International Medical Corps has been operating in Nigeria since November 2013, and currently has projects in two States (Kano and Borno). In Borno, International Medical Corps has been actively implementing interventions to support vulnerable populations recently affected by conflict and displacement due to the insurgency.

 Job Title: WASH Assistant

Locations: (Damboa, Maiduguri) BornoJob Summary

  • Under the supervision of WASH Officer, the WASH assistant will be responsible to participate in hygiene campaigns, to participate in house to house hygiene promotion, and to prepare written material for the field, elaborate clear and adapted message for beneficiaries, as well as oversee the hygiene promotion and other WASH activities conducted by the community volunteers.
Qualifications
  • B.Sc or HND in Social Sciences, Sciences or any relevant technical qualification.
  • At least one (1) year experience with a non-profit, non-governmental organization or community development experience.
  • Demonstrated skill in capacity building at the community level.
  • Experience in hygiene promotion, water quality monitoring, & community mobilization.
  • Communicate well in Hausa & Kanuri is an added advantage.
  • Excellent experience with Microsoft Excel, PowerPoint, etc.

Main Responsibilities
The WASH Assistants will be responsible for:
  • Selection and training of the hygiene promoters (VCM).
  • Collection of biodata for both VCMs and beneficiaries in communities.
  • Input beneficiaries’ data into the spreadsheet in preparation for distribution of NFI kits in communities.
  • Train and monitor VCMs on how to conduct hygiene promotion sessions and fill their log sheets properly document topics discussed, advice provided, document issues of concern for IMC follow up the action, number of attendees to sessions, etc…
  • Collection of VCM log sheet on monthly basis and certifying work done by VCMs.
  • Identification of the most appropriate messages regarding the target population.
  • Organize training sessions and participate in facilitation in IDP camps and host communities.
  • Evaluate the necessary material needed for a campaign/activity.
  • Mobilize the community on change behavior regarding hygiene practices.
  • Participate in hygiene campaigns, doing shows in schools and at the community level and IDP camps in close coordination with community volunteers
  • Actively participate alongside community volunteers in identifying locations/sites for WASH infrastructures (latrines construction/rehabilitation, borehole drilling/rehabilitation, etc…) in the beneficiary communities.
  • Animate focus group, giving clear messages on good hygiene practice.
  • Report the progress of the work to the supervisor and the Head of the project
  • Report possible problems or conflict during the activities or any other issues that require IMC follow up/ action
  • Conduct Household assessments.
  • Conduct the Distribution of water, hygiene and sanitation items.
  • Collection of the water sample from household and source and also conduct quality tests using the del aqua KIT
  • Write daily reports on VCMs evaluation, water testing, and NFI distribution.
  • Relating closely with VCMs to identify informal settlements in host communities.
  • Relate with M & E in providing accurate raw data for impact analysis during the post-distribution survey and also to make input into monthly and quarterly reports

Job Title: Wash Technician
Location:
 Maiduguri, Borno
Job Summary
  • The WASH Technician will be responsible for providing support to the WASH team on the hardware components of the WASH program including construction and drilling/rehabilitation of water points especially in the areas of BOQ development, drawing/designs and day to day supervision of field works to ensure contractors deliver quality infrastructures works including but not limited to latrines and water points construction/rehabilitation, construction and/or rehabilitation of health facilities, GBV women centers, etc.
Main Responsibilities
  • Work with WASH Project Officer to conduct a continual review of the designs and functionality of the water supply systems (and other water points) to ensure efficient operation as well as reliability and safe water distribution.
  • Act as the main technical person in the development of BoQs and designs for all WASH works on the various projects including but not limited to latrines construction, water points drilling and rehabilitation.
  • Work with the WASH Project Officer to design templates, construction contracts for WASH-related works, and a system for monitoring the progress of works and performance of the hired contractor.
  • Provide rigorous supervision of WASH hardware works in the various camps and host communities in Maiduguri and Damboa
  • Provide technical supervision to contractors undertaking various IMC works in camps and host communities and ensure delivered work is up to stand as required by IMC
  • Review technical reports from the various contractors and provide recommendations to the WASH Project Officer as to whether the delivered infrastructures meet the required standards and quality by IMC
  • Provide technical inputs in assessments for new project areas
  • Provide technical inputs in the production of IMC regular reports both internally and externally: Weekly, monthly, quarterly, etc….
  • Provide technical input/ verification in the quality and quantity of materials received from suppliers before it is received by the logistics.
  • Liaise with contractors on the quantity and quality of materials to be requested form logistic and makes the request on time for prompt delivery to site.
  • Be involved in capacity building of Water Management and Sanitation committees especially with regards to routine maintenance techniques.
  • Provide updates to WASH Manager on state of IMC Water and Sanitation infrastructure by working closely with the trained WATSAN committees in the communities on regular basis.
Qulaifications
  • B.Eng. or HND in Civil Engineering, Water Engineering or Architecture or any relevant technical qualification.

