Recruitment at Taraba State Government – World Bank Assisted Project

The Taraba State Government of Nigeria is currently implementing the Youth Employment and Social Support Operation (YESSO) – World Bank Assisted Project as a means of ensuring that the present unacceptable levels of poverty are reduced. Consequently, the unit responsible for the Coordination and implementations of social protection are expected to have full complement of staff engaged through competitive deployment from within the State Civil Service.

In view of the above, interested State Civil Servants are hereby invited to apply in respect of job position and requirements stated below, stating clearly current place of work, grade level and highest qualification for the under-listed position:

 

 

Job Title: Finance Officer (Grade level 10-12)

Location: Taraba
Program: Youth Employment and Social Support Operation (YESSO)
Unit: Targeted Grant Transfer (TGT)

Specific Duties of this Position

  • Ensures Petty Cash disbursements are appropriately and adequately documented.
  • Produces timely and reliable financial reports as specified in the Financial Guidelines of the project
  • Monitors compliance with budget ceilings in financial operations of the State Agency
  • Reviews fund withdrawals from project accounts to communities
  • Prepares and processes withdrawal applications to the funding agencies
  • Participates in the preparation of the annual work plan and budget
  • Consolidates the community and State level financial reports for the State Boar
  • Follows upon fund released from the funding partners
  • Taking charge of receipt, disbursement and accounting duties that maybe assigned
  • Indenting for, controlling and issuing treasury books and forms
  • Performing mechanical accounting and other accounting duties
  • Account reconciliation
  • Interpreting and analyzing final accounts
  • Preparing monthly fiscal accounts and financial statements.

Qualifications

  • A first degree/HND in Accounting, Finance, and other related qualifications, with a minimum of 6 years post qualification experience in financial management preferably in externally assisted projects.
  • Possession of a professional qualification is essential.

 

Job Title: Internal Auditor (Grade level 10-12)

Location: Taraba
Program: Youth Employment and Social Support Operation (YESSO)
Unit: Targeted Grant Transfer (TGT)

Specific Duties of this Position

  • Administratively responsible to the TGT head of unit and technically responsible to the SOCU auditor
  • Ensure that there are adequate internal controls within the project management and processes
  • Prepare annual audit work plan with emphasis on the identified project risk areas
  • Prepare on quarterly basis Internal audit report and submit to SOCU
  • Ensure that expenditures are in line with disbursement categories
  • Pro-actively support and improve project quality assurance
  • Lead and perform the internal audit function of all activities of the Project and review and evaluate the adequacy of the internal control structure as well as records and reports with a view to appropriately recommending improvements to the systems
  • Develop and monitor audit programmes and procedures to cover all financial operations of the TGT.

Qualifications

  • A first degree in Accountancy from a recognized university with a 6 years’ post qualification experience, Possession of a professional qualification is essential.

 

Job Title: Assistant Project Accountant (Grade level 10-13)

Location: Taraba
Program: Youth Employment and Social Support Operation (YESSO)
Unit: Targeted Grant Transfer (TGT)

Specific Duties of the Position

  • Produces timely and reliable financial reports as specified in the Financial Guidelines of the Project;
  • Monitors compliance with budget ceilings in financial operations of the unit.
  • Reviews fund withdrawals from Project accounts to communities; Prepares and processes withdrawal applications to the funding agencies;
  • Participates in the preparation of the annual work plan and budget; Consolidates the community and State level financial reports for the SOCU; Follows upon fund releases from the funding partners:
  • Taking charge of receipt, disbursement and accounting duties that may be assigned; Indenting for, controlling and issuing treasury books and forms;

  • Minimum of 6 years post qualification experience in financial management preferably of externally assisted projects, and ability to handle financial software, to produce and interpret financial reports are essential.

Job Title: Project Officer, Management Information System (MIS) (Grade level 10-12)

Location: Taraba
Program: Youth Employment and Social Support Operation (YESSO)
Unit: Targeted Grant Transfer (TGT)

Duties of this Position

  • Mine data of beneficiaries from SOCU’s Unified Register of Beneficiaries (URB) of IDPs
  • Manage and update the TGT Beneficiaries database in the state.
  • Keeping records arising from data processing operations
  • Taking inventory of data processing supplies and materials
  • Coordinating computer and data control and preparation methods
  • Develops new report formats using existing MIS data and reports using existing MIS format for YESSO.
  • Upgrades and maintains MIS/ IT hardware and software for the PIUs.

Qualifications

  • A first degree/HND in Computer Science, Statistics and Economics from a recognized institution with a minimum of 6 years post qualification experience in related work.
  • Competency in the use of computer and its software is required.

 

Job Title: Project Officer, Training (Grade level 10-12)

Location: Taraba
Program: Youth Employment and Social Support Operation (YESSO)
Unit: Targeted Grant Transfer (TGT)

Specific Duties of the Position

  • Prepares the training plans
  • Responsible for day to day training activities of the unit
  • Updates and implements all training Manuals
  • Supervises orientation programmes for all stakeholders and beneficiaries
  • Prepares submission, including TORS, for any required training for the TGT (staff and beneficiaries)
  • Monitors training delivery.
  • Prepare and submit all required reports
  • Any other duty that may be determined by the Head of Unit.

Qualifications

  • A first degree/HND in Engineering, Law, Purchasing and Supply, Business Administration or any other relevant qualification, with a minimum of 6 years post qualification experience and relevant training in World Bank Group procurement guidelines and procedures.

 

 

Job Title: Unit Head (Grade level 14 and above)

Location: Taraba
Program: Youth Employment and Social Support Operation (YESSO)
Unit: Targeted Grant Transfer (TGT)

Duties of the Unit Head

  • Based on agreed annual deliverables (outcomes and outputs), prepare annual work plans, budgets plan detailing expected as input to the SOCU annual budget and plans
  • Manage the day-to-day activities of TGT
  • Work with LGAs and ward committees on community-oriented interventions or activities
  • Carry out activities in collaboration with other MDAs and private sector organizations
  • Coordinate and supervise the transfer of grants to beneficiaries
  • Coordinate TGT related M & E work
  • Prepare regular reports for SOCU and
  • Disseminate information to beneficiaries.

Qualifications

  • A University degree in Agriculture, Statistics, Social Sciences, Engineering, Extension Services or Project Management, with at least 12 years post qualification experience.
  • Knowledge of computer analysis software is mandatory while previous experience in project monitoring and evaluation shall be an added advantage.

 

Job Title: Gender and Vulnerability Officer (Grade level 10-12)

Location: Taraba
Program: Youth Employment and Social Support Operation (YESSO)
Unit: Targeted Grant Transfer (TGT)

Responsibilities

  • Participate in the development and review of technical documents and ensure they reflect gender and vulnerability concerns in YESSO.
  • Ensure effective means of identifying and main-streaming gender and vulnerable groups in project processes; also, follow up on adherence/compliance
  • Facilitate the development and adoption of gender friendly strategic communication tools and approaches.
  • Maintain links with and update knowledge of other relevant agencies programs and influence processes through adoption of good practices learned from inter-agency collaboration;
  • Support in the identification of research needs emerging from implementation process, especially as it relates to inclusiveness in facilitation and implementation and make suggestions on how to improve GVG main-streaming
  • Contribute to preparation of annual budget and work plan geared towards main-streaming vulnerable groups’ activities;
  • Report writing (Monitoring, Quality Assurance and as may be required)
  • Any other duty that may be officially assigned.

Qualifications

  • A first degree in Sociology, Home Economics, or any of the Social Science related course in a recognized university, with a minimum of 6 years post qualification experience in gender related work.
