Project Description
The Nigerian Energy Support Programme has in the first phase supported the Standards Organisation of Nigeria to develop and adopt regulatory frameworks that would promote energy efficiency in industries. Specifically, the programme provided technical support for the formulation and adoption of the Energy Management System (EnMS) based on ISO 50001  standard as a Nigerian Industrial Standard (NIS) in Nigeria. Also, an Energy Efficiency Network (EEN) was established for industries to share experiences and knowledge on energy efficiency best practices.

In the second phase, the Nigerian Energy Support Programme (NESP II) aims at enabling and fostering investments in a domestic market for renewable energy and energy efficiency, and improving access to electricity in Nigeria. The programme is co-funded by the European Union and the German Government. The three-year programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power, Works and Housing (FMPWH) and other stakeholders.

The activities of the programme are structured into three (3) units:

  • Unit 1: Data Assessment and Electrification Planning
  • Unit 2: Sustainable Energy Access (On-Grid and Off-Grid)
  • Unit 3: Enabling Environment for RE and EE Investments

As part of the programme and in close collaboration with its public and private partners, the  unit “Enabling Environment for RE and EE Investments” aims at strengthening quality delivery and control mechanisms to enhance an enabling market environment for the application of and investments in RE and EE. This includes activities with the Federal Ministry of Power, Works and Housing (FMPWH), Federal Ministry of Industry, Trade and Investments (FMITI), Standards Organisation of Nigeria (SON), Federal Ministry of Finance (FMF), Nigeria Customs Service (NCS), business associations as well as the private sector. Concrete partnerships and activities have been established with FMPWH and other relevant Ministries, Departments and Agencies (MDAs) as part of the Programme Steering Committee and Technical Working Group (TWG).

Based on the above, the programme is currently supporting the Federal Ministry of Industry, Trade and Investment (FMITI), Standards Organisation of Nigeria (SON), Manufacturers Association Nigeria (MAN) and Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) in the survey of power demand and overview of energy consumption in manufacturing industries across Nigeria with the overall aim of identifying industries that could benefit from NESP’s support to the sector in the implementation of NIS ISO 50001 standard and EEN which would improve an industry’s energy savings and cost competitiveness. The NIS ISO 50001 standard and EEN would be implemented in selected member industries of the ten (10) sectoral groups (as classified by MAN).

Objective of the Project
The overall objective of the project is to support the Federal Ministry of Industry, Trade and Investment (FMITI), Standards Organisation of Nigeria (SON), Manufacturers Association Nigeria (MAN) and Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) in implementing at least 5-10 energy efficiency measures in some selected manufacturing industries. Therefore, the scope of work for this consulting service related with Unit 3.

In project objective is to be achieved through the following work package:

  • Implementation of the Energy Management System (EnMS) based on NIS ISO 50001 Standard in at least five manufacturing industries
  • Strengthening and expanding Energy Efficiency Network (EEN) for industrial enterprises in Nigeria
  • Implementing energy audits in at least five manufacturing industries in Nigeria
  • Communicating effectively on all the results of the above work packages in a clear, concise and strategic method

Job Description

  • Coordinate the implementation and ensuring quality of deliverables for all work packages
  • Specifically responsible for implementing work package 1 as descripted in the ToR
  • Liaise with, and report to GIZ NESP in accordance with deadline

Qualifications

  • Master’s Degree in Energy Management or Engineering (Electrical, Electronics, Mechanical)
  • Ability to fluently communicate in English
  • 8 years of professional experience in implementing energy management system in manufacturing industries
  • Member of an ISO 50001 accredited certification body with professional certification in energy management and energy audit
  • 6 years of management/leadership experience as project team leader
  • 4 years of experience in implementing energy efficiency projects in Africa.
