Role Purpose

  • The Child Protection (CP) Manager will be based in Borno State and is the sectoral manager of all child protection implementations in the Humanitarian Response, NE Nigeria
  • The overall aim of the CP Manager is to manage the CP team and ensure CP interventions are in line with Save the Children and donor guidelines;
  • including assessment, design and managing staff to initiate quality interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect
  • The post holder is responsible for ensuring that quality programmes are implemented and capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses in NE Nigeria
  • The post holder is expected to also support on proposal writing and is responsible for programme reporting, programme design and capacity building of staff
  • The manager will support in the development of the sector strategy and will represent Save the Children in coordination groups and support fundraising, recruitment and procurement.

Key Responsibilities include:

  • Manage team of child protection, case management and child protection information management teams.
  • Lead on child protection assessments and implementation using Save the Children assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit adapting the tools as necessary. The manager will coordinate with other Save the Children thematic areas to ensure integration, attend and be active in the Child Protection Working Group, and other external sector agencies.
  • Integrate quality child protection programming throughout the response and across sectors in the NE. Including in the areas of:
    • Emergency family tracing interventions and alternative are options for unaccompanied and separated children, utilizing tools within the  Inter-Agency Child Protection Information Management System;
    • Prevention and response to child recruitment including advocacy and disarmament, demobilization and reintegration initiatives;
    • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV);
    • Prevention and response to the main risks for children’s exposure to physical harm;
    • Prevention and response to all forms of exploitation including harmful child labour and child trafficking; and
    • Integration of child protection in to other core sectors.
  • Ensure quality delivery of programme activities, for example, monitoring against log frames and reporting on the BvA.
  • Preparation of timely programme and donor reports for child protection project activities in compliance with internal and external requirements.
  • Working closely with the human resources team, identify child protection staffing needs for the emergency programmes, and facilitate rapid recruitment, induction and training of new staff.
  • Identify child protection programme supply needs and work with logistics team to put in place a sensibly phased procurement plan.
  • Ensure quality and comprehensive case management systems are in place to support UASC and at risk children.
  • Anchor the development of contextual manuals for foster care placement, case management tools, child friendly spaces, child protection committees, for use on the field.
  • Ensure quality of child protection activities implemented on field.
  • Ensure the coordination of case management and Child Protection Information Management System (CPIMS) database activities for quality reporting.
  • Ensure that the concept of confidentiality and do no harm are integrated into programming.
  • Working closely with the Monitoring & Evaluation team to put in place a child protection M & E plan, ensuring this links to reporting requirements, and capacity build child protection.
  • Put in place accountability activities for child protection, ensuring that feedback from all relevant stakeholders is considered in programme design.
  • Ensure the child protection response complies with the Minimum Standards for Child Protection in Humanitarian Settings, the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

  • Identify learning and training opportunities for child protection staff and partners and work as a mentor and role model.
  • Build capacities of government and ministries staff.
  • Build capacity of local partners’ staff.
  • Build capacity of other core sectors for fluid integration.

Representation & Advocacy & Organisational Learning:

  • Ensure that Save the Children’s work is coordinated with other agencies and the government; take a leadership role in the Interagency Coordination forums to ensure children needs of children are addressed. This may involve taking the lead in the Child Protection Working Group, cluster and/or sub-groups.
  • Take steps to document lessons learned for wider dissemination.
  • In collaboration with senior programme staff, play a lead role in child protection advocacy activities targeting decision-makers.
  • In collaboration with Save the Children colleagues feed in learning experiences and evidence to relevant global child protection advocacy objectives.
  • Identify opportunities and material to contribute to external communications and media work, acting as a spokesperson when required.
  • Prepare reports to donors to ensure that correct and appropriate sector information is included.

Scope of Role

Qualifications and Experience
Required:

  • Significant management experience (of at least 5 years) working in an emergency response contexts or fragile states in the area of child protection
  • Education to B.Sc/B.A/B.Eng/M.Sc/M.A/M.Eng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
  • Previous first phase emergency response experience is essential
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
  • Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, MRM, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.
  • Previous experience of managing a team and of project management

Role

  • The Program Operations Manager (POM) is responsible for the direct oversight and overall management of SC’s humanitarian projects in northeast Nigeria.
  • The POM supports the Humanitarian Response Team Leader (RTL) and the Humanitarian Director by providing information on the progress of the programmatic interventions, providing direction to individual Sector Managers  on their projects and ensuring a multi-sectoral and/or integrated approach across programmes where feasible.
  • The POM’s role includes supporting the Humanitarian RTL and the Humanitarian Director to identify needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children Nigeria SMT and regional response priorities.
  • The post-holder will take part in developing the response strategy and identification of the necessary resources for the response.
  • In coordination with the PDQ Team (TAs), the POM will support Sector Managers to incorporate the relevant thematic advisory to provide appropriate design, training and MEAL functions for programming in North East Nigeria.
  • The POM will establish working relations with other agencies, looking for opportunities for partnership and harmonisation of approach and with donors to ensure resources are made available to the response.
  • The POM will negotiate the positioning of the humanitarian response within the Country Programme and support the Humanitarian Director-  HD Humanitarian – RTL to ensure the suitable resourcing of the response, manage programmes or country support functions and negotiate and network at an international level.
  • They will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place.
  • The post holder will play a strategic role in defining the effective scale up and management of Save the Children emergency programme to maximise impact and enable positive change for children.

