Job Title: GBV Prevention Officer

Location: Maiduguri, Borno

Job Summary

  • The GBV Prevention Officer will be responsible for the overall implementation of the GBV prevention/outreach activities implemented as part of the GBV program in Borno State. This includes, but is not limited to: mobilizing communities to develop and implement strategies to prevent GBV and secure a thriving environment for survivors of GBV; implementation of outreach/community awareness raising activities; implementation of evidence-based GBV prevention approaches (EMAP, SASA!, etc.); and, the direct supervision of community outreach volunteers.
  • The GBV Prevention Officer will conduct thorough assessments to ensure that sensitization sessions meet the needs of the community. The GBV Prevention Officer will promote community led initiatives that improve the security conditions of women, children and survivors of GBV.
  • S/he will plan and implement training as necessary and will work with other GBV staff to assess and meet training needs. This position reports directly to the GBV Manager.

Specific Responsibilities
The responsibilities of the GBV Prevention Officer include but are not limited to the following:

Program Development And Implementation:

  • Utilize participatory methodology and adult education techniques to assist communities in developing community-driven prevention and response plans.
  • Conduct focus group discussions and keep detailed documentation about the information gathered. Consider this information in planning and conducting animation, sensitizations, and in the design of information, education and communication materials.
  • With community input, develop community education methods which many include workshops, drama, games, debates, poster contests, youth clubs, and other creative methods.
  • Organize trainings and sensitization sessions for women’s groups, men’s groups, youth groups, community leaders, religious leaders, local authorities, NGOs/CSOs on GBV issues.
  • Promote active community participation in prevention and response to GBV.
  • Raise awareness and promote changes in attitudes and behaviors re: gender, gender equality, gender mainstreaming and GBV.
  • Actively participate in all Training of Trainers sessions in GBV prevention approaches (EMAP, etc)
  • Build capacity of Community Outreach Volunteers on EMAP curriculum, etc.
  • Supervise the facilitation of EMAP activities and other outreach activities.
  • Encourage greater self-reliance among women in the community.
  • Promote involvement of men and youth.
  • Communicate with the supervisor on program progress, constraints, training needs identified and other matters pertaining to the operations of the GBV program.
  • Work with the GBV Manager to create detailed weekly and monthly work plans.
  • Maintain confidentiality and uphold other principles in line with the GBV programming.
  • Attend staff meetings and training events as required.

HR Management & Staff Support:

  • Supervise and mentor Community Outreach Volunteers.
  • Support the orientation, on-going development/training and capacity building of staff as required.
  • Identify training opportunities for staff through various methodologies: e.g. online, workshop, collaboration with other NGOs, etc
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Adhere to IMC procedures in preparing the necessary documentation for procuring training approval, materials, and payments for vendors etc, in a timely and efficient manner.
  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct.
  • Consider security implications of all program activities, reviewing all new initiatives with staff teams and community leaders.

Qualification, Experience and Skills

  • University degree in Civil Law, Human Rights, Gender, Development, Psychology, Social Work or a Gender related program;
  • Willingness to travel to field locations and to spend time.
  • Advanced understanding of the root causes of violence against women and girls
  • Experience in implementing and facilitating EMAP and other GBV prevention curriculums
  • Strong background in human rights and familiarity with practical challenges faced by displaced and other vulnerable persons,
  • Experience conducting assessments and a willingness to help plan assessments;
  • Commitment to supporting quality programs through promotion and integration of protection principles in project work in line with international best practices (meeting or exceeding minimum standards);

  • Proven experience in humanitarian action and in fragile contexts

Job Title: GBV Manager

Location: Maiduguri, Borno

Job Summary
The GBV Manager is responsible for promoting the understanding of gender and GBV issues among Nigerian government officials, in particular within the judicial branch, Ministry of Health, and the Ministry of Women Affairs as well as managing a GBV response and prevention program at the field level.

Programmatic:

  • Work the GBV Coordinator to oversee project activities and provide advice, support and assistance in the development of training materials, BCC materials and methodologies, etc., as necessary in order to achieve project goals.
  • Prepare and update detailed program workplans that support and achieve the overall program goal and objectives within the desired timeline
  • Provide direction and monitor staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve time-bound goals
  • Plan timely for procurement of resources to ensure smooth and timely implementation of activities
  • Actively participate in the development of new programming ideas and proposals.
  • Work with the GBV Coordinator to monitor monthly expenditures and track budgets; approve expenditures to designated level.
  • Organize and facilitate trainings to develop capacity of GBV staff and other partner organizations to respond to cases of GBV in line with international standards
  • Closely coordinate with GBV Coordinator and staff to ensure timely and compliant implementation of program activities and expenditures.
  • Undertake regular communication with GBV staff to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
  • Document case studies, success stories and lessons learned of the program and share with the GBV Coordinator on time.
  • In collaboration with the GBV Coordinator establish and maintain a network of referral agencies in relevant areas. This will involve determining who provides what service, where, what the referral criteria and process are. Maintain regular contact with services and agencies.
  • In collaboration with the GBV Coordinator, coordinate with IMC GBV staff in all operational areas the participatory design and implementation of national awareness raising campaigns that targets gender-based violence, in partnership with other actors (GoN Ministries, National and International organizations, the UN, etc).
  • Conducts assessments, identifies needs and prioritized activities.
  • Collaborate and coordinate with other IMC programs (Nutrition, WASH, and Health) and key stakeholders at field level to enhance multi-agency and multisectoral cooperation and coordination, especially among those agencies who provide referral services.

