Job Title: Logistics Officer

Job Summary

  • You will coordinate the implementation of all day-to-day logistics activities to ensure all programs and operations have the goods and services needed when they need them in support of high-quality programs serving the poor and vulnerable
  • Your knowledge and experience will allow you to coordinate commodity and logistics needs and challenges and the implementation of solutions, as you apply the principles of stewardship, integrity, transparency, and accountability.

Specific Responsibilities

  • Coordinate with supply chain team and relevant programming staff on logistics services that meet pipeline requirements. Help identify challenges in supply chain management and provide recommendations to address those.
  • Support the implementation of delivery operations from arrival of goods in-country (or local purchase point) to the warehouses and on to the final distribution centers in accordance with CRS and donor regulations and international and local supply chain standards and requirements.
  • Collaborate and communicate with the procurement team to ensure they receive timely purchase requisitions with comprehensive specifications, delivery schedules, and other terms and conditions, including for labeling, branding, and marking.
  • Provide regular coaching and support to CRS and partner staff and laborers to ensure they have the capacity to implement accurately, consistently, and transparently commodity logistics processes and to abide by security, safety, and health requirements.
  • Help coordinate and supervise activities related to commodity receipt, transportation, distribution, and disposal. Liaise with surveyors, C&F agents, the Transport Officer, partners, and other parties to ensure the timely receipts and distribution of goods.
  • Maintain updated files with all required logistics documents and ensure all supply chain management activities and movements are fully and accurately documented. Prepare and/or review all reports prior to submission per distribution requirements.

Qualifications and Skills

  • Bachelor’s Degree in Supply Chain or other relevant Degree preferred. Professional certifications(s) in supply chain or equivalent field strongly preferred.
  • Minimum of 3 years work experience in supply chain, logistics, procurement management, preferably with an international organization
  • Knowledge of political dynamics along the chain, infrastructure, market knowledge, as well as related laws and regulations.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio). Experience with commodity tracking systems is a plus.
  • Good planning, coordination, prioritization, and time management skills
  • Good analytical skills with ability to make independent judgment and decisions

Job Summary

Specific Responsibilities

  • Includes working with the Travel and Fleet Manager
  • To develop vehicle scheduling system in order to keep costs to the lowest possible
  • To ensure CRS fleet operations adhere to local and national traffic laws and regulations by proactively seeking regular updates from relevant government authority
  • To design a suitably staffed and equipped transport function to support the CRS vehicle operations and policies.
  • To ensure comprehensive vehicle tracking mechanism is in place to ensure daily vehicle check-up is done, mandatory periodic maintenance service is completed, repairs are made immediately, and unidentified operational gaps are addressed.
  • To Implement and direct CRS standard Vehicle policies and procedures, with particular attention to safety and security issues.
  • To manage and be accountable for the vehicle fleet, ordering and inventory management of all vehicle related parts and consumables, including fuel.
  • Focal point for all purchases in fleet unit. Raising RFGSs for vehicles spare parts and vehicle repairs.
  • Ensure the correct and timely routine maintenance and repair of vehicles.
  • Ensure that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance).
  • Inspect and record condition of vehicles, by maintaining weekly checklists file and ensuring that Vehicles log books are accurately filled.
  • keeping accurate record and monitoring system on fuel consumption.
  • Any other duties as may be assigned by the supervisor.
  • Generate, maintain and circulate appropriate fleet reports (Vehicle Movement Plan, Vehicle Rental, Vehicle Repair and Maintenance, Fuel Consumption, etc.) to line manager and relevant staff as needed

Qualifications and Skills

  • A university degree or HND in Administration or other Social Development courses.
  • Minimum 2 years working experience in travels or logistics capacity.
  • Ability to communicate in English Language is essential.
  • Minimum of two years continuous administrative responsibilities.

  • Relevant demonstrated experience in logistics and administration.

Job Title: Consultant – Livestock Value Chain and Market Analysis

Background

  • USAID Nigeria awarded the 3-years WATER FOR AGRICULTURE ACTIVITY to Catholic Relief Services – Nigeria Program on July 15, 2019. The goal of this activity is to develop and implement interventions that will sustainably increase water availability and management towards increasing agricultural productivity of smallholder crop farmers and livestock herders in Borno, Adamawa and Yobe (BAY) states in Northeast Nigeria
  • This effort will contribute to CRS’ agriculture and livelihoods signature program area and ongoing efforts to promote resilience, recovery and development within Nigeria and neighboring Lake Chad Basin countries.
  • WFA will target at least 50,000 livestock herders and 4,000 smallholder farmers across 7 Local Government Areas (LGAs) – Jakusko and Bursari in Yobe State; Kaga, Biu and Kwaya Kusar in Borno State; and Gombi and Mayo Belwa in Adamawa State
  • WFA will improve access to water for smallholder farmers and livestock herders while strengthening water governance and improving their farm and livestock productivity through market-driven approaches.

Primary Purpose
The specific objectives of the study are as follows:

  • To gain an overview of the livestock sector, including the production system and productivity;
  • To characterize the livestock holdings of herding households in the selected grazing reserves;
  • To determine basic characteristics of the socio-economic conditions and livelihoods of the herding households in the selected grazing reserves; and
  • To analyze and map the major livestock value chain activities in the selected grazing reserves. These activities may include, but are not limited to livestock rearing, green pasture production, livestock feed processing, meat processing, milk production, milk processing, cottage yogurt production, etc.

