Job Title: Gender Based Violence (GBV) Officer – GAC SRH/ GBV Project 
Locations:
 Dikwa/ Mafa,/Kala Balge, Borno State

Job Summary

  • CARE Nigeria is seeking the engagement of a Gender Based Violence (GBV) Officer for its GAC- funded integrated Sexual Reproductive Health (SRH) and Gender Based Violence/protection project. The GBV officer will be responsible for planning, implementing and providing technical support for the provision of quality survivor-centered case management/psychosocial support services to GBV survivors in the project’s field operational areas in Borno State. She/he will be based in Dikwa/Mafa.
  • The position reports to the Project Manager and works with a team of GBV Assistants from the partner local organizations, together with community structures and health.

Key Responsibilities and Tasks
Case management/Psychosocial support:

  • Provide professional psychosocial and confidential services to survivors of GBV, grounded in the CARE’s holistic, survivor-centered case management approach.
  • Facilitate access sexual assault survivors access to clinical care at the support centers
  • Ethically and confidentially document client information through accurate filling of CARE provided intake forms and ensure confidential and safe storage
  • Support the maintenance of the CARE’s case management system by maintaining client confidentiality
  • Regularly update the GBVIMS data base with information collected in the intake forms during case assessment and action plan.

Monitoring and Evaluation:

  • Participate in interpretation of the analyzed data on GBV reporting trends to inform intervention areas.
  • Participate in the development of case management monitoring systems and ensure consistent use and application.
  • Participate in preparation of relevant reports regarding the CARE’s psychosocial activities.

Trainings and Capacity Building:

  • Provide ongoing couching and mentorship to refugee para-counsellors supporting case management services.
  • Identify and build the capacity of community based groups to provide ongoing psychosocial support to GBV survivors to facilitate their long term recovery.
  • Participate in capacity building of other service providers and community based structures to ensure that survivors receive compassionate support

Coordination and Advocacy:

  • Make timely consent based interagency referrals for survivors in need of other services.
  • Participate in the interagency case review meetings as need be.
  • Follow-up with service providers, community based support groups and the survivors themselves to ensure GBV survivors receive timely support.
  • Coordinate discrete home visits by the refugee para-counsellors that minimize potential risks to survivors and the involved staff.
  • Strengthen and maintain networks with community leaders, women leaders, service providers and camp management to ensure that survivors receive compassionate support from the community.
  • Participate in psychosocial assessment of women registering for women center activities and support the women empowerment supervisor to run group therapy and psycho education activities at the women center.
  • Coordinate other support services for individual survivors with other team members such as the legal officer for those in need of legal aid.

Administrative:

  • Maintain transparent and accountable records of beneficiaries issued with non-food items
  • Identify material needs of GBV survivors and initiate purchase requests to respond to the needs in line with approved budgets.
  • Support the lead counselor in managing assets/inventory assigned to the support centers

Work Conditions:

  • The position is based in the project operating LGAs (Dikwa and Mafa) with frequent travels to Maiduguri to receive support, plan activities and update the PM on progress on activities in the field. 70% of time to be spent in project locations mainly liaising with and coordinating activities with GBV assistants, community health workers, community structures, Local Government Authorities, implementing partners, other humanitarian actors and stakeholders within the area of operations.
  • It is essential that the GBV Officer maintains active presence in the field to ensure proper technical support, implementation and supervision of GBV/protection activities. However, she will be required to travel to Maiduguri at periodic intervals, for meetings, planning, training events and reporting purposes

Minimum Qualification and Experience

  • Degree in counseling and/or psychology Social sciences. Diploma holders with extensive work experience will be considered.
  • Minimum 2 years of direct psychosocial/counseling experience with a reputable agency; experience working with survivors of violence preferred.
  • Clear understanding of gender, abuse of power, and issues surrounding violence against women
  • Able to maintain confidentiality, counseling ethics and uphold the rights of GBV survivors at all times.
  • Positive, highly motivated, innovative, with strong organizational and inter-personal skills.
  • Able to work as part of a team.
  • Strong knowledge of computer applications, including MS Word and Excel.
  • Willing to work in a remote location.

Job Title: Clinical Management Officer – GAC SRH /GBV Project

Job Summary

  • CARE Nigeria is seeking the engagement of a Clinical Management Officer for GAC funded integrated Sexual Reproductive Health (SRH) and Gender Based Violence/protection project. The Clinical Management Officer will serve as the sole CARE’s technical officer for all clinical SRH activities, including both facility-based and mobile outreach for the project.
  • The Clinical Management Officer will be responsible for supporting health facility staff and mobile community health outreach worker to provide quality clinical lifesaving SRH services.
  • She will also provide technical assistance and ensure quality implementation of the program, monitoring and evaluation of sexual and reproductive health activities in the supported facilities and Outreach Service delivery points.

