The African Petroleum Producers’ Organization (APPO) is an intergovernmental energy organization created in 1987 in Lagos, Nigeria, to serve as a platform for African petroleum producing countries to cooperate, collaborate, and share knowledge and competencies. It aims to promote common policy initiatives and projects in all facets of the petroleum industry with a view to maximizing the developmental and welfare benefits accruable from petroleum exploitation activities in the Member Countries in particular and in Africa in general. The Organization is made up of 15 Member Countries with Congo Brazzaville as its headquarters, while Abuja Nigeria is the temporary headquarters.

The Secretariat of the African Petroleum Producers’ Organization (APPO) invites applications from qualified Nationals of its (18) Member Countries to fill the vacant position below:

 

Job Title: Communication and Public Relations Officer

Location: Africa
Category: Group II Staff

Objective

  • Generally lead the development and implementation of an efficient APPO-wide communication practice and strategy where stakeholders have access to relevant information concerning APPO Reform (first 1 -2 years), and potentially evolving into a general APPO function (Communications Unit) for promoting APPO from various communication, public relations and media perspectives.

Requirements

  • A degree in Mass Communication or any other relevant qualification issued by a recognized university/higher education institution;
  • Age range: Between 35 and 50 years;
  • Minimum of ten (10) years professional experience in the petroleum sector or in international organization;
  • Good knowledge of computer and office tools, and MS Excel, PowerPoint and MS Project would be an added advantage;
  • Good analytical skills, organizational skills and ability to work in a team setting within a multicultural environment;
  • Ability to take initiative, sense of discipline and ability to work under pressure;
  • Ability to manage a team in a multicultural environment, develop good relationships with other staff and share knowledge;

Job Title: Chief Legal Officer

Location: Africa

Objective

  • The Chief Legal Officer (CLO) as Head of the Legal Office contributes to the conduct of the affairs of APPO by promoting the rules of law within the organization and in its relation with Governments, Organizations, enterprises and individuals and by maintaining and defending the legal claims and interest of the organization.

Requirements

  • A degree in Law issued by a recognized university/higher education institution;
  • Age range: Between 35 and 50 years;
  • Minimum of ten (10) years professional experience in the petroleum sector or in international organization;
  • Good knowledge of computer and office tools, and MS Excel, PowerPoint and MS Project would be an added advantage;

Job Title: Head, Administration and IT

Location: Africa

Objective

  • Undertake administrative responsibility for the provision of service relating to the secretariat’s physical building as well as all information service logistics and diplomatic formalities.

Requirements

  • Holds a first degree in Administration/IT or any other relevant qualification/certification issued by a recognized university/higher education institution/professional body
  • Age range: Between 35 and 50 years;
  • Minimum of ten (10) years professional experience in the petroleum sector.
  • Good knowledge of computer and office tools and MS Excel, PowerPoint and MS Project would be an added advantage.
  • Good analytical skills, organizational skills and ability to work in a team setting within a multicultural environment

Job Title: Head, Hydrocarbon Studies

Location: Africa

Objective

  • Provide technical support to APPO in general and the Rilwanu Lukman Research and Development Centre in particular, by undertaking and promoting scientific research and development in the field of hydrocarbons and energy.

Requirements

  • Holds a first degree in Petroleum Studies or any other relevant qualification/certification issued by a recognized university/higher education institution/professional body
  • Age range: Between 35 and 50 years;
  • Minimum of ten (10) years professional experience in the petroleum sector.
  • Strategic thinking on program implementation in the oil and gas sector
  • Relevant experience in the planning and execution of major policies, program and projects in the oil and gas sector as well as in related activities
  • Good knowledge of computer and office tools and MS Excel, PowerPoint and MS Project would be an added advantage.
  • Good analytical skills, organizational skills and ability to work in a team setting within a multicultural environment
  • Ability to take initiative sense of discipline and ability to work under pressure;
  • Ability to manage a team in a multicultural environment, develop good relationships with other staff and share knowledge;
  • Delegation and decision-making capacity.
  • Perform such other functions for APPO in hydrocarbon sector research and development as the Director Rilwanu Lukman Research and Development Centre or Secretary General may determine from time to time.
  • Carry out all other duties and tasks assigned to him by the Director of Rilwanu Lukman Research and Development Centre.

Objective

  • The Secretary General is the principal administrator and manager of the organization and is responsible to the Executive Board and a dotted line relationship with the Council of Ministers.

Requirements

  • A postgraduate degree in Petroleum/Energy or Social Sciences or any other relevant qualification/certifications issued by a recognized university/higher education institution/professional body;
  • Age range: Between 45 and 65 years;
  • Minimum of twenty (20) years working experience of which a minimum of ten (10) years must be in a Management position in field of hydrocarbons;
  • Relevant experience in the planning and execution of major policies, programs and projects in the oil and gas sector as well as in related activities;
  • Good knowledge of computer and office tools, and MS Excel, PowerPoint and MS Project would be an added advantage;
  • Good analytical skills, organizational skills and ability to work in a team setting within a multicultural environment;
  • Ability to take initiative, sense of discipline and ability to work under pressure;

Job Title: Head of Finance and Human Resources

Objective

  • Establish and maintain efficient administrative systems and procedures as well as control mechanisms to support the smooth running of APPO’s operations and ensure compliance with APPO’s administrative, financial and human resources rules and procedures.

Requirements

  • Holds a first degree in Finance/Human Resources or any other relevant qualification/certifications issued by a recognized university/higher education institution/professional body.
  • Age range: Between 35 and 50 years;
  • Minimum of twenty (10) years professional experience in the petroleum sector
  • Good analytical skills, organizational skills and ability to work within a team in a multicultural environment and to adapt to cultural differences;
