Job Title: Area Coordinator

Context, Duties and Responsibilities

  • The Area Coordinator position will be under direct supervision of the Head of Field Office, Adikpo. The incumbent is responsible for the overall running of the Makurdi field office with the assistance of the administrative/programme Associate.
  • The incumbent’s major responsibilities cover strategic programme planning, coordination and implementation, partnership building and donor liaison and other administrative functions as delegated by the representation and the office of the head of field, Adikpo.

Responsibility:

  • Analyses the emergency, socio-economic and political situation and trends in the Middle Belt of Nigeria and identifies possible threats and opportunities for conflict mitigation.
  • Ensures identification and promotion of joint programming and planning opportunities
  • Supports capacity building of state and national counterparts.
  • Oversees project implementation through close monitoring of results. Ensures effective application of RBM tools, management of scorecard targets and other benchmarks.
  • Coordinates and follows through on decentralized local evaluations.
  • Manages the consolidation of programme implementation in the project framework and guided by the needs of effective implementation of the nexus between humanitarian, development and peace-building interventions.
  • Promotes identification and synthesis of best practices and lessons learned for organizational sharing and learning.
  • Ensures smooth running of the Field-Office, builds an effective Field-Office team, and promotes team work and an environment that is conducive to delivering results.
  • Ensures full responsibility for the appropriate use and management of resources attributed to the Field-Office by tracking use of financial resources, ensuring the integrity of financial systems and consistent application of the Internal Control Framework and/or rules and regulations.
  • Oversees the effective efficient and compliant management of all operational processes including financial transactions, procurement & logistics, and administrative services.
  • Ensures enforcement of security procedures and MOSS/MORSS requirements in the Field-Office.
  • Mitigates possible risks and impacts associated with the Field-Office operations (e.g. logistical and security)
  • Responsible for the management of the Field-Office staff, monitors their performance, completing performance assessments where necessary.
  • Ensures timely and regular reporting.
  • Ensures full compliance with audit requirements and timely follow-up to audit recommendations.
  • Represents the United Nations when delegated, in relevant cluster coordination meetings and development partners at the local level.
  • Ensures proper coordination and inputs to interagency initiatives at the local level.
  • Ensures internal communication and coordination at Field-Office level and effective and proactive communication between relevant UN Agencies and the Field-Office.
  • Monitors the perception of UN Agencies at the local level and suggests media activities that positions UN Agencies more strategically and effectively as neutral brokers for local development.
  • Enhances local visibility for UN Agencies in development effectiveness.
  • Ensures that local development results are effectively communicated in collaboration with Communication Office in the Country Office.
  • Contributes to the development of the United Nations Partnership and Resource Mobilization (PRM) strategy, including planning tools to implement the strategy.
  • Identifies new partnerships and strengthens existing ones at the Field-Office level through innovative approaches to partnership development.
  • Encourages ways of increasing Field-Office funding base such as engaging in resource mobilization efforts in consultation with local counterparts and following-up with donors on local opportunities.

Essential Minimum Qualifications

  • Completion of Secondary education courses/ training/ certificate in Law, Political Sciences, Social Science or related field.
  • Minimum 6 years of previous job experience relevant to the function.
  • Field Experience.
  • Computer skills (in MS office).
  • Fluency in English and working knowledge of another relevant UN language or local language.

Desirable Qualifications & Competencies:

  • Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
  • Knowledge of refugee law.
  • Good knowledge of UNHCR’s programmes.
  • UNHCR Protection Learning Programme.
  • UNHCR Operations Management Learning Programme.
  • Knowledge of additional UN languages.

Job Title: Driver

Context, Duties and Responsibilities

Operational Context:

  • The Driver position will be under direct supervision of the Administrative/Programme Assistant. The incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the organization.
  • He/she is required to follow strict instructions and security guidance provided by the supervisor. While basic function of a Driver is to drive the official vehicles of UNHCR, he/she may be called upon to perform minor maintenance and repair of UNHCR vehicles.
  • The incumbent has regular contacts with staff within UNHCR office and with service providers outside UNHCR involving a limited exchange of information.

