  • Under the guidance of the Representative, the Chief of Field Office (Partnerships) will be responsible for planning, implementing, monitoring and evaluating the Nigeria Country Office’s partnership and resource mobilization strategy, including leveraging and engaging with the private sector, in alignment with UNICEF’s Better Business for Children framework and UNICEF’s local, regional and global resource mobilization priorities.

Key Functions, Accountabilities and Related Duties/Tasks
Resource mobilization and partnerships:

  • Develop a comprehensive resource mobilization and partnerships strategy, including with the private sector, to support UNICEF’s priorities at the national level. Design a coherent action plan for each component of the strategy: target setting, prospect pipeline, investment cases, cultivation and solicitation, and partnership management.
  • Cultivate, solicit and finalize partnerships with corporations, high-net-worth individuals, foundations and other key stakeholders for resource mobilisation and private sector engagement aims, in line with UNICEF’s Better Business for Children framework.
  • Work in close collaboration with cross-sectoral sections  Communication, Advocacy & Partnership (CAP), Communication for Development (C4D), Social Policy (SP), Management for Results (M4R), and Gender, as well as other programmes sections and Operations, to project a united image of UNICEF’s work and brand positioning to UNICEF’s donors.

Programme Management:

  • Lead and guide a team of professional and support staff overseeing implementation of UNICEF-supported programmes using appropriate strategies and interventions relevant to the State and Country Programme. Ensure effective and appropriate use of human and material resources, working closely with government and other partners, to ensure smooth and efficient execution of UNICEF-supported programme activities.
  • Coordinate inter-sectoral programme activities to contribute to the achievement of programme objectives and relevant Sustainable Development Goals.
  • Direct, supervise and coordinate implementation of state engagement plans and Field Office workplan, with systematic and regular monitoring of progress to ensure objectives are met.
  • Closely monitor financial commitments, expenditure and liquidation of programme and administrative funds allotted to the Field Office, in accordance with financial rules and regulations, ensuring accountability for resources allocated to the office and compliance with all operational systems and procedures.
  • Ensure established relevant internal controls are monitored and adhered to.

Knowledge Management:

  • Ensure that country programmes are supported by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of lessons learned” and other corporate-level databases; participate in information exchange through donor and media visits as well as in the development of training and orientation material.

Programme planning and development:

  • Keep abreast of development policies of Federal and State Governments and the socio-economic scenario of the area.
  • Support the Lagos State Government to develop a Plan of Action for children based on an up-to- date situation analysis, with attention to gender equality and the equity perspective (identify and track gender inequalities, equity aspects of child vulnerabilities, and promote interventions to address both).
  • Strengthen coordination between sectors and between different levels of government for policy implementation. Support the development of state engagement plans between UNICEF and the Lagos State Government.

Rights-based and results-based programme management approach:

  • Ensure a rights-based programmes approach in the formulation of programme goals and objectives and the development of strategies and implementation frameworks.
  • Formulate consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects.
  • Bring coherence, synergy and added value to the programming planning and design processes, using a results-based management approach to programme planning and design.
  • Prepare and submit viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives.

Programme monitoring/evaluation:

  • Coordinate timely programme reviews with both government and other partners.
  • Develop and make effective use of programme monitoring systems and ensure that information generated leads to improvement of project performance and feedback to staff.
  • Direct, supervise and coordinate the preparation of all programme reports required by the country office and donors. Provide inputs and support required during evaluations.

National and local capacity building/sustainability:

  • Provide authorities and service providers with technical support and guidance to plan and organize training programmes for capacity building and programme sustainability.
  • Ensure the building and reinforcing of the commitment and institutional capacities of national and local partners, starting with taking a strategic approach to the identification of these partners and partnerships.

Rights perspective and advocacy at the national, community and family Levels:

  • Conduct policy analysis from a children’s and women’s rights perspective and advocacy at the government, private sector, community and family levels for elevating credibility in national and international policy debates.
  • Promote the organization goals of UNICEF through active advocacy and communication in line with UNICEF’s national advocacy guidelines and strategy.

