Job Title: Community Mobilization Officer – Value Chain Enhancement

Location:  Monguno, Borno
Starting date: as soon as possible

Job Type: Full Time

Objective 1

  • Provide support to the Sector Manager in implementing mobilization, and support to food producers and value chain actors in line with the work plan.

Tasks & Responsibilities:

  • Responsible for implementing the activities inscribed under Pillar 2.3 and 2.4 in Monguno and Kukawa LGAs in line with the work plan to adhere the deadlines. This includes community mobilization and sensitization, targeting, management of relations with sector Government Agencies and value chain actors, training institutions, support to groups of food producers etc.
  • Develop a community mobilization and sensitization strategy for effective program delivery.
  • Identify methods of community mobilization that enhance partnership and coordination with government officials, local communities, internal integration within sectors and programs.
  • Coordinate with LGA officials to share plan and implementation of the project activities.
  • Provide training, and orientation to target communities regarding Action Against Hunger Project and other part of mobilization activities of the project as well as providing guidelines and training to field assistants for effective community mobilization at the local government area level.
  • Participate in budget forecasting, detailed work planning, monthly and quarterly reporting.
  • Contribute to organizational and sector-wide learning through good quality input for lessons learned, best practices, evaluations etc. for all the components of the program for training, mobilization and IEC materials.
  • Assist the program team in the development of key documentation and materials (IEC and visibility materials, procurement and work plans etc.).
  • Implement the stakeholders’ engagement strategy at field level.
  • Establish good relationship and network with community leaders and other actors in the working area (I/NGOs)
  • Participate in regular internal and external coordination meetings as required by the Sector Manager.

Objective 2

  • Manage a team of community mobilization assistants ensuring compliance, technical quality and coherence in all ACTION AGAINST HUNGER activities on the ground.

Tasks & Responsibilities:

  • Develop clear work plans for Assistants, and schedule regular meetings to oversee progress against Pillar targets ensuring compliance with programme mission and standards.
  • Line Manage and supervise Assistants in line with HR principles and on the basis of clear quality benchmarks and plans.
  • Review and adapt training manuals in collaboration with community mobilization field assistant.
  • Flow all relevant information coming from the Sector Manager down to the Assistants and actively support them to access relevant information and tools that can help them in their work.

Objective 3

  • Ensure tracking and reporting of activities

Tasks & responsibilities:

  • Contribute to the development of internal and donor activity reports on the basis of the schedule shared by the Project Coordinator.
  • Provide all information requested by the Sector Manager and MEAL Manager to enable progress and impact analysis, quality assurance oversight, context analysis etc.
  • Assist the Sector Manager in reviewing activities, in including plan, budget and M&E plan and procurement plan, following up with relevant department to ensure quality and timely implementation.
  • Effectively escalate all key information coming from the field level and suggest mitigation of daily challenges to program team.
  • Ensure timely submission of purchasing requests, car/staff movement plans.
  • Facilitate and support systematic monitoring and evaluation of activities.

Objective 4

  • Performance Management

Tasks & Responsibilities:

  • Communicate Action Against Hunger performance standards and expectations to team members which includes ; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
  • Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.
  • Contribute to the professional development and improvement of team members by providing support.

  • Work effectively as a member of the RESILAC Program team to ensure optimization of resources cross the team as well as delivering consistency and effectiveness of practice.

Qualifications

  • Degree in Agriculture, Agro-engineering, Economics and similar fields.
  • Minimum of 2 years relevant work experience with Food Security and Livelihoods programmes either in Government or NGO sector.

Skills & Experience
Essential:

  • Ability and willingness to frequently travel to villages and stay at the field.
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to screening sites.
  • Capacity to supervise and coach Assistants level staff.
  • Ability to work in an environment where there are physical discomforts associated with change in weather or discomforts associated with noise, dust or dirt.
  • Capacity to write reports in English.
  • Proficiency with Hausa and Kanuri.

Preferred:

  • Resident of the community, networks within the community.
  • Experience and commitment to utilizing participatory approach.

Job Title: Logistics Intern

Location: Abuja

Objective 1

  • Provide support on inventory management system

Tasks and Responsibilities:

  • Support in all logistics activities; inventory management, stock management, tracking of materials and related commodities.
  • Register and conducting preliminary review of inventory at the central level during receipts and keeping of reposite database of tracking tools such as e-copies of waybills and PODs.
  • Conduct inventory count of stock periodically;
  • Spearhead the codification of inventory in the Capital office;
  • Scrutinize, troubleshoot and report any discrepancies as it relates to logistics of stock and related commodities;
  • Support in the management of relationships with operations personnel, programs and other stakeholders to ensuring seamless monitoring, receipt, warehousing and distribution of commodities and related materials.

  • Consolidate and submit on monthly basis stock reports for the capital.
  • Document, flag and report discrepancies where applicable.
  • Data entry on Terramar Software.
  • Other roles as assigned by the Line Manager.

Objective 3

  • Provide support on filing, archiving and processing of payments

Tasks and Responsibilities:

  • Support the process of archiving for all other logistics document;
  • Support the reorganization and classification PD’s folders;
  • Support the process of PD verification and Control by identifying missing documents using checklist;
  • Check all documents to ensure that the filling is correctly done and set up corrections or add missing data;
  • Support the processing of payments for submission to finance.