Main Responsibilities
Programme Support:

  • In collaboration with the Humanitarian Director and Response Team Leader, assume overall oversight of the programmatic side of the SC Nigeria humanitarian response.
  • Ensure the large number of multiple grants (across the 5 sectors), contribute to the achievement of the response strategy ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
  • Ensure the integration of other sectors to strengthen the quality and geographical coverage of the humanitarian response to include new areas of need and additional sectors like early recovery/resilience
  • Take overall leadership and oversight on the management of response budgets of US$ 34 million of annual budget, keeping relevant stakeholders informed and ensuring any corrective actions are taken to meet donor guidelines
  • Review all donor project reports as per the reporting matrix and work with the respective Sector Managers to finalize drafts at field level before submitting to CO and SC Member
  • Ensure all donor project reports meet the respective donors’ guidelines
  • Support on the revision of the response master budget for the Nigerian response, based on direction from the Team Leader and Director for Humanitarian Programme.
  • In coordination with the TAs and the awards team, ensure the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Work with the TAs develop scaling up plans for programming, based on existing Nigerian experience and the experience during the early months of the response
  • Establish project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning.
  • Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Safety and Security Managerin Borno.
  • Through embedding direct and remote processes into each sector programme design, ensure strong accountability to beneficiaries
  • Plan, identify and resource appropriate and effective structure & staffing needs for entire response (including ensuring that personnel policies are in accordance with national laws)
  • Perform other tasks as outlined by the line manager

Capacity Building:

  • Coach and train Sector Managers on PCM to ensure coherent project management
  • Ensure that all programme designs and budgets sufficiently incorporate pre-deployment training requirements and capacity building plans and performance management systems are in place. Ensure training plans include capability statements and measuring systems to allow the development of the requisite competencies in staff at each level to ensure timely delivery of a quality of response
  • Coach and mentor international and national staff and partners and link in to wider organisational talent development mechanisms.

Representation & Advocacy & Organisational Learning:

  • Represent Save the Children’s emergency response on a national, regional and international level to donors, the media and members of the humanitarian community.
  • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed
  • Regularly undertake high level representation and advocacy with Government partners and officials as well as donor representatives. Establish systems for communication with local Government partners, relevant line departments and community representations in the project area(s).

Qualifications and Experience
Essential:

  • Extensive experience 5 years and above of working within a middle or senior management role within a complex country programme with an iNGO  in an emergency response or fragile state
  • Previous experience of managing programme teams in large-scale first phase emergency response is essential
  • Education: MA / MSc level (or equivalent field experience)
  • Middle or senior management experience of multi-national, multi-sector team.
  • Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of USD 5m+ in a first phase response at regional or country level

Role Purpose Description

  • The MEAL Manager leads the development and implementation of the Accelerating Nutrition Results in Nigeria (ANRiN) project MEAL and research framework that will generate evidence, maintain accountability standards and ensure effective monitoring, evaluation and learning of the health theme.
  • S/he will be responsible for ensuring that the quality of monitoring, evaluation and research for the project system is in place to generate evidences on the impacts and learning of the programme.

Key Areas of Accountability
Programme Quality- ANRiN:

  • Provide high quality MEAL technical leadership, support and capacity building to implementation team.
  • In collaboration with the programme team, develop a MEAL plan, as well as an ongoing research programme to support an evidence and learning agenda and a process for knowledge sharing between SCI, stakeholders and partners
  • Lead project, national/global reporting processes and contribute to high quality project reporting, leading in data quality assurance and compliance with reporting requirements.
  • Develop, review, adapt, catalogue and ensure utilisation of standardised project assessment and monitoring tools, manuals, guidelines, trainings and protocols.
  • Develop and increase utilisation of accountability approaches, such as participation, complaints and response mechanisms.
  • Ensure the integration of project information management with the national Management Information System (MIS) as required.
  • Keep abreast of MEAL sector trends and developments, for example in remote monitoring, and adapt and promote introduction of new methodologies, technologies, innovations and best practices.
  • Formulate key program questions that will help to advance the evidence base, and lead design of targeted evaluations (including but not restricted to baseline, midline and end line evaluations) and pieces of operations research.

  • At least 5 years of progressive experience of monitoring and evaluation (Minimum of 8 years’ experience in the development sector) in public health/nutrition or any large social sector programs
  • In-depth knowledge of M & E techniques and methodologies including knowledge of conducting operations research, household surveys and qualitative assessments; data analysis, interpretation and reporting;
  • Proficient with analytical tools and softwares such as Stata, SPSS, MS Excel, etc.