Functional Statement
Accountability:

  • Assigned UNHCR vehicles are properly maintained and equipped as per technical guidance and specifications established by the Organisation.
  • Local traffic rules and regulations are strictly observed.
  • Instructions and security guidance provided by the supervisor and security focal point are strictly followed by the Driver and the passengers during the journey.

Responsibility:

  • Drive the Project vehicles for the transport of authorized passengers and delivery and collection of mail, documents, UN pouch and other items.
  • Meet official personnel at the airport and facilitate immigration and customs formalities as required.
  • Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned vehicles are road worthy and maintained up to the established security standards.
  • Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.
  • Ensure that the steps required by rules and regulations are taken in case of involvement in accident.
  • Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
  • Perform other related duties as required.

Authority:

  • Drive the vehicle only when his/her safety or security is not at risk.
  • Ask the passenger about the destination of the journey and route.
  • Decline to drive passengers not authorized to be in a UN vehicle.

Essential Minimum Qualifications

  • Completion of Primary Education or equivalent technical or commercial school.
  • Minimum 2 years of previous job experience relevant to the function.
  • Driving licence, knowledge of driving rules and regulations and skills in minor vehicle repair.
  • Good knowledge of English and local language.

Desirable Qualifications & Competencies:

  • Mechanical skills.

Context, Duties and Responsibilities

Operational Context:

  • The incumbent is normally supervised by the Head of Field Office (Adikpo) and performs a variety of functions related to Administration and Programme activities within the Makurdi office. The supervisor defines general work objectives and provides necessary advice and guidance. The Admin/Programme Associate may supervise some support staff in which case Managerial competencies M001 and M002 (under 2.3 below) are applicable and should be selected by the staff member and manager in the context of Performance Appraisal Management (e-PAD).
  • The incumbent keeps frequent contacts with staff at various levels in the office and occasionally with staff at the same level in other duty stations and/or Headquarters; with local suppliers and/or officials and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

Responsibility:

  • Analyse and maintain an overview of the administration work of the office to ensure that timely administrative support is provided in general and specialised areas and supervise office-related activities with such as grounds maintenance, security, transport and similar services.
  • Collect information mainly from records and reports and prepare periodic and ad hoc reports on programme and projects activities.
  • Prepare correspondence, special reports, evaluations and justifications as required on general administrative or specialised tasks which may be of a confidential nature within assigned area of responsibility.
  • Organise and monitor data on project/programme activities by reviewing a variety of records including control plans, progress reports, project inputs, budget and financial expenditures.
  • Maintain records of financial transactions, reconciliation of accounts and preparation of recurring or special reports, calculation and payment of salaries, allowances, travel claims and other payments to staff members.
  • Arrange for and/or attend meetings on day-to-day administrative matters, participate in discussions of new or revised procedures and practices.
  • Assist officers by providing reports on financial status, procedures, exchange rates, costs and expenditures, hereby noting potential funding problems and exercising budget control.
  • Assist in the implementation of asset management, including provision and analysis of detailed cost estimates and purchasing.
  • Collect register and maintain information on project activities by reviewing reports and through first-hand sources
  • Brief staff on general administrative/personnel matters in connection with their assignment and provide Assistance to all staff members in the area of office administration.
  • Preparation of and participation in training of implementing partners.
  • Perform any other duty, as required.

Essential Minimum Qualifications

  • Completion of secondary education with certificate/training in Business Administration, Finance, Office Management, Human Resources or other related field;
  • Minimum 6 years of previous job experience relevant to the function;
  • Computer skills (MS office and People soft applications)
  • Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station).
  • In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.

Desirable Qualifications & Competencies:

  • Knowledge of UNHCR administrative and financial rules and procedures.
  • Knowledge and working experience of MSRP Finance and EPM Budget applications.
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
  • Knowledge of another relevant UN or local language.