  • Demonstrated skill in the use of AutoCAD, CAD, GIS software, and GPS device.

Location

Job Summary
  • Under the Supervision of the WASH Coordinator, the WASH Manager will be responsible for designing, planning and providing technical leadership in the implementation of IMC WASH activities.
  • She/he will closely work with the WASH team, IDPs, and all stakeholders to ensure efficient delivery of safe WASH services in the assigned areas.
Main Responsibilities
Programme Management:
  • To take the lead in designing, managing and implementing IMC WASH programmes in Nigeria
  • To promote community participation and ownership through liaising with beneficiary communities, establishing, training and supporting community engagement and ensuring that activities are implemented to reflect coverage and prioritized needs.
  • Support identification of appropriate new activities in consultation with field staff, local communities, local authorities and organizations operational in Nigeria.
  • Support the WASH teams in developing and implementing acceptable WASH infrastructure designs, using appropriate technology where possible
  • Support the WASH teams in developing Bill of Quantities (BOQs) for all WASH infrastructure being undertaken by International Medical Corps Nigeria.
  • Support the Emergency Programme Coordinator in planning and programme development and application of management tools including the Budget Monitoring Tool.
  • Support the WASH Team in developing relevant Training Modules and Monitoring Tools to be used for Community Training.
  • Contribute towards the development of relevant WASH policies, protocols and guidelines to be implemented within the WASH programme at the country level.

Logistics and Budget Management:
  • Provide input in the review of WASH-related procurement requests, approve where appropriate and follow up with the Logistics/Procurement for timely delivery
  • Support the WASH Teams in developing and reviewing activity based budgets for all WASH Program and program support components
  • Review and monitor all expenditure on budgets in coordination the Emergency program coordinator
  • Review and approve as per authorization level, all WASH-related cash requests from WASH Field team.
  • Support logistics in developing technical tender/bid documents related to WASH Infrastructure constructions, consultancies and conduct a technical evaluation of the same.
Coordination:
  • Ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGO
  • Liaise with other organizations engaged in similar activities in Nigeria, including the government authorities, UN and other NGO
  • Liaise closely with the Emergency programme coordinator to ensure good integration and synergy of all programme activities.
  • Represent International Medical Corps in all External Related Forums when called upon by the Programme Coordinators or the Country Director.
Capacity Building and Human Resource Management:
  • Directly manage the WASH Field team and ensure that program activities are completed within the specified timeframe and to an acceptable level of technical and program quality
  • Conduct Annual staff appraisals to the field WASH Officer and WASH technician in collaboration with the Emergency Program Coordinator as well as review all appraisals for staff under the WASH Officer
  • Facilitate staff training in areas of technical capacity gaps as captured in the appraisals
  • Support field WASH Team in capacity building of the target communities, community volunteers and local authority where necessary
Reporting:
  • Compile data/ information for WASH-related donor reports in close coordination with field teams, the M&E Officer/ Manager, and the Emergency Program Coordinator
  • Support the WASH team to deliver weekly updates in a timely manner.
  • Compile all WASH Monthly Reports ( internal)
  • Work with M&E team to develop WASH Indicator Monitoring and Evaluation Tools and review the same regularly to adjust to program changes.
Qualifications
  • B.Eng. in Civil Engineering, B.Sc. Geology, Hydrology & Environmental Engineering or any relevant technical qualification. Professional qualification desirable.
  • At least 3 years of WASH implementation experience with a non-profit, non-governmental organization or community development experience.

