Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. We are recruiting to fill the position below:

 

Job Title: Area Manager

Location: Maiduguri, Borno
Designation of Duty Station: Unaccompagnied/non-family duty station
Availability: 1st of December 2019 or earliest hereafter.

Overall Purpose of the Role

  • The Area Manager is responsible for the coordination, management, development and representation of DRC programming in Borno State – Nigeria.
  • The role is a key position for DRC Borno and Yobe State. The position is a full member of the extended senior management team.
  • S/he is expected to be able to work independently under the authority delegated by the Country Director, bring solid management and leadership skills to the job, and the ability to engage and represent DRC with local authorities and other stakeholders.
  • The post will be based in Maiduguri – Borno State – with frequent and extended trips to Damaturu. ideally 80% Maiduguri and 20% Damaturu.
  • The Area Manager is also expected to travel to the deep field offices that includes Mafa, Ngala and Bama – occasionally.

Key Responsibilities

  • Management: Provide, coordination and integration, together with the HoPs DRC, DDG and other senior staff, of DRC activities in the area including, but not limited, to protection, emergency response, food security and WASH;
  • Representation: Act as the main DRC representative in the Borno and Yobe States and attend all relevant forums/meetings including active participation in the Humanitarian Regional Team (HRT) with the objective to strengthen DRC’s position in the area; as well as Develop, implement and regularly revise a DRC engagement strategy and acceptance in the area;
  • Safety and Security: Ensure adherence to security procedures and monitoring developments in the security situation;
  • Finance and Administration: Provide budget monitoring of assigned budgets, financial control in compliance with DRC country office requirements and as per the Operations Handbook;
  • Reporting: Ensure compliance with internal reporting requirements and participate in the DRC internal coordination mechanisms as required.
  • Accountability: Guided by the DRC Programme Handbook, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the area.

Requirements

  • To be successful in this role we expect you to have a high degree of responsibility, flexibility and understanding of complex organizational charts as well as you have a character that can motivate and encourage a positive team spirit.

Moreover, we also expect the following:
Essential:

  • Minimum 5 years’ professional work experience within international humanitarian/development work;
  • Good understanding of displacement issues of both internally displaced and refugees and related international standards/frameworks;
  • Solid project management experience;
  • Extensive experience in representation and networking;
  • Excellent negotiation, advocacy and communication skills;
  • Experience or knowledge of the NE Nigerian context;

Education:

  • University degree in International Relations, Management, Human Rights, Social Science or related field;

Languages:

  • Fluency in written and spoken English

We Offer

  • Contract: 1 year contract with possibility of extension, subject to funding and Performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for expatriate staff. This position is under Employment band M.E level 2

Job Title: Supply Chain Assistant -Procurement /Logistics

Location: Maiduguri, Borno
Designation of Duty Station: Unaccompagnied/non-family duty station
Availability: 1st of December 2019 or earliest hereafter

The Position

  • Supply Chain Assistant – Logistics & Procurement reports directly to the Support services team leader.
  • She/he must be able to provide support to the SSTL to ensure rapid delivery of procurement and logistics needs for project implementation whilst ensuring best practices and maintaining audit-compliant records.

Main Responsibilities
Support Assets Management:

  • Maintain the records of Assets, Equipment for Abuja office, in line with the Assets recording system for the country program.
  • Ensure that the assets that are issued to staff are authorized, recorded and necessary paperwork exists as per the DRC policy.
  • Ensure that all assets are properly maintained and looked after. Any misuse and abuse are reported to the Support services team leader and to the Supply Chain Coordinator – Logistics

Support Inventories and Stock Management:

  • Ensure that all stock items are properly stored and correctly recorded as per the guidelines and the stores are well maintained.
  • Ensure that the movement of inventories to or from the stores are correctly documented; authorized and file as per procedures.
  • Inform the relevant Programme staff/managers upon the receipts and dispatches and coordinate with them.
  • Allow requesters inspection of items upon delivery for quality
  • Ensure stocks Reports are shared with the line manager monthly basis and per request.
  • Do stock inventory and update stock report on a regular basis

Support Base and Guesthouse Management:

  • Ensure office and Guest Houses are well maintained. Cover all Electricity, Plumbing and Carpentry needs
  • Organizing Dislodging and Waste disposal in all locations
  • Engage and Supervise work of suppliers
  • Maintenance and repair of A/Cs

Fleet Management:

  • Updating daily vehicle movement schedule and records and assigning of all mechanical transport as required.
  • Compile regular fuel consumption reports and monthly vehicle utilization analysis
  • Arrange for transportation of goods as required and ensure accurate documentation maintained.
  • Arrange for the distribution of programme supplies as per plan and coordinate with programme teams.
  • Ensure safe transportation of programme mail pouches to the field offices and the relevant procedures are adhered to by the drivers and mail carriers.

IT:

  • Ensure internet is operational at all times, and breakdowns are addressed without delay.
  • Ensure that software and licenses are in place and in line with SCI IT policies and guidelines.
  • Ensure back-up of document in office and support field offices in doing the same.
  • Hardware management and maintenance IT equipment.
  • Local access to all computers including printers, and Internet Access.
  • Reduce outsourcing IT services, such as printers and photocopiers wireless connectivity and preventive maintenance.

General Work and Filing:

  • Implement standard DRC logistics systems and procedures
  • Ensure health and safety policy is implemented and matters related to are reported to the designated responsible manager.
  • Provide technical inputs on procurements related to vehicles, generators & power systems and other technical items required for logistics operations.
  • Ensure all paperwork is kept according to DRC’s policies and procedures of and filed neatly with supporting documents in respective files.
  • Undertake any other reasonable duties as requested by line manager, where they do not contradict the organization’s policies.

Key Requirements
Essentials:

  • 1-2 years’ work experience in Logistics/procurement, Supply Chain, Fleet Management, IT
  • Knowledge & experience in dealing with service providers
  • Very good IT skills

Desirables:

  • Understanding of procurement, warehousing, supply chain, fleet management & inventory.
  • Experience in working with NGO/INGOs