Job Title: Sector Manager – Social Protection

Objective 1

  • Provide technical lead in the implementation of the Social Protection component of the program.

Tasks & Responsibilities:

  • Develop detailed planning and implementation strategies for cash based transfer and income generation activities social protection interventions in collaboration with the economic empowerment officer;
  • In close coordination with the field team, coordinate mapping of most vulnerable groups and coordinate beneficiary selection, cash disbursement and regular monitoring of cash utilization by target beneficiaries;
  • Identify program implementation modalities that enhance partnership & coordination with government official, local leaders and local communities, internal integration within sectors and other programs (Nutrition, WASH);
  • Identify areas of cross-program linkages with other Action Against Hunger programs in Yobe State;
  • Ensure program quality and adherence to program objectives, including respect of Action Against Hunger technical guidelines, systems, and established deadlines;
  • Support program budget design and updates, budget monitoring and cash projections;
  • Contribute to organizational and sector-wide learning through documentation of lessons learnt, best practices and evaluations from the Cash Based Transfer and income generation activities social protection components;

Objective 2

  • Social Protection Programme development and Management.

Tasks & Responsibilities:

  • Support the design and manage the AAH’s Social Protection programme component including planning, monitoring and management of the Mission’s support in the area;
  • Design and develop purposive, persistent, context specific and innovative social behavioral change messages aimed at improving the capacity, ability and willingness of vulnerable people to improve their livelihoods;
  • Develop key partnerships with the LGA and State Government and other stakeholders including traditional leaders;
  • Conduct relevant trainings to build capacity of LGA staff on cash based transfers and saving schemes, food production, food storage and investments at small scale. Strengthen livelihood enhancement in social protection programmes;
  • Working with the FSL Manager, SPM and WASH and Nutrition Sector Managers to ensure gender equality, and in particularly, women’s economic empowerment, is effectively mainstreamed through the Mission’s programming in the area;
  • Represent AAH on appropriate working groups and coordination structures for the Productive Social Safety Net programme and the Social Protection Policy;
  • Support identification and commissioning of relevant research and analysis which informs AAH approach to social protection in Nigeria;
  • Co-ordinate research and documentation of lessons learnt, ‘best practice’ and emerging thinking relating to social protection in Yobe State and the AAH Mission in Nigeria;
  • Ensure effective management of project stakeholders, in-line with the AAH Management Standards.

Objective 3

  • Foster Coordination and Integration of Social Protection in other sectors

Tasks & Responsibilities:

  • Build synergies between social protection and livelihoods, WASH and nutrition interventions;
  • Support the integration of climate resilience into social protection and foster the development of durable solution in the emergency – development nexus;
  • Undertake effective coordination, and proper documentation to ensure proper and timely reporting to relevant clusters throughout the period i.e. food security sector working group, early recovery cluster and Cash working group;
  • Represent AAH in external Sector Coordination meetings as requested;
  • Prepare and share minutes and clear action points of meetings/trainings attended;
  • Provide briefing material as required, including regular updates on social protection policy environment.

Objective 4

  • Support the strategy of building evidence for learning.

Tasks & Responsibilities:

  • Produce regular success stories on project implementation;
  • Support wider learning by leading on project(s) based learning and research;
  • Support development of project(s) proposals, concepts and improvements;
  • Produce analytical summaries of lessons learnt for internal use and / or policy application;
  • Take leadership in analyzing socio-economic behavior change practices to understand how adequately extremely vulnerable can prepare for the long lean periods especially phasing of transfer amounts based on severity of lean periods in Yobe;
  • Contribute brief articles, accounts, photographs and or case studies with particular emphasis on demonstrating the evidence and impact of the AAH;
  • Actively engage with SPM – FSL Sector Manager, Field Co and Social Protection Staff on issues relating to social protection strategies, to ensure consistency with Action Against Hunger policies.

Objective 5

Qualifications

  • A post-graduate qualification in Development, Social Policy, Rural Development, Development Economics, Livelihoods or related discipline relevant to the requirements of this post;
  • A minimum of four years relevant experience working in the field of social protection. It is desirable that at least 3 of these years will have been spent working at a senior level with a locally based or international organization.

Skills & Experience
Essential:

  • A sound understanding of the political, economic, social and cultural environments impacting on social protection and livelihoods in North eastern Nigeria, including a clear understanding of the relevant Federal Republic of Nigeria policies and institutional frameworks;
  • Ability to influence and communicate effectively with a wide range of audiences at local and state level;
  • Excellent interpersonal skills, flexibility, adaptability and ability to work effectively as a member of a team;
  • Ability to build and maintain strong relationships with community members and leaders, partner agencies and key contacts in the government;
  • Previous Managerial role;
  • Strong sense of organization and attention to details;
  • Fluency in spoken and written English.

Preferred:

  • Experience in planning and management for results;
  • Excellent management skills and experience of working with government authorities;
  • Experience with / proficiency in the analysis, management and synthesis of reports; research skills and experience in managing research also desirable;
