The Position

  • The Administrative Assistant (HR)  delivers effective administrative and HR services to internal and external clients in compliance with established rules, guidelines, processes and procedures, and takes a client-oriented and result-focused approach when providing administrative and HR related guidance to both Country Office (CO) and UNFPA supported projects.
  • The Administrative Assistant (HR)  reports directly to the Administrative/Human Resource Associate and  under the overall guidance of the International Operations Manager.
  • The Administrative Assistant (HR)   collaborates closely with the Operations and programme staff in the Country Office. The Administrative/Human Resource Associate may supervise administrative and clerical staff at the CO.

Main Tasks & Responsibilities
You would be responsible for:

Human Resource Management:

  • Provide advice to staff on all aspects of UN/UNFPA personnel and administrative rules and regulations, and the ERP (Atlas)/ HR modules.
  • Support the Admin/HR Associate in the day-to-day HR operations, especially with regards to recruitment, learning and development, performance management, and employee relations.
  • Prepare personnel related reports and analyses, research and draft responses to enquiries for clearance by the Operations Analyst.
  • Liaise with the Programme/Technical Team on HR administration and staffing related matters.
  • Implement tools and mechanisms for effective and efficient monitoring of personnel activities in support of the operations.
  • Interpret UN/UNFPA Personnel policies and guidelines and provide guidance to the CO staff.
  • Identify ways in which the CO’s HR needs can be met within existing policies and adapt processes and procedures.
  • Maintain accurate and up-to-date personnel status files in a confidential and secure manner.
  • Implement corporate human resources management policies and strategies in support of the operations of the Country Office.
  • In collaboration with other units in the CO, manage attendance and leave and ensure accurate record management in this regard (filing and archiving system).

General Administration:

  • Provide administrative support to the International Operations Manager.
  • Interpret UN/UNFPA Administrative rules, policies and procedures and provide guidance to the CO staff.
  • Identify ways in which the administrative needs can be met within existing policies;  adapt processes and procedures, anticipate and manage operational requirements of the CO.
  • Develop tools and mechanism for effective and efficient monitoring of administrative activities in support of the COs’ operations.
  • Review and prepare material for common system activities relating to common services and premises, cost recovery, privileges and immunities, entitlement and salary surveys; security, etc. and represent UNFPA in related inter-agency meetings and working groups in the absence of supervisor.
  • Serve as backstopping support for any operations staff when on leave.
  • Undertake other related duties as may be assigned by the supervisor, IOM and/or the Representative.

Qualifications and Experience
Education:

  • Bachelors Degree of Higher National Diploma in Human Resources Management, Business or Public Administration, Psychology or any other related discipline.

Knowledge and Experience:

  • At least 5 years of relevant and progressively responsible experience in HR, administration, or office management in a public or private sector environment.
  • Experience of UN Personnel and administrative procedures a great advantage.
  • Ability to interpret administrative and personnel rules, regulations and procedures and explain them clearly and concisely;
  • Proficiency in current office softwares (Word, Excel, PowerPoint) and web-based applications/  ERP integrated systems such as PeopleSoft, Oracle, SAP.
  • Excellent writing and communication skills.

Languages:

  • Fluency in spoken and written English language.

The Position

  • Under the overall guidance of the UNFPA Resident Representative & Deputy Representative and the direct supervision of the FP/RHCS Specialist, the Family Planning Analyst works closely with the RH team and the larger UNFPA Programme and Operations Teams using UNFPA and national systems and tools to deliver results. S/he will also work closely with different Nigerian Federal and State Ministry of Health Departments, Local Governments, NGOs and partners to enhance family planning uptake in the country.
  • The Programme Analyst substantively contributes to the effective management of UNFPA activities in the areas of reproductive health with a strong emphasis on supporting the implementation of  the UNFPA Family Planning Strategy 2012-2020 –“Choices not Chance” at country level.
  • S/he analyzes and assesses relevant political, social and economic trends and provides substantive inputs to programme formulation, support implementation, monitoring, and evaluation within national development frameworks and the UN Sustainable Development Partnership Framework.

Job Purpose

  • The UNFPA Supplies Programme is part of efforts to improve access to and utilization of family planning commodities worldwide.
  • The Global Programme works with national governments to strengthen or establish secure, reliable, cost-effective, and sustainable systems to ensure supply of and demand for reproductive health commodities, including contraceptives and condoms.
  • With support from UNFPA Supplies, the UNFPA Country Office in the Federal Republic of Nigeria is working closely with Federal, States and Local Government counterparts in support of government-led efforts to increase mCPR, reduce unmet need for family planning and increase uptake of family planning information and services.

Main Tasks & Responsibilities
You would be responsible for the following:

  • Provide technical expertise that will ensure the scale up of the family planning programme, especially with regards to demand creation and service delivery;
  • Provide partners with the technical backstopping, assistance and advise on the strategic direction for strengthening the delivery, access to and quality of family planning;
  • Provide technical updates, training and mentoring for partners in relevant clinical and technical areas related to family planning;
  • Give technical guidance in the development and implementation of family planning protocols, policies, training modules, operational manuals and approaches for locally appropriate family planning service delivery and for supportive supervision of service providers based on best practices;
  • Provide quality assurance and close monitoring of all family planning training, ensuring its integration in other relevant reproductive health areas;
  • Analyse bottlenecks to the delivery of family planning services in the country and suggest strategic approaches to address these challenges and to make a breakthrough in the most hard to reach areas as well as other strategic areas like post-partum period, immunization, nutrition, etc.;
  • Work with the Women Reproductive Health cluster and partners to ensure the integration of family planning activities in all reproductive health, maternal and neonatal health activities;
  • Conduct regular technical monitoring visits to the field sites in collaboration with partners;
  • Participate in the development and/or support the  implementation  of the National Family Planning Blueprint, National DMPA-SC Scale-up Plan, FP Communication Strategies, ensuring innovative high-impact, context-specific results-based programming across the thematic areas of Family Planning.
  • Ensure that all service delivery planned and provided to the community is of high quality and responsive to the increased demand created by the reproductive, maternal and neonatal health initiatives;
  • Participate in the development and updating of guidelines, standards, tools, manuals and approaches as required;
  • Provide technical and programmatic support for family planning related research, and identify, document, and disseminate lessons learned and best practices in family planning;
  • Maintain collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address emerging issues in the field of FP and Sexual and Reproductive Health (SRH).
  • Undertake any other activities/responsibilities as needed by the UNFPA Leadership.

Qualifications and Experience
Education:

  • Master’s Degree in Public Health, Medicine and/or other related Social Science field.

Knowledge and Experience:

  • A minimum of Five (5) years of relevant post-master’s degree working experience in clinical and programmatic family planning;
  • Understanding of the Family Planning Landscape in Nigeria;
  • Demonstrable experience in FP Procurement and Supply Chain Management;
  • Experience in the promotion of and building national capacity in family planning service delivery including long-acting and reversible methods of contraception including the implant;
  • Demonstrated experience in strategic programme management with strong technical knowledge of family planning, reproductive health and/or maternal health;
  • Interpersonal and communication skills for the dissemination of information and leadership for advocacy activities that should progressively lead to an increase in demand for FP, reduction of unmet need for  FP and increase in mCPR;
  • Experience in working with government institutions and donor organizations
  • Excellent writing and presentation skills;
  • Ability to work under pressure and excellent and human relation skills.
  • Proficiency in current Microsoft Office software applications

Languages:

  • Fluency in English required.  Strong capability to communicate clearly and concisely in both oral and written English will be an asset.
