4D, CAT platform, data analysis, internal controls, accountability and feedback systems, and community-based implementation best practices

Programmatic Reporting:

  • Under direct supervision of the Markets PM II, ensure timely and quality preparation of donor project narrative reports, monthly indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters.
  • Prepare short success stories and communications briefs on innovation/best practices
  • Advise senior management about issues affecting project implementation, or key local issues affecting future grants/projects developments.

Budgeting, Financial Planning and Reporting:

  • Under direct supervision of the Markets PM II, ensure grant management compliance with donor regulations
  • Under direct supervision of the Markets PM II, review and analyze budget comparison reports and take necessary steps to ensure proper management and utilization of grant/project budgets

Coordination and Communication:

  • Represent CRS at appropriate Cluster or Sector coordination meetings
  • Liaise with key non-government organizations (NGOs) and national, state, and local government actors as necessary
  • Support the research, documentation and sharing of lessons learned/best practices for CRS emergency interventions.

Supervisory Responsibilities:

  • Supervise and mentor Markets Team Program Officers and Program Assistants in adherence to the CRS Performance Management System, as appropriate
  • Support Markets Team Program Officers and Program Assistants to design, plan, and implement performance management of community-based teams of CRS and partner staff

Qualifications

  • Master’s Degree in international development or related field, or equivalent work experience
  • Minimum 3 years of experience working within international development or humanitarian aid, including direct experience in fast paced emergency environments
  • Experience managing project implementation and community-based field teams, with experience in and technical knowledge of cash and markets-based humanitarian programming and CaLP standards strongly preferred
  • Experience conducting market and needs assessments, beneficiary registration, in-kind distributions, social mobilization, and monitoring and evaluation in emergency situations preferred
  • Excellent computer skills including complex data management and analysis with Excel, with experience using cash and asset transfer systems (RedRose, Segovia) and other database software preferred

Job Context:

  • CRS is a Sub-Recipient to Family Health International (FHI 360) on the Global Fund New Funding Model HIV Program in Nigeria.
  • The Program seeks to scale up gender sensitive HIV prevention services among children and adults in Nigeria.

Job Responsibilities
Training and Mentoring:

  • Coordinate and mentor the ART, TB-HIV, PMTCT and SRH clinical care teamsat supported facilities and ensure they functionas effective units.
  • Carry out technical needs assessment with respect to ART, TB, PMTCT, HCT and SRH at partner health facilities and proffer solutions in line with GF & CRS’s organizational goals and objectives.
  • Provide onsite mentorship to partner facility staff in ART, TB/HIV, PMTCT, SRH.
  • Maintain current knowledge of HIV/AIDS patient’s standard of care at the partner health facilities through organization of didactic sessions, mortality reviews, case reviews/presentations etc.
  • Ensure all SHCs have adequate knowledge materials and job aids that ensure uniformity of practice across all sites.
  • Follow up on implementation, monitoring and evaluation of quality improvement strategies identified by program team, training needs and participation in meetings geared towards meeting overall grant objectives at partner health facilities.
  • Direct management of people infected and affected by HIV infection at the partner health facilities.
  • Use appropriate tools to document support given during mentoring visits, and ensure that facilities have copies of these.

Program Management:

  • Monitor target across PHCs and SHCs, determine and provide feedback to ensure target achievement.
  • Actively come up with strategies to ensure donor target achievements are met.
  • Collaborate with SHC staff and support groups to ensure all patients on ART are tracked and followed up on.
