Job Title: Assistant Technical Officer, WASH

Project Description

  • Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity. FHI360 has been working in Nigeria for over 30 years and is now expanding activities in Borno state to respond to the IDP crisis.
  • FHI360 is expanding its expertise by responding to this humanitarian crisis through integrated WASH, Health and Protection interventions

Basic Function

  • The ATO WASH – Engineer will provide technical and programmatic support in one of the three field sites.
  • Under the supervision of the WASH Coordinator, the ATO WASH- Engineer will supervise contracts to provide upgrades to water systems, latrines, showers and water points. Other responsibilities will include conducting water quality testing for all water points rehabilitated under the program and working with Community Volunteers and latrine users to develop cleaning and maintenance schedules for latrines.

Duties and responsibilities

  • Provide day to day operational and programmatic support to all WASH activities.
  • Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s).
  • Build capacity of Community Volunteers (CHWs) through trainings and hygiene promotion.
  • Oversee all activities related to WASH activities at field site.
  • Perform other duties as assigned.

Knowledge, Skills & Attributes

  • Knowledge of WASH and humanitarian programming in emergency situations.
  • WASH technical expertise especially in regards to engineering latrines, showers and water points.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English & Hausa communication.

Qualifications and Requirements

  • BA/BS in Engineering with 1 to 3 years’ relevant experience in WASH with a sound understanding of hygiene in humanitarian relief settings.
  • Possession of an or post graduate degree in a WASH/Engineering is required.
  • Familiarity with Humanitarian NGOs.

Job Title: Assistant Technical Officer, Child Protection

Project Description

  • FHI 360 has expanded its scope of coverage into humanitarian assistance with an aim to provide emergency services to populations affected by conflict in Borno state and specifically in newly liberated areas.
  • FHI 360 received funding from OFDA to implement life- saving health and reproductive health, Water and Sanitation (WASH) and Protection services in Dikwa, Ngala and Banki Local Government Authorities (LGAs) of Borno state, North East Nigeria. FHI 360 plans to expand its geographical coverage to Damasak and also establish program activities in the Child Protection Sub Sector.
  • Under the protection sector, FHI 360 aims at improving the wellbeing of vulnerable individuals through increased access to psychosocial support services and integrated Gender-Based Violence (GBV) support and Child Protection.  Key activities under the Child Protection sub sector includes:
    • Improving access to timely and quality Case Management services for children at risk
    • Strengthening and Supporting Community Based Child Protection Mechanisms
    • Setting up Child Friendly Spaces to meet psychosocial, development and cognitive needs of Children affected by conflict
    • Protecting excluded children
    • Integrating Child Protection in WASH and Health

Basic Function

  • The ATO, Child Protection will be in charge of setting up and implementing child friendly spaces to meet psychosocial, development and cognitive needs of children affected by conflict. S/He will also set up and support the operationalization of community based child protection mechanisms.
  • The ATO, CP will also be responsible for all child protection awareness activities at community level with an aim to raise awareness on child protection related issues.

Duties and Responsibilities

  • In coordination with community leaders, local government authorities, identify based on the existing criteria of selection, community based child protection committees in each community. Hold regular meetings with the community based child protection committees and follow-up on actions to improve welfare of children in the community.
  • In collaboration with community leaders, local government authorities, identify based on pre -existing criteria the selection of Child Protection community volunteers who will work to disseminate child protection activities in the community.
  • Train and provide overall technical support and mentorship for community volunteers in charge of conducting CP awareness activities
  • In coordination with the Technical Officer, Child Protection and the Protection Coordinator select and train CFC animators to mobilize children and engage them in Child Friendly Spaces activities on a daily basis.
  • In coordination with beneficiaries and community leaders, identify suitable locations for setting up Child Friendly spaces in the assigned community
  • Regularly monitor and CFC activities ensuring that the activities meet age appropriate needs of children including children with special needs.
  • Conduct regular feedback sessions with children to collect information on the relevance and usefulness of activities to children and make recommendations to improve such activities
  • Liaise with the ATO, Case Management to ensure child in need of case management services are referred to ATO,CM for support.
  • In coordination with CP community volunteers, child protection committee members, leaders and local leaders and government authorities, organize and implement CP awareness campaigns on major international campaign days such as Day of the African Child, 16 days of activism etc.
  • In coordination with the local government, child protection management committees and the CP technical officer, identify children in need of alternative care placement and provide support to ensure the children have access to safe alternative care through regular monitoring.
  • In coordination with the TO, CP establish a child protection LGA level coordination meetings and CP referral pathways.
  • Adhere to the child protection guiding principles always.
  • Compile weekly, biweekly and monthly activity reports as may be required
  • Perform other duties as assigned.

