Centre for Health, Education, Economic Rehablitation & Social Security (CHEERS) is one of the leading indigenous Implementing Partners in Nigeria focusing on mitigating the impact of HIV/AIDs, Malaria and Tuberculosis in Nigeria. CHEERS mission is to improve the quality of lives of vulnerable population groups in rural communities across Nigeria by increasing access to healthcare services, education and economic empowerment.

CHEERS is supported by KNCV to implement a USAID-funded TB Community Action for Improved TB Case Detection and Treatment (COUNTED) Project, which will contribute to and increase the number of bacteriologically positive TB cases notification and treatment, strengthen community facility referral linkages, increase GeneXpert services uptake as well as increase the involvement of community-based private and traditional Health services providers in TB service delivery within Local governments in Enugu, Rivers, Bauchi, Benue, Nasarawa, and Niger State, Nigeria.

The project will be for a period of 3 months and we are need of competent/qualified consultants to fill up the vacant position listed below:

Title: Community Based Organization
Locations: 
Enugu, Rivers, Bauchi, Benue, Nassarawa, and Niger
Slot: 3 in each states

Summary of the Position

  • The main responsibility of the CBOs would be to conduct targeted community TB screening outreaches; guided by the available data at the DOTs centers with the community in selected communities in Enugu, Rivers, Bauchi, Benue, Nassarawa, and Niger States. Three CBOs will be selected in the six proposed states.

Specific Responsibilities

  • Conduct targeted community TB screening outreaches; guided by the available data at the DOTs centers with the community.
  • Conduct TB screening for community members during outreaches
  • Collect sputum samples from presumptive TB cases
  • Transport sputum samples to the nearest GeneXpert lab for diagnosis
  • Follow up with the results of patients
  • Escort all diagnosed Drug Sensitive or DR-TB patients to a linked DOTS clinic to start treatment
  • Conduct tracking for patients who defaulted on treatment.
  • Liaise with State Ministries of Health including the respective State TB and Leprosy Control Programs, partners (TB and HIV implementing partners, CSOs, Community gatekeepers, heads of religious bodies), health facilities and other related stakeholders in the planning and implementation of the community outreach activities.
  • Report weekly to the SPM.

Job Title: State Program Officer
Locations: Enugu, Rivers, Bauchi, Benue, Nassarawa, and Niger
Slots: 6 Openings
Desired Start Date: January, 2019.

Summary of the Position

  • The State Program Officer is expected to work with CBO, Private Hospitals, Contact Investigators and with the State TB Team and will be responsible for ensuring the implementation of all Community TB activities in collaboration with the State TB Team.

Specific Responsibilities

  • Identify private hospitals and Community pharmacies to work with
  • Conduct regular visits to health facilities on data quality assurance
  • Support and participate in all targeted TB outreaches conducted with the LGAs in the State
  • Conduct data reviews that will ensure that all patients on TB treatment were followed up and defaulters tracked back to the systems
  • Support Monthly LGA level meetings for PMVs/CPs
  • Conduct contact tracing review meeting with contact investigators
  • Represent CHEERS at the State levels in TB meetings
  • Produce weekly updates of the project activities and monthly project reports.
  • The State Program Officer reports to TB Technical Lead at CHEERS HQ.

Qualifications and Skills

  • A Bachelor’s Degree (Postgraduate Degree will be an additional advantage);
  • At least 4 years experience working with: HIV& TB program at various levels;
  • Experience with USAID or UN projects or any development partner is an advantage;
  • Strong coordination, planning, and supervisory skills;
  • Competent with operational plan development, project implementation and monitoring & evaluation of results
  • Excellent written and verbal English language skills;

Job Title: Contact Investigators
Locations:
 Enugu, Rivers, Bauchi, Benue, Nassarawa, and Niger

Summary of the Position

  • The main responsibility of the Contact Investigators is to assist in the design and implementation of Active Case Finding (ACF) for TB patients in selected communities in Enugu, Rivers, Bauchi, Benue, Nassarawa, and Niger States. The ACF activity will mostly involve carrying out home visits for each smear-positive TB case identified during community outreaches and from the nearest DOTS centers within the community.

