Role Purpose
  • To ensure implementation of the M&E plan for Reaching and Empowering Adolescent to take informed decision on their health (REACH) programmes including monitoring progress against planned activities, critical milestones and targets as well as providing support and guidance to partners M&E officers and government counterparts to ensure  highest possible quality  data collection, data management and reporting.
Key Areas of Accountability
Coordinate Data Collection, Data Quality Management, Analysis and State level Reporting:
  • Participate in the design of programme monitoring and evaluation tools (registers, reporting templates, data bases, etc.) to track REACH projects
  • In collaboration with MOH, MOE, MWASD and relevant SC staff, ensure timely data collection, compilation and reporting according to programme M&E plan
  • Conduct monthly data analysis and prepare monthly programme IPTT monitoring reports
  • Ensure the programme database is updated regularly
  • Support programme feedback meetings to communities, facilities and authorities
  • Support the M&E Advisor to implement the DQA system including the conduct of data quality assessments according to the M&E plan
  • Support the M&E Advisor in data management for rapid assessments, situational analysis, surveys, evaluations and other research as required
  • Plan, forecast and facilitate the production and supply of M&E tools and materials to supported sites
Support Programme Supervision, Monitoring and Evaluation:
  • Support the M&E Advisor to monitor REACH projects at the intervention states and communicate findings and progress to Program Managers
  • Participate in evaluation of REACH projects, focusing on data management of evaluation datasets.
  • Support the dissemination and use of evaluation and research reports and propose changes for improvement to the REACH Team.
Support Documentation, Reporting, Knowledge Sharing and Effective Feedback Mechanism:
  • Support coordination of REACH projects monthly, quarterly, biannual and annual reviews and reports as required.
  • Participate in dissemination of program information to communities, children, and other stakeholders through a regular feedback mechanism
  • Manage the beneficiary complaints and feedback mechanism database
  • Work with state teams to collect information on potential case studies and success stories
  • Update shared drive and project team space with program monitoring documents regularly
Requirements, Skills & Experience
Administrative & General Skills:
  • 2-3 years previous experience with local and international NGOs
  • Previous experience in Health System Strengthening programmes using the National HMIS software

Role Purpose
  • The Program Manager will provide oversight to the REACH project team in Gombe, Katsina and Zamfara states on planning, monitoring, report writing and budget and award management in order to meet timelines within the life of the project.
Key Areas of Accountability
Programme Management:
  • Effectively and efficiently work with all REACH staff and local partners to ensure timely reporting of narrative and financial reports to the country office.
  • Maintain good communication with staff and local partners
  • Work together with the Program team and local partners to develop and track implementable project workplan and budgets in line with project objectives and plans
  • Work closely with the project staff and monitor implementation of project workplan and reporting of activities
  • Submit quality project narrative reports on timely basis to country office
Planning and Budgeting:
  • Provide guidance on activity plans, budgets and financial management and reporting to project staff and local partners in all project implementation states
  • Provide guidance on budgeting, forecasting, rephrasing, tracking/monitoring and reporting
  • Follow up with country office Awards and Finance to ensure timely disbursements of funds to local partners and assessment and vetting of local partners where appropriate.

  • Minimum of a Bachelors’ degree with at least 5 years’ work experience or a Postgraduate qualification with 3 years’ experience in program management
Essential:
  • At least 5 years programme management experience with INGO in Nigeria
  • At least 3 years in Adolescent sexual health programme management.

Role Purpose
  • The Community Engagement and Advocacy Coordinator will lead the community mobilisation and participation in the REACH project in the implanting states.
  • S/he will contribute to Save the Children’s efforts to influence and bring about change in state Government social protection policy through developing the awareness, attitudes, behaviours and policies related to the rights of children in the project states.
  • In addition, S/he will coordinate the functional tasks necessary for meeting the goals and objectives of the collaborative partner community engagement and advocacy division and ensuring that the participants involved in our community engagement and advocacy efforts receive strong support and have high quality personal experiences.
Key Areas of Accountability
Strategy Development:
  • Formulate key community engagement and advocacy messages and targets from lessons learned, assessments, research and evidence gained through REACH project implementation and wider analysis.
  • Support development of an advocacy strategy for the REACH focusing on short and long term objectives and related to wider issues on social protection and Adolescent Sexual health
  • Ensure that voices of children form the basis of Save the Children’s advocacy strategy.
  • Acquire information and understanding of social policy, Adolescent Health and Development policy and the child right acts and adapt strategies as necessary.
  • Maintain a strategic overview of sexual and reproductive health issues affecting adolescents relevant to REACH, monitoring trends in the external environment and inputting to organisational strategy and planning processes.
  • Keep a watching brief on policy makers and other key players in relation to social protection and Adolescent sexual health issues and identify opportunities to raise awareness and influence policy change.
  • Contribute to all efforts to raise/nurture CSO coalitions and champions at the state level.
Community Engagement and Participation:
  • Facilitate development of community-specific action plans (with state and LGA and CBO involvement) and provide technical guidance throughout their implementation.
  • Provide support in organization and implementation of the community-level activities of the CBO partners including: community meetings, capacity building activities, briefings, and community awareness raising and information campaigns. etc.
  • Organize community-based awareness-raising and education events and campaigns. Explore local media opportunities for broadcasting community activities.
  • Provide support in establishment of community monitoring groups with participation of CBO Partners, community dwellers, other NGOs.
Advocacy and Influencing:
  • Develop good knowledge of state government structures, parliamentary and political processes and key decision making structures and how to influence them.
  • Undertake a range of communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations.
  • Work with M&E team to build systems for research, analysis and documentation that underpin evidence based advocacy and influencing in the state.
  • Develop dissemination and communication strategies for key advocacy messages.
Collaboration & Representation:
  • Develop strategic relationships with other agencies engaged in advocacy and policy work in the state.
  • Develop and maintain a network of external contacts with key individuals in the government, NGO sector, civil society and the media.
  • Build the capacity of state team and partner agencies in advocacy and communications.
  • Where required, represent Save the Children at various policy forums and advocacy opportunities in the state and at national levels.
  • Where required, act as a spokesperson for Save the Children to a variety of external audiences including policy makers and the media.
Programme Development:
  • Support the programme team in the development of research methodologies, data analysis, report writing and publication.
  • Ensure clear links between programmatic approaches and advocacy strategies.
  • Write regular progress reports, including annual impact monitoring reports.