Knowledge, Skills & Attributes:

  • Experience in facilitating training and mentorship of local communities to support child protection activities.
  • Mandatory fluent in English and local languages – Hausa, Kanuri
  • Excellent report writing skills
  • Good communication and negotiation skills
  • Ability to work independently and as part of a team
  • Understanding and commitment to child’s rights and child protection issues
  • Ability to live in the field with minimum access services

Qualifications and Requirements

  • BSc/BA in Sociology, Psychology, Social Sciences, Behavioral Sciences or its recognized equivalent with 1-3 years of relevant experience with NGO or CBO.
  • 1 year relevant experience Child Protection programming including Case Management.
  • Mandatory experience in Child protection projects.
  • Familiarity with Nigerian law enforcement systems and NGOs and CBOs is highly desirable.

Job Title: Facilities Assistant

Duties and Responsibilities

  • Monitor generator use and fuel consumption and provide periodic reports.

  • Contribute to planning, coordination and allocation of office space in consultation with relevant parties.
  • Ordering and stocking of operations supplies such as fuel, drinking water, toiletries and other utilities to support office operations.
  • Ensure the upkeep, rehabilitation and maintenance of the entire FHI 360 Borno facilities including the physical building structure, all mechanical, electrical, and related equipment in accordance with energy conservation and preventive maintenance programs.
  • Verify completion of all repairs, replacement, renovation projects of FHI 360 in Borno facilities and equipment.
  • Ensure appropriate tagging of office equipment, furniture and fittings.
  • Ensure that repairs and maintenance are timely and accurately resolved, and that quality of service is assured.
  • Ensure inventory system for all activities such as additions, disposals, movements/relocations, retrievals, change in status/condition, etc. are done in accordance with FHI 360 policy.
  • Ensure that the inventory list is accurate and complete and that all required data fields are populated and accurately entered into electronic inventory system.

Knowledge, Skills and Abilities

  • Ability to work with others and to develop and maintain compatibility among project staff, subcontractors, and recipients of assistance. Ability to comprehend and make inferences from technical materials and equipment.
  • Technical knowledge of mechanical and electrical equipment such as generator.  Work independently with initiative to manage high volume work flow.
  • Perform detail-oriented work with a high level of accuracy. Interact with diplomacy and tact and follow-up on requests in timely and efficient manner.
  • Must exhibit high levels of professionalism, integrity and ethical values at all times. Technically astute. Knowledge of local dialect is an added advantage. Ability to travel a minimum of 25%.

Qualifications and Requirements

  • University degree in Electrical Engineering, Mechanical Engineering or recognized equivalent with 1 – 3 years relevant experience.
  • Familiarity with international NGOs is an advantage.
  • Experience with large complex organization preferred.

  • Position is responsible for providing quality CMAM and IYCF – E services at community and facility levels
  • The incumbent will engage in treatment of SAM children at the OTP or SC as deemed necessary and will work with other team members in the delivery of optimal infant and young child feeding in emergency.

Duties and Responsibilities

  • Lead community outreach activities, MUAC screening/Active case finding for malnutrition in children under-5.
  • Provision of OTP services in target communities/IDP camp.
  • Provide quality care for SAM patients admitted in the stabilization centre.
  • Engage in all FHI 360 IYCF activities (community cooking demonstration, IYCF corners, father and mother support groups meetings etc.).
  • Lead micronutrient supplementation including MNP distribution.
  • Identify training needs and build technical capacity of CMAM Assistants, support group promoters, CNMs, and Lead persons.
  • Support the development of case studies and success stories from program implementation.
  • Develop network with other actors in the operational area as well as community leaders/representatives
  • Ensure Gender mainstreaming in nutrition, and integration of Health and WASH into nutrition program.
  • Engage in community dialogue, sensitize stakeholders/community on nutrition in emergency activities and specific humanitarian programs implemented by FHI 360.
  • Take monthly physical inventory of all nutrition supplies ensuring stock levels are accounted for and adequate.
  • Support M & E unit during surveys, assessments, FGDs including preparation and submission of timely reports.

  • Must have a valid practicing license. Experience working with a humanitarian organization.