Job Title: Wash Officer

Summary
  • IMC Nigeria is looking for qualified WASH Project Officer to work with the WASH Department. The WASH Engineer will be responsible for the implementation of all construction function within International Medical Corps (IMC) Nigeria.
  • The WASH Project Officer will work in coordination with technical leads from WASH, Medical, Logistics, and contractors providing technical, organizational and supervisory role at all IMC construction projects and will be the main technical adviser for contractors, and craftspeople.
Specific Responsibilities
  • As part of the International Medical Corps (IMC), WASH Team, the WASH Project Officer will be in charge of all technical activities related to construction and will ensure the efficient and smooth implementation of all civil works in IMC targeted areas.
  • S/he will be responsible le to ensure that all WASH infrastructures are accompanied by hygiene promotion and active participation of the communities.
  • Develop a plan for improving operation and maintenance of WASH infrastructures in IDP camps and host communities, health posts including stabilization centers and schools.
  • Based on assessments carried out by IMC or partner NGOs, prioritize the infrastructure/civil works according to the urgency
  • Coordinate with technical staffs from WASH, Health, Nutrition and GBV to ensure that the WASH aspects of the response are integrated.
Project Development:
  • Provide expertise for construction/rehabilitation of WASH infrastructures, health facilities, women-friendly centers;
  • Provide expertise for the dissemination of social behavior change (SBC) messaging in camps and host communities
  • Assess in-country resources and capacities (human, material and financial) for construction projects with relevant stakeholders and contractors.
Program Design:
  • Define scale, aims, and objectives of the overall rehabilitation/construction needs for projects in IDP camps, Host communities, health facilities including OTP sites/stabilization centers in accordance with relevant minimum standards (WASH, Health, GBV, etc.).
  • Design appropriate, where and as necessary phased, technical interventions to ensure safe and high-quality health care delivery at facilities, including in preparation for and during infectious disease outbreak response.
  • In coordination with WASH lead, select and design appropriate water supply solutions to ensure the security of water supply for the camps and health facilities.
  • Provide design solutions to ensure appropriate sanitation systems (to include excreta disposal, vector control, waste treatment and disposal, drainage), taking full account of local conditions, resources, customs, financial limitations and cultural norms.
  • Work with the WASH assistants to develop IMC Nigeria Social behavior change communication strategy and design IEC materials for the dissemination of hygiene promotion messages in camps and host community host.
  • Oversee the development of cost-effective plans, drawings, and bill of quantities (BoQ). Work with Logistics for any technical materials verification. With support from Logistics, manage, monitor and interpret all contract design documents supplied by contractors.
Management and Implementation:
  • Plan and manage the implementation of infrastructural works including hygiene promotion in camps and hos communities and prioritized WASH activities in full consultation and coordination with relevant IMC staff and other agencies both governmental and non-governmental.
  • Organize, with the logistics and finance departments materials and support needed for all infrastructure activities.
  • Through capacity building and on-site skills transfer, build a technical team that is multi-skilled, flexible and has capacity to work autonomously. Design and develop appropriate supervisory, monitoring and evaluation systems for construction projects;
  • Supervisor all WASH technicians and WASH Assistants in accordance with IMC HR procedures and policies and maintain the highest standards of accountability and professionalism.
  • Ensure that performance objective for WASH technicians and WASH Assistants are set and staffs are appraised as per IMC policies and procedures;
  • Prevention of Sexual Exploitation and Abuse (PSEA)
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within IMC and amongst beneficiaries served by IMC.
Compliance & Ethics:
  • Promote and encourage a culture of compliance and ethics throughout International Medical Corps.
  • As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
Information and Co-ordination:
  • Provide regular updates to supervisor and team on progress, priorities, and constraints – verbally and in writing.
  • Represent IMC to private, governmental and non-governmental groups as and when needed.
  • Provide support to the WASH technical team to ensure construction guidelines are followed
  • Supervise and manage IMC WASH Technicians and WASH assistants who undertake routine maintenance and construction activities in the camp as well as hygiene promotion;
Skills and Competencies
  • Proficient knowledge of AUTOCAD and preparation of bill of quantities (BoQ) essential;
  • A good understanding of WASH software including hygiene promotion techniques and methodologies;
  • A good understanding of the Ministry of works guidelines
  • A good understanding of donor procedures especially USAID guidelines;
  • Good organizational, forecasting and planning skills especially as it relates to construction and civil works
  • An understanding of requirements of a rapid response emergency operation.
  • Attention to detail and excellent numeracy.
  • Diplomacy, tact and communication and negotiation skills.
  • Fluent spoken and written English and Nigerian local dialects
  • Flexibility, adaptability to work under tight deadlines and pressure.
Minimum qualifications:
  • Bachelor Degree in Civil or Construction Engineering; an MSC would be preferred;
  • 5 years’ experience supervising WASH projects within Nigeria or other countries;
  • Ability to interact with both national and international staff;
  • Strong understanding of procurement ethics and donor compliance is essential;
  • High computer literacy with proficiency in Microsoft Office: Word, Excel, internet as well as AutoCAD;
  • Excellent communication skills in English (spoken and written);
  • Capacity to work under a stressful situation and strong organizational and time management skills and capacity to coordinate work across multiple departments and on-site;
  • Willingness to travel throughout the project areas in Bono State is required
  • Must be extremely flexible, willing to follow instructions and work within very strict guidelines; and
  • Must have the ability to cope well in a stressful, and fast-paced environment.