  • 3-4 years’ experience in community engagement, advocacy and policy development.

  • Knowledge of the media and its role in raising awareness and shaping public policy.
  • Ability to communicate effectively with a wide range of audiences at local and national levels.

Role Purpose
  • Save the Children is seeking an Adolescent, Sexual and Reproductive Health (ASRH) coordinator who will provide leadership in the implementation, coordination and monitoring of all ASRH interventions and activities under the REACH project in Gombe, Katsina and Zamfara states.
  • The REACH project aims to improve the sexual and reproductive health of adolescent girls and boys in hard to reach communities in Gombe, Zamfara, and Katsina states. S/he will focus on the improvement of quality of sexual and reproductive health services for adolescents including young mothers/parents at the community and facility-levels to receive the knowledge, skills and services they need to delay early childbearing and/or care for a healthy pregnancy, care during birth and postpartum period, practicing healthy timing, spacing of subsequent pregnancies and being informed of available modern contraceptive methods.
  • The ASRH coordinator will work under the direction of the ASRH Advisor, provide oversight to local implementing partners, and also work closely with the field offices team, as well as the project director at the country office in Abuja,
Key Areas of Accountability 
Programme development and implementation:
  • With the direction of relevant thematic leads, s/he will support the development of concept notes, work plans, budgets and other related activities of REACH within the programme in liaison with the project Director
  • Ensure all ASRH plans and activities in the states are properly coordinated with the local implementing partners, and within the SCI management & operation systems
  • Lead and coordinate the implementation of ASRH activities in the states in close collaboration with the implementing patners and Gender Equality Advisor
  • Ensure conduct of quality trainings on ASRH to target health providers and partners towards improving the quality of health facility services to adolescents (Use of the Age & Life-stage Counselling Tools, Youth-Friendly Health Services, Interpersonal Communication Skills, Organizing Young Mothers’ Support groups, others). It is envisioned that this will include developing and/ or adapting training materials and tools as necessary.
  • Work with the local partners to Implement the Mothers’ support group series of activities of the Adolescent First-time mothers/parents intervention
  • Work closely with the ASRH and Gender Equality Advisors to ensure that gender transformative approaches are implemented and that gender equality is mainstreamed throughout all activities and interventions
  • Emphasize the importance of normative change at implementation level in order to achieve project outcomes
  • In collaboration with the REACH Country office team, ensure that quality quarterly reports and other documentation of ASRH interventions and activities are written in a timely manner and submitted to the Project dorector for vetting.
  • Work with the business development team and RH technical advisors, where applicable to make technical contributions to proposals which have an ARSH component and ensure high quality narratives for submission.
Advocacy and Coordination:
  • S/he will coordinate ASRH networking, and in close collaboration with community engagement and advocacy coordinator, work towards strengthening linkages/coordinating with relevant stakeholders and government agencies (Ministry of Health, Ministry of Youth and Development at state level, SPHCDA as well as other NGOs implementing ASRH activities), mobilizing partners and stakeholders in the establishment of technical working groups for ASRH in the State.

Experience and Skills
Essential:
  • A Master’s degree in Public Health or its a related field
  • 3-5 years of working experience in ASRH (specifically normative change and understanding adolescent behaviors) and family planning in developing countries
  • Strong understanding of gender equality principles
  • Experience in monitoring programs and participating in evaluation
  • Knowledge of the primary health care system with in depth familiarity and knowledge about ASRH activities in the state.
  • Ability to work independently and collaboratively in a team setting with minimal supervision
  • Excellent planning and organizational skills with the ability to multi-task in a fast-paced work environment.
  • Excellent interpersonal and communication skills
  • Fluency in English
Desirable:
  • Fluency in Hausa will be an added advantage
  • Programming experience in the North of Nigeria
