Current Vacancies at the Lake Chad Basin Commission (LCBC)

The Lake Chad Basin Commission (LCBC) was established on 22nd of May 1964 by the four countries that border Lake Chad: Cameroon, Niger, Nigeria and Chad. The Republic of Central Africa joined the organization in 1996, Libya was admitted in 2008. Observer status is held by Sudan admitted, Egypt, the Republic of Congo and the Democratic Republic of Congo. N’Djaména, Capital of Chad hosts the Headquarters of the Commission.

We are recruiting to fill the position below:

Job Title: Peace and Security Assistant

Location: N’Djamena, Republic of Chad
Category: C4 

Functions and Activities 
General services to support the Executive Secretary (ES) in the execution of his mandate:

  • Provide information management: collecting, collating and presenting relevant security information
  • Develop incident mapping
  • Establish crisis management plans
  • Produce monthly or, if deemed necessary, weekly security reports
  • Liaise with official and informal national civilian authorities in the region on security issues
  • Liaise with national security entities in the region
  • Liaise with international security entities
  • Maintain up-to-date knowledge regarding developments and standards and standards
  • Review security systems with a view to quality improvement.

Provide in-house services:

  • Conduct security assessments for projects/ programmes, if required
  • Conduct security awareness programmes and security training for personnel
  • Supervise the LCBC mandated security company
  • Undertake crime detection and liaise with local policy department, airports and postal authorities
  • Support the procurement and maintenance of security-related equipment (radio/satellite/phones).

Qualifications and skills

  • Completion of college/university level or police academy.
  • Skilled in acting with diplomacy and tact in all situations and characterized by integrity and honesty to provide leadership by example.
  • Evidence of specialist knowledge in principles of security systems, traffic management and conflict resolution.
  • Crisis management and training experience is a must. Physical fitness and stress resistance.
  • Flexibility, as the overall situation in the area of responsibility is subject to charge without prior notice.
  • Fluency in one of the LCBC’s working languages, namely English or French, and a reasonably good command of the other language. Fluency in both languages would be an advantage. Computer literacy is a prerequisite.

General professional experience:

  • No less than 8-10 years’ experience in comparable positions (policy, military, security of institution / organization).

Specific professional experience:

  • Strong knowledge of the region and cultural issues.

Job Title: Legal Adviser

Location: N’Djamena, Republic of Chad
Category: C3 

Job Description
Support the Executive Secretary (ES) in harmonizing the member states’ legal action for the protection and the sustainable use of the basin’s natural resources:

  • Attend meetings of the Commission’s various committees and give legal advice
  • Advise the ES in all civil and diplomatic matters, initiate and defend legal proceedings in court, if necessary
  • Observe discussion at all levels (international, regional, national) concerning conventions, agreements, treaties and protocols relating to climate change, environment and transboundary water management.

Provide in-house services for the different technical departments:

  • Monitor the execution of the department’s legal administrative assignments
  • Formulate and provide legal opinions and give legal advice at in-house meetings and meetings with third parties
  • Initiate and defend legal actions in courts, if necessary.

Qualifications and Skills

  • A Law Degree.
  • Relevant knowledge acquired in an international organization or good knowledge of international organizations is required.
  • Membership of any professional body would be an advantage.
  • Experience working in a multidisciplinary and multicultural team.
  • Good interpersonal/social skills, ability for conflict resolution and mediation. Political awareness and diplomacy.
  • Fluency in one of the LCBC’s working languages, namely English or French, and a reasonably good command of the ether language. Fluency in both languages would be an advantage. Computer literacy in current MS Office programs is a prerequisite.

General professional experience:

  • At least ten years’ professional experience, with two years in a managerial or supervisory capacity, preferably in legal practice or international law practice
  • Specific professional experience
  • Profound knowledge of the conventions, agreements, treaties and protocols concerning climate change, environment and transboundary water management is required.
  • Good knowledge of the policies of basin institutions and/or transboundary water management programs and projects would be an advantage.