Specific Responsibilities

  • Carrying out home visits for each smear-positive TB case identified during community outreaches and from the nearest DOTS centers within the community
  • Identifying and evaluating contacts of index patients
  • Collect sputum samples from those presumed to have TB
  • Transfer of Sputum to GeneXpert labs
  • Follow up with the results of patients and refer all diagnosed Drug Sensitive or DR-TB patients to a linked DOTS clinic to start treatment
  • Escort identified TB case to the DOTs Centers for easy access to treatment, follow up tests and review.
  • Liaise with State Ministries of Health including the respective State TB and Leprosy Control Programs, partners (TB and HIV implementing partners, CSOs, Community gatekeepers, heads of religious bodies), health facilities and other related stakeholders in the planning and implementation of the ACF activities.
  • Report weekly to the SPM.
  • The CI reports to the State Program Officer.

Qualifications and Skills

  • CHO/CHEW/Nurse or a Bachelor degree in relevant medical fields
  • Minimum of 3 -5 years work experience in public health settings preferable – preferably TB or HIV programs;
  • Experience in wide scale community-based intervention
  • Experience in community mobilization efforts
  • Experience managing complex health data.
  • An out-of-the-box thinker who can develop innovative ideas towards achieving the objective of increasing TB case finding
  • Proven ability to develop effective working relationships
  • Excellent oral and written communication skills
  • The ability to organize and prioritize with eye for detail.

Job Title: Technical Officer – Laboratory Services
Location:
 Anambra

Job Description/Summary

  • S/he has the responsibility of supporting CHEERS Laboratory Services in supported facilities as well as all activities in the state.

Main Responsibilities

  • Participate in monthly cluster coordination meetings at supported hub ART site
  • Monitor and assess the level of compliance to health care waste management (including expired drugs and lab reagents) in supported facilities (during routine supportive visits)
  • Monitor and report lab capacity utilization, commodity consumption, assays conducted and networking for CD4, Genexpert, Viral load, EID (lab testing data & sample referral network using the Hub and spoke model) –
  • Conduct monthly supervisory visits and provide technical support to health facilities on ART lab service delivery, equipment management, GCLP, EQA, IQA, DBS sample collection, and QMS activities, including onsite trainings.
  • Facilitate HIV Testing of TB patients
  • Facilitate TB Screening of HIV positive clients at hub facilities
  • Provide technical support to PCR laboratory to expedite results dissemination via SMS printers during visits to the laboratories
  • Participate in the State TB Laboratory Quarterly Review Meeting
  • Support Dried Tube Specimen {DTS} QA panel production, distribution, result collation and CA visit for HIV multi-point of testing in scale up states – Panel production only at selected Hubs and few lab personnel
  • Integrate HTS into general laboratory operations
  • Facilitate sputum sample collection and transport from DOTs sites to GeneXpert sites
  • Participate in weekly and monthly project management team meetings
  • Develop monthly and quarterly PMTCT state implementation workplans supervised by the State Team Lead
  • Represent CHEERS in state and zonal level meetings as may be designated by the State Team Lead and/or Head Office
  • Produce monthly comprehensive report of facilities and programs related to PMTCT in the state
  • Carryout any other assignment as may be given by the State team lead and/or head office

Qualifications and Skills

  • Candidates should be holders of a University degree in Medical Lab Science
  • Experience in monitoring of TB/HIV Lab services in any of the states in the South Eastern Nigeria.
  • Solid working knowledge of TB/HIV Lab architecture especially in a treatment setting.
  • Experience in Global Fund project will be an added advantage
  • Computer skills (MS Office), knowledge of basic equipment software
  • Excellent interpersonal and communication skills, as well as the ability to learn quickly and expand scope of functions.
  • Integrity, professional discretion and ability to handle confidential information.
  • Ability to assume ultimate responsibility, work under pressure.
  • Ability to work in and around team building environment and work under pressure.
