In Nigeria, Save the Children has been working since 2001. The early focus was on getting children actively involved in shaping the decisions that affect their lives. Today, Save the Children is working in seven federal states – Zamfara, Yobe, Jigawa, Katsina, Kano, Bauchi and Kaduna – focusing on providing basic healthcare and protecting children.

We are recruiting to fill the position below:

 

 

Job Title: Consultant – Participatory Gender and Child Protection Assessment Specialist
Location
: Borno

Purpose of the Consultancy

  • This position will lead the joint Gender Equality Analysis and Child Protection Risk and Vulnerability Analysis for 2 projects.
  • The primary objective of this joint assessment is to identify the different needs, interests, capacities, risks and vulnerabilities of women, girls, boys and men particularly in relation to their protection from conflict-related violence.
  • This will be through gathering qualitative and quantitative data and information through a participatory and gender-sensitive approach (including with children) in order to provide both a gender equality and protection analysis for prioritization of issues in terms of improving the protective environment for boys, girls, men, women, adolescent boys and girls.
  • The incumbent will identify the principle gaps as well as the aggravating factors of the situation.

Key Areas of Accountability

  • Ensure commitment to ethical standards and practices in gender equality, PSEA, and child safeguarding by the assessment team and thorough assessment methodology.
  • Support development of data entry, processing and data analysis templates and formats.
  • To travel to sites and other logistics are arranged and obtained on time.
  • Provide technical support and supervise each step and phase of the assessment
  • Deliver a draft report after collection of raw data to present key findings CO/Members
  • Deliver Final Report with key findings and recommendations and present to the NWG
  • Responsible for the design, planning, implementation, analysis and reporting of a quality, cost-effective and timely joint gender equality and CP assessment
  • Working closely with the Borno team, CO and member TAs to develop a structured and coordinated joint assessment
  • Develop the assessment framework, methodologies, action plan, process, and tools in collaboration with the CO, Borno and members for their technical inputs
  • Work with the MEAL manager and Borno CP team to select appropriate data collectors (being mindful of the skills and personality needed for a participatory assessment with children and gender equality considerations)
  • Work with MEAL Manager to train and supervise the team and data collectors to ensure they get proper orientation and tasks are clearly understood, including training on gender equality and the Prevention of Sexual Exploitation and Abuse (PSEA) among adults.

Key Deliverables to be defined jointly by SCUK, SCC TA and CO/Borno:

  • The proposed framework, methodology and timeline for the joint assessment
  • A set of joint assessment tools (including child participatory activities) with a child protection and gender equality focus
  • Training for data collectors on the joint assessment tools, core gender equality concepts, and PSEA
  • Data analysis report of initial key findings
  • Final joint assessment report with key recommendation for IHA gender equality framework and child protection programming with full database and analysis

Key Outputs / Deliverables of Consultancy
At the end of the consultancy engagement, the consultant is expected to deliver the following outputs:

  • A report of the consultancy, key findings and recommendations
  • Presentation of finding from the field to project team and SLT
  • Child Safeguarding: The consultant will be expected to comply with Save the Children’s Child Safeguarding Policy and Code of Conduct; details of these policies will be provided at the start of the consultancy.

Consultant Specification

  • 5-8 years of experience in research and/or MEAL
  • Demonstrated monitoring and evaluation skills
  • Basic skills and experience in sampling methodologies
  • Willingness to travel and carry out fieldwork in Borno for a minimum of three weeks
  • Attach most recent consultancy report.
  • Proven track record in designing and conducting successful Child Protection and Gender equality needs analyses in an emergency, protracted emergencies, similar contexts
  • Experience with PSEA
  • Experience of developing gender-sensitive tools (including child participatory activities) with emphasis on Child Protection and Gender Equality
  • Experience in consulting girls and boys on issues relating to child protection and gender equality
  • Experience of and commitment to working through systems of community participation and accountability

Desired skills:

  • Good facilitation and cross-functional leadership skills
  • Advanced computer proficiency