Representation, advocacy, coordination and collaboration with partners:

  • On behalf of the Country Representative, represent UNICEF in Lagos, and advocate for policies supportive of UNICEF goals and objectives, building alliances with government, the private sector, media – both traditional and non-traditional, innovative entrepreneurs seeking solutions that can impact positively on children’s lives, NGOs and community groups towards the achievement of these goals. Represent UNICEF in meetings with senior government officials, private sector leaders, multi-lateral and bi-lateral agencies and non-governmental organizations, maintaining an effective working relationship and advocating for the rights of children in all fora. Represent UNICEF and ensure increased commitment of UNICEF working under United Nations Joint Partnership framework.
  • Establish effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, media, and other UN agencies to support sustained and proactive commitment to the Convention on the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals and Generation Unlimited. Identify other critical partners, including in the world of innovation, promote awareness and build capacity of partners, and actively facilitate effective collaboration within the UN family.
  • Develop partnerships and collaboration in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Link to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data.
  • Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.
  • Maintain close collaboration with heads of sectoral programmes in the CO for effective overall coordination on programmes.

Governance and Office management:

  • Provide leadership to a team with diverse backgrounds and experience, so that they successfully work towards a common goal. Identify and recommend human resources required for programmes, assign tasks to staff in the Field Office, monitor performance, complete the performance appraisal process, as required; and ensure appropriate professional development, training and motivation of staff.
  • Put in place structures for optimal management of the Field Office and participate in country office forums for governance. Ensure the organisation of regular staff and programme meetings and follow up on decisions and recommendations. Provide input to the Country Management Team.

Job Requirements
Education:

  • Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.

Work Experience:

  • Ten years of relevant professional work experience is required.
  • International and developing country work experience and field work experience.
  • Background/familiarity with Emergency.

Job TItle: FT Innovation Specialist – NOC

How can you make a difference?

  • Under the supervision and overall guidance of the Programme Specialist (Field Results), the Innovation Specialist is responsible for coordinating and facilitating this mainstreaming effort, and for providing ongoing technical support to the roll out of prioritised innovations including to programme sections in the design and implementation of their respective Innovation flagship initiative(s) in close coordination with the Global Office of Innovation and the Regional Office (as needed).

Main Responsibilities

  • Management and coordination of U-Report platform and engagement with related stakeholders.
  • Mainstreaming of RapidSMS/RapidPro into programs, starting with informants from a vulnerability assessment, then moving to sectoral stakeholder such as social workers, youth groups, health workers, and ITS leaders.
  • Support to implementation of AcitivityInfo for partner reporting and linkages with other platforms such as ODK, and Mapping (as needed).
  • Support the use of knowledge tools such as trello and teamsite for improved office efficiency and knowledge sharing.
  • Lead the development and integration of supply tracking and assessment tools with Equitrack, ODK and Activity Info as relevant.

Key Accountabilities and Duties & Tasks

  • Under the supervision of the Programme Specialist (Field Results) and guidance of the Chief M4R and Deputy Representative, and in cooperation with programme teams, coordinate and provide support on overall innovation strategy/action plan for UNICEF Nigeria, including formulation, design, planning and implementation in close collaboration with the Global Office of Innovation Unit and Regional Office.
  • Coordinate and support development and testing of innovation products and processes to strengthen and improve efficiency and effectiveness of UNICEF’s programming, monitoring and evaluation, advocacy and communication. More specifically, provide technical support for continued improvements to U-Report, and deployment of RapidSMS/RapidPro – UNICEF’s latest mobile phone based system for real-time data collection, including negotiations with mobile network companies and other service providers. Support to implementation of AcitivityInfo for partner reporting and linkages with other platforms such as ODK, and Mapping (as needed).
  • Proactively scout for new innovative ideas and opportunities that promote and enhance the effectiveness and efficiency of UNICEF Nigeria’s programme objectives.

Job Title: TA Polio Data Manager – P4

Key Expected Results

  • Leadership in the preparation of the Polio Communication situation analysis by compiling data, analyzing and evaluating information, and writing chapters of the analysis.
  • Maintains a data bank of social indicators which are relevant to the Polio Communication Programme.
  • Coordinates the preparation of the Polio data compilation, monitoring, evaluation and research plan.  Responsible for leading the integration of Polio activities within the Country Programme Recommendation (CPR) and all related documents.

