Job Title: Chief of Party- Nigeria

Reports To: Project Director (TBD)

Type: Full Time Employee

Overview: IBTCI is currently seeking a Chief of Party. This is a full-time position based in Abuja, Nigeria, with remote management of data collection teams in northeast Nigeria, and frequent travel to Maiduguri, Nigeria for partner meetings. The project will establish and undertake independent monitoring programs in Northeast Nigeria, and aims to increase partners’ understanding of the outputs, progresses, challenges, successes, and lessons learned of selected projects.

The Chief of Party must provide overall management, guidance, and direction. He or she will be responsible for overseeing the completion of all deliverables required under this contract as well as overall compliance with the contract. This work will involve team management, technical guidance, administrative coordination, operations oversight, and client relations.

This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:
Serve as the primary liaison with client, IBTCI Home Office, Implementing Partners, and subcontractors
Remote manage third-party monitoring organizations in Nigeria
Ensure quality control, compliance, and completion of all technical outputs and deliverables under the contract, including the necessary flexibility to adjust to changing client needs and political developments in the region
Provide technical guidance to client and Implementing Partners to define and determine data collection methods, monitoring processes and performance metrics intended to measure results
Communicate accomplishments and concerns based on field findings in a professional manner, while providing on-going capacity building and mentorship to the technical assistance and third party verification teams
Participate in the generation of program-wide reporting products, as required
Ensure adequate Duty of Care and Do No Harm protocols are developed and adhered to the all team members

Required Knowledge, Skills and Abilities:

Previous experience in monitoring and evaluation is required.
Previous experience managing third party monitoring projects, monitoring and evaluation support projects, or large scale evaluations is highly desirable.
The Chief of Party should have previous experience conducting quantitative and qualitative field research in conflict zones.
Previous experience working on programs implemented in Nigeria is highly desirable.
Previous experience managing sub-contractors is highly desirable.
Previous experience implementing a USAID-funded program is desirable.
Arabic language skills are desirable.

Minimum Requirements:

At least 10 years’ of progressively responsible experience in the humanitarian, development, or transition field.
At least five years of experience managing teams.
At least three years of experience working in conflict zones.

Education: The Chief of Party must hold a master’s degree in international affairs, social science, or a related field. If the Chief of Party does not have a master’s degree, he or she must have a Bachelor’s degree with 12 years’ of experience.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position does have supervisory responsibilities.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel is required

Job Title: Deputy Chief of Party – Nigeria

Overview: IBTCI is currently seeking a Deputy Chief of Party. To be based in Abuja, Nigeria with frequent travel to Maiduguri, Nigeria. This is a full time-time positions with regional travel. It also includes remote management of data collection teams in Nigeria. The project will establish and undertake independent monitoring of US-government-funded programs in northeast Nigeria, and aims to increase the donor and its partners’ understanding of the outputs, progresses, challenges, successes, and lessons learned of selected projects. This position is contingent upon award.

Essential Duties/Tasks and Responsibilities: The Deputy Chiefs of Party must lead the technical design, data analysis, and report writing aspects of this project. The Deputy Chiefs of Party will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis.

Required Knowledge, Skills and Abilities:
Previous experience designing monitoring and verification systems or other rigorous qualitative and quantitative research designs.
Previous experience implementing third party monitoring projects, M&E support projects, or evaluations.
Previous experience in data analysis and report writing.
Previous experience managing local staff.
Previous experience with managing sub-contractors is highly desirable.
Previous experience working on programs implemented in Nigeria is desirable.
Arabic language skills are desirable.

Minimum Requirements:

At least five years of progressively responsible experience in the humanitarian, transition, or development field;
Within the last five years, the DCOP candidate should have at least two years’ experience managing teams;
At least one year of experience in conflict zones.

Education: The Deputy Chiefs of Party must hold a bachelor’s degree in international affairs, social science, statistics or a related field. Masters’ degree in international affairs, social science, statistics, or a related field international affairs, social science, statistics, or a related field is desired.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.
