Job Title: Finance Assistant

Scope of Work

  • The Finance Assistant report to the finance Officer in Abuja Country office.  She/he assists the finance Officer in managing all aspects of day to day operations of accounting department in in Abuja Country office.
  • He/she will assist in the implementation of Finance policies, procedures and systems and Ensure compliance with IRC procedures and guidelines.

Responsibilities

  • Be responsible for payments to suppliers, contractors and program staff as against approved documents according to authority delineation.
  • Ensure scrutiny of the entire bill for accuracy and receipt of goods before process for payment.
  • Be responsible for documentation, preparation of cash disbursement voucher for all cash transactions related to the station office
  • Ensure all transactions are compliance with IRC accounting policy, Donor restriction and generally accepted accounting principles.
  • Maintain confidentiality of all financial and other job related information.
  • Ensure proper documentation and filing of all financial documents.
  • Prepare and process day to day financial transactions and implement internal control procedures in keeping with IRC policies and procedures.
  • Assist in the collection of financial needs for the office each week and send request to head office.
  • Ensure proper documentation and filing of all financial documents.
  • Keep record of daily transactions (disbursements and receipts) in a spreadsheet and review same for accuracy for upload to SUN at the end of the month
  • Ensure remittance of all statutory deduction within the month of deduction and follow up with the appropriate authorities for proof of remittance.
  • File all financial documents and ensure there are adequately safeguarded
  • Perform other duties as may be assigned by your supervisor

Finance/Budgeting:

  • Act at all times in accordance with local law and standards of accounting practice.
  • Review with the objective of gaining a clear understanding  of budget guidelines and instructions
  • Review funding allocations to enable proper guidance to programs and proper coding.
  • Provide training to program staff on finance issues.
  • Produce monthly and quarterly reports to be reviewed by Finance Officer

Common duties:

  • Attend and participate in trainings identified/organized by your supervisor
  • Follow any new procedures and guidelines designated in circulars from Country Director
  • Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (in-country and World-wide) as per the IRC reporting mechanism. The reporting of violations is an obligation on the part of all staff members
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
  • Perform other duties as may be assigned by your supervisor

Qualifications

  • Higher National Diploma in Accounts or Bachelor’s degree in Accounting from recognized College/Institutions.

Experience:

  • A minimum of one (1) year of accounting experience. Computer literate with significant knowledge/experience in excel

Skills:

  • Able to work in a high pressure situation,
  • Ability to independently organize work, prioritize task and manage time.

Background/IRC Summary

  • The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, Monguno and Gwoza of Borno state and Damatru of Yobe State.
  • Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods.
  • In response to the new IDP influx displaced from Kukawa local government, the IRC will be providing emergency reproductive health package according to the MISP for the new IDP influx and host communities.

Job Overview/Summary

  • The Midwife is a member of the health team, and will be responsible for supporting the implementation of the Emergency Reproductive Health activities in Maiduguri including the MISP (Minimum Initial Service Package for RH in Crisis Situations) according to the IRC and donor work plans.
  • She will work to ensure the improved quality of the project clinical activities e.g. family planning, maternal and neonatal care, case management of sexually transmitted diseases and the clinical management of sexual assault survivors in the IRC supported health facilities.
  • The Midwife will ensure the well-being of girls and women in Maiduguri and Monguno both through the IRC supported health facility and through RH Services at community level.
  • The Midwife is responsible for the oversight and implementation of Maternal and Neonatal Care, in particular: Basic Emergency Obstetric and Neonatal Care (BEmONC), Antenatal Care and Postnatal Care, Counselling and provision of Family Planning (including Long term methods) are offered according to MoH Guidelines at the IRC supported health facilities is of quality standard, Post Abortion Care.

Major Responsibilities

  • In line with the Minimal Initial Service Package (MISP),
  • Provide the Clinical Care for Sexual Assault Survivors (CCSAS) according to national protocols and guidelines.
  • Provide the clinical care activities in the IRC RH clinical area or at the maternity
  • Adhere to and practice use of Universal Precautions and proper waste management at all IRC supported health facilities.
  • Performs basic and assisted delivery care.
  • Performs any needed neonatal and obstetric resuscitation activity.
  • Ensures timely supported referrals to the nearest Emergency Obstetric Care center.
  • Provide technical support and guidance to other midwives in assisted deliveries (by vacuum, forceps, and breech).
  • Identifies survivors of sexual assault and refers them for registration, counseling and Clinical Care Support the RH and GBV clinic staff with technical advice, and provides services in line with the MoH and/ or international best practice guidelines.
  • Monitor progress against grant work plan; promptly identifying any current or potential delays and recommending solutions to technical issues.
  • Prepare Purchase Request forms for program supplies/activities and undertake field procurement as designated and authorized.
  • Monitor program supply inventory levels; perform monthly spot-checks on program inventory

Qualifications
Education:

Work Experience:

  • At least 2 years’ experience in midwifery and nursing care preferably in SRH, at BEmONC and at  primary health care level

Demonstrated Skills and Competencies:

  • Skills to communicate on sensitive RH topics, provide RH education
  • 1 year of experience counseling survivors of abuse or violence with a reputable organization.
  • Clear understanding of gender equality and gender issues for women and girls.

Qualifications
Education:

  • Qualified and licensed Midwife/Nurse with a background in RH.
  • Trained in Family Planning (including Long Term Methods (insertion of implants & IUDs)); Post Abortion Care (including MVA) and Skilled delivery.

Work Experience:

  • At least 1 year’ experience in a clinical setting;
  • Experience working for an NGO in a similar position preferred.