  • Under the direction of the Chief of C4D/Polio, support the development of presentations and analysis of data sets for the communication component of the ERC and Independent Monitoring Board reviews.
  • Analyses and evaluates data to ensure achievement of objectives and recommends corrective action, when necessary, to meet programme/project objectives.
  • Provides technical advice to programme staff, Emergency Operation Centre Situation Analysis Working Group, government officials and other counterparts and coordinates and manages the data-related and evaluative elements of polio communication programmemilestone meetings, Expert Review Committee meetings, grant reviews, mid-term reviews, strategy meetings, previews and reviews and annual reviews.
  • Enhance data collection and analysis for sentinel sites in communities identified in high risk areas where communication activities can be more closely monitored and then from which data can be gathered over the course of several IPDs. The data will be analyzed and correlated with communication interventions to demonstrate trends in immunization that can be linked to the social activities
  • Leads the preparation of the monitoring and evaluation documents within the polio communication section. In close collaboration with the Communications specialist (polio communication) identifies and disseminates relevant statistical information/results of the polio communication Situation Analysis to international, national, zonal, state and local levels.
  • Participates in the development of the polio data collection work plan and ensures compliance to specific assigned objectives. Provides guidance and support to staff.

Education

  • Advanced University Degree in Statistics, Biostatistics or Demography along with real time experience in communication/social data management with emphasis in research/data collection methodologies, data analysis, monitoring and evaluation
  • Knowledge of GIS software, e.g. Health Mapper, Action for the Right of Children ARC View, Expanded Information on Immunization (EPI-Info), new technology platforms for data collection and analysis; and interactive digital media.

Key Functions

  • Press releases prepared and distributed, periodic media briefs, and media missions to update media on the polio situation and challenges organized in Nigeria before each round of IPDs, in collaborate with the Public Relations Unit at the National Primary Health Care Development Agency
  • Strategies that ensures the full participation and support of the media and leverage mass media through such activities as media mapping, partnership with Nigeria Television authority, National Orientation Agency, federal Radio Corporation of Nigeria, Broadcasting Organization of Nigeria, and the Nigerian Guild of editors supported technically. Foreign correspondents based in Nigeria engaged through regular meetings, workshops, and interactive sessions to promote the inclusion of polio issues on their agendas
  • Quarterly Media training/workshops for national and state-based and select LGA-based reporters/journalists organized to ensure support in creation/copy writing of relevant material.
  • Technical support effectively provided to government counterparts including the NPHCDA for the development of a database of mass media products such as advocacy kits, radio and video documentaries, photographs, Fact Sheets, etc
  • Daily media analysis of the dailies in the country conducted and fed back regularly to partners at the National, State and LGA levels. Quarterly informal interaction-meetings organized with editors/senior correspondents to brief them on the Polio Eradication Initiative and EPI and associated issues (diarrhoea management, nutrition, sanitation etc) in order to bolster positive and factual media coverage of the programme, based upon the media analysis and the monthly media update prepared by the Media Specialist.

Summary of key functions/accountabilities:

  • Programme communication programme strategy, plan and implementation for behavioural change:
  • In collaboration with the Chief of Communication, Polio, and other stakeholders and partners, the Communication Specialist, Media designs, manages and facilitates the implementation of a media, strategy and plans of action aiming at informing donors, policy makers and the general public on developments being made at the national state and LGD levels to eradicate polio and ensuring increased coverage of routine immunization.

Information Dissemination:

  • In collaboration with partners, the Communication Specialist, Media develops mechanisms for collecting information and segmenting the information for dissemination of the different audiences having a stake in the programme including HQ and RO

Partnerships for social mobilization:

  • Develops partnerships with various media organizations and institutions (foreign and local) both electronic and print capable of advocating for a better understanding of the issues involved in polio eradication and EPI.

Capacity building support:

  • Develops training materials and activities to build capacity the capacity of journalists and other media practitioners at the LGA, State and national levels on reporting for on polio and EPI

Coordination and collaboration with government and partners:

  • Support government agencies like the NPHCDA and the Ministry of Information build a database of media support materials which can be a quick and accessible resource for information on polio and EPI.

Monitoring and evaluation:

  • Monitors and evaluates media activities.
  • Prepare reports based upon a thorough analysis and evaluation of data, contributes to the completion of donor reports including Human Interest Stories and notes where donor has been specifically mentioned in social media.

Budget planning and management of program funds:

  • Participates in and contributes to the budget and programme review and planning. Establishes programme work plans, allocation of resources, and monitors progress and compliance.
  • Monitors the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated.
  • Takes appropriate actions to optimize use of programme funds. Improves programme efficiency, quality and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation.

Job Requirements
Education:

  • Advanced university degree in the social/behavioral sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Citizen Engagement, Participation & Feedback (U-Report):

  • Build, manage and optimize a scale strategy to ensure U-Report is as accessible to young people across Nigeria.
  • Manage and raise funds to support the U-Report system.