Human Resource & Staff Development:

  • Provide ongoing supervision, leadership and technical support and guidance to all GBV program staff
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Provide regular performance feedback to staff and where necessary work with Human Resources to document staff performance issues and address these in accordance with the National Staff Employment Policies.

Grant Monitoring & Reporting:

  • Build capacity of staff in using M&E systems and tools
  • Draft weekly program updates in collaboration with GBV Program Assistants and the GBV Coordinator
  • Contribute to internal and donor reports as per set schedules (bi-weekly, monthly, quarterly and annually) on activities, indicators and achievements.
  • Support the collection, analysis and dissemination of project data and information for program review and information sharing

Coordination & Representation:

  • Coordinate and advocate with other governmental and non-governmental service providers to promote mainstreaming of GBV across sectors and delivery of quality multi-sectoral GBV response, at the national level
  • Attend regular management meetings in field level to share information and lessons learnt and make joint decisions and ensure harmonization of tools and approaches across programs.
  • Ensure establishment of, and IMC participation in, GBV coordination meetings at LGA level and ensure written minutes and reports are shared with the GBV Coordinator

Job Title: Economic and Social Empowerment (EASE) Officer

Location: Maiduguri, Borno

Job Summary

  • The Economic and Social Empowerment (EASE) Officer is based in Maiduguri Metropolitan Council (MMC) and is responsible for supporting the implementation of the EA$E program in the field locations.
  • This includes supervising Community Volunteers(CV), conducting regular VSLA Training monitoring field activities, collecting data and providing mentoring and coaching support to CVs and EASE groups.
  • The Economic Empowerment Officer is also responsible for conducting the Group Discussion Series (GDS) and monitoring the implementation of the CEFE business skills training.
  • It is expected that the EASE Officer will play an active role in building community capacity in the effective running of EASE groups. This position reports directly to the GBV Manager.

Specific Responsibilities
The responsibilities of the economic empowerment officer include, but are not limited to. the following:

Program Development And Implementation:

  • Ensure all EA$E activities (VSLA, DGS and business skills) are implemented on time and with high quality.

Job Title: Women Center Facilitator

Location: Maiduguri, Borno

Job Summary
Essential Job Duties/Scope Of Work: (Essential functions, quality/quantity expected list of marginal duties and number of national/and or expat staff supervised)

  • In coordination with beneficiaries, identify relevant skills building and recreational activities to be conducted at the women friendly spaces and draw up a schedule for activity implementation
  • In coordination with volunteers / partners a weekly schedule for activities in the women center.
  • Identify and make a requisition for all materials required to conduct Women Friendly Space activities
  • Organize feedback sessions each quarter with beneficiaries of WFS activities to identify strengths and weaknesses of the space and identify solutions for sharing with GBV manager for improvement.
  • Coordinate with the case worker to ensure survivors who have been referred to the women center receive timely and quality services.
  • In coordination with the GBV Manager, identify barriers to GBV and develop subsequent messages to overcome the barriers
  • In coordination with women, leaders IOM/SEMA/NEMA organize and oversee the implementation on calendar day celebrations such as 16 days of activism, international women’s day, day of the African child, international day of the girl child etc.
  • Conduct training and coaching sessions for volunteers / partners to deliver appropriate GBV messages to community members.
  • Supervise community volunteers / partners during field work to ensure correct GBV messages are disseminated to the community.
  • Conduct weekly meetings with volunteers / partners to collect sensitization reports, develop messages for the following week.
  • Organize and implement bi weekly discussions with men in the community on GBV related topics

Job Title: GBV Case Worker

Location: Maiduguri, Borno

Job Summary

  • The Case Worker will be responsible for case management and psychosocial support of vulnerable women, including survivors of violence, in one of the project sites in Maiduguri

Major Responsibilities

  • Provide direct, one-on-one and ongoing case management services, including safety planning
  • Provide direct, one-on-one emotional support to survivors throughout case management process including final case evaluation and closure
  • Provide referrals for survivors to other services including child protection and specialized mental health services, accompany of survivors where appropriate and conduct follow- up to ensure appropriate services have been provided to the survivor.
  • Identify gaps in referral services and report these gaps to the GBV Manager for action.
  • Liaise with community volunteers for purposes of survivor follow-up as part of case management to individual survivors.
  • Ensure survivor-centered services, including adherence to guiding principles of respect, confidentiality, safety and security and non-discrimination
  • Complete and maintain case management records to maximize confidentiality and safety
  • Participate in case review meetings and referral coordination meetings if needed
  • Submit case management reports on a weekly and monthly basis
  • Conduct an analysis of trends of GBV incidences and related information on a quarterly basis and present report to the GBV manager for advocacy and program future program