Specific Responsibilities and Tasks
Responsibility 1: Technical and Program Support to Health Facilities /Outreach Services Areas:

  • Provide technical and program support to ensure quality implementation of comprehensive Sexual Reproductive Health and Rights activities with focus on LARC& PAC in the FOSAs
  • Develop a weekly work plan and movement plan for activities in the FOSAs
  • Capacity building for service providers through training and retraining and continuously identifying other training needs for quality program implementation
  • Develop, Training TOR, Budget, and Contract and Advance request guided by work plan, budget and liquidate expenses after training with support from the PM
  • Provide on the job coaching and mentoring for service provider
  • Strengthen local coordination meeting and attend state coordination meeting on request by supervisor to advocate for Sexual Reproductive Health & Rights Services in the State
  • Support the establishment and effective delivery of SRHR outreach services in target communities
  • Initiate and ensure active referral system is available in FOSAs with referral protocol place on the wall in all FOSAs
  • Support in development of project work plan, budget, expenditure plan

Responsibility 2: Quality Control and Assurance:

  • Conduct regular Skills Assessments of the clinical competencies of the service providers and develop coaching plans for the non-proficient providers
  • Ensure that the health facilities and mobile outreach teams SA have the right commodity, consumables, medical supplies to make sure there is no stocks out at any point in time of LARC /PAC commodities
  • Request for relevant and up to date IEC/BCC materials and job Aids for all FOSAs
  • Ensure all aspects of patient/client record are properly documented using appropriate and relevant tools and well stored in a private and confidential key and lock cabinet
  • Ensure that weekly reports and returns are submitted to the PM and relevant government authorities as stipulated in the regulations and policies
  • Identify training needs for CARE staff and suggest ways of meeting those needs

Responsibility 3: Monitoring and Learning:

  • Ensure the regular data collection using appropriate tools from the supported FOSAs, and entry into the DISC in the database for analysis of the data collected in order to make recommendations to the supported health structures and the Project Manager
  • Identify problems with the DISC and flag it to the M& E officer/PM, also suggest ways of improving data collection, storage and use for decision making
  • Participate in monthly tripartite meetings bringing together FOSA providers, community facilitators, CARE staff and the Health District to analyze the data, identify the difficulties encountered and help them find solutions
  • Conduct monthly supportive Supervisions to all the FOSAs in collaboration with the SPHDA LGA RH focal persons /SMOH officials
  • Supports monitoring and evaluation initiatives at selected facilities/communities including analysis of supply chain system in the state to strengthen existing system and suggest best practices
  • Establish and use strong compliant and feedback systems to track and report compliant and feedback to support effective delivery of SRHR service In collaboration with the ward / facility committee members
  • Periodically review performance metrics with the Monitoring & Evaluation officer and employ use of data for decision making that promotes high quality clinical care services
  • Identify and document and dissemination of appropriate success stories, experiences, best practice and lessons, at least one every 3 months
  • Encourage sharing of learning and experience with the team, across the organization and with like-minded/peer organizations

Responsibility 4: Relationship with Staff / Management:

  • Develop a good communication and interpersonal relationship with other project staff and CARE staff to avoid creating a tense environment in the work place
  • Manage and resolve problems amicably following appropriate communication channels and procedures
  • Listens and accept constructive criticism
  • Understand CARE’s vision, mission and practice the core values of CARE
  • Cultivate good working relationships with service providers, community, MOH staff, local CSO , INGOs , UN agencies etc.

Minimum Qualification and Experience
The Clinical Management Officer will have a suitable combination of experience and relevant trainings in the following technical and programmatic requirements for the post:

  • Registered Nurse, Nurse or Midwife with enormous experience in Reproductive Health issues
  • Postgraduate training in Public Health is an asset (University Postgraduate Training Degree or Public Health)
  • Expert level knowledge and at least five years’ practical experience in clinical SRH in Emergency programming, preferably essential lifesaving RH/MISP package implementation with refugees and / or internally displaced populations
  • Training in project planning, monitoring and evaluation is an asset
  • At least 3 years’ filed experience in working with health facility providers, community health workers and coaching and mentoring on the job preferred
  • Ability to plan training sessions, provide formative supervision, monitoring and evaluation of medical activities
  • Ability to ensure quality data collection, compile and analyze data to formulate relevant recommendations
  • Ability to write quality reports in English and submit them on time
  • Disciplined, organized, respect for deadlines, adaptation in a multicultural working environment, tolerance, respect for CARE’s core values and gender
  • Strong relationship building skills and ability to work in complex environment.
  • Excellent verbal and written communication skills in English.
  • Computer literate (email, word processing, spreadsheets,)