The successful consultant will undertake the following:

  • Carry out a desk review of available livestock sector data in the BAY states and local government areas.
  • Recruit and train qualified enumerators for the field exercise.
  • Supervise all aspects of data collection.
  • Carry out data analysis and interpretation.
  • Submit inception report, first and final drafts of reports of the study.

Required Qualifications

  • A University Degree in Animal Science, Animal Production & Health, Agriculture, Veterinary Medicine or any other related course.
  • A relevant Postgraduate Degree in Animal Science, Agric Economics or other relevant fields with 10 years post graduate experience.
  • The consultant should be registered and up to date in the membership of a relevant professional body.
  • The consultant should also have good working knowledge of livestock value chain and market analysis.
  • The consultant should have vast experience in conducting research, use of data collection tools.
  • The consultant should be conversant with the working conditions of the project location.
  • Knowledge of English language and excellent English writing skills are mandatory.
  • Capacity to self-manage, work independently and remotely and deliver on time.
  • Excellent organizational skills, including time management, and ability to work independently (seeking clarification when needed in a timely manner) and to meet deadlines and work under pressure.
  • Experience in a similar role with an INGO or a USAID-funded project is desirable.

Payment Schedule

  • CRS will pay a consultancy fee based upon a mutually agreeable daily consultancy rate. Logistics for field trips will be arranged separately. CRS will reimburse operational and logistical costs if they are identified and approved by the Consultancy Manager in advance.

Primary Purpose
The Consultant – Supply Chain Management is responsible for the following:

  • Support the collation of data, computation and analysis of the quantities of all health products (LLINs, ACTs, RDTs, AI, SPs) procured, received in-country, and distributed under the malaria program up to the health facilities, based on data from proofs of deliveries.
  • Support the review of Last Mile Distribution (LMD) plans, collate and archive LMD orders and PODs for the various states
  • Support quarterly inventory count of routine health products at state and axial warehouses
  • Support the bi-monthly facility data spot checks in the 13 states to verify that entries on NAVISION are accurate for timely feedback to SR and states
  • Support the team in reviewing reports from the Sub-Recipients and Chemonics (SCM service provider), and other routine reports e.g. TWG meeting reports, LMD spot check reports, stock status reports, data triangulation reports etc. for timely feedback
  • Support the team in supply planning – obtain commodity pipeline information necessary for operational planning and decision making
  • Support the team in inspecting and receiving inbound commodities.
  • Support the Supply Chain Management component of LLIN Campaigns, including (but not limited to) inventory management, commodity accountability, tracking of campaign materials and commodities, and reverse logistics
  • Responsible for reviewing and documenting tracking tools (PODs, waybills for Macro and Micro Logistics) for all Supply Chain Management activities
  • Responsible for receiving, reviewing and registering of LLIN Campaign materials at the central level, and keeping of repository database for the tracking tools such as e-copies of waybills and PoDs for LLIN delivered to the campaign States
  • Other roles as assigned by the Line Manager

Required Qualifications
Education:

  • Minimum of H.N.D / BSc in Health-related course or Social Sciences
  • Minimum of one-year post-NYSC work experience in supply chain or logistics or program support, preferably with an International NGO.
  • Training on supply chain management preferred.
  • Very good knowledge of Microsoft Office applications and computer software – MS Office and excel especially.

Required Skills & Qualifications:

  • A Bachelor’s Degree in Health, Social Science or related discipline plus a Master’s Degree in Public Health or its equivalent
  • Minimum of 5 years of experience in HIV / AIDS programming
  • Minimum of 2 years in the developing world in project management positions with progressive technical and management responsibilities.

Job Summary

  • The Senior Technical Specialist MEAL takes the lead in planning the 4GATES baseline and final evaluations with MEASURE Evaluation, coordinates with Federal Government of Nigeria (FGN) officials and CCFN on the use of and updates to NOMIS; liaises with MEASURE and CCFN to support training in NOMIS at the State, LGA and CSO levels and integration of new modules; and actively engages in the Core VC M&E Technical Working Group (TWG).
  • The Senior Technical Specialist MEAL leads the development of the 4GATES Strategic Information System (SIS) and oversees data quality at all levels. The Senior Technical Specialist MEAL is responsible for M&E capacity strengthening of CSO sub grantees and overall collection, quality, analysis, use and reporting of data according to reporting requirements of the GON and PEPFAR.

Qualifications and Skills

  • Master’s degree in Health and or Public-Health oriented field, Epidemiology, Statistics, Health Informatics or related social science.

  • Minimum of six years’ experience in monitoring and evaluation, including at least 4 of the following:

  • Minimum of 8 years of experience in HIV/AIDS and OVC programming.
  • Minimum of 5 years in a PEPFAR funded HIV/OVC Program.
  • Demonstrated knowledge of CDC PEPFAR project/awards management including CDC PEPFAR rules and regulation and reporting requirements.

Job Title: Technical Specialist, MEAL

Job Summary

  • The Technical Specialist (TS) MEAL OVC will support 4GATES objectives and strategies to strengthen MEAL system for OVC programs at the state level
  • S/he will coordinate M&E activities and structure in the state through collaboration with State Ministries of Women Affairs and Social Development (SMWASD), OVC networks (AONN) and other relevant stakeholders in the development of workplans, activity calendars, towards efficient and effective overall MEAL plan implementation in the state. The position will report to the Abuja-based STS MEAL OVC.
  • Furthermore, the STS will provide technical support for the effective functioning of the National OVC Management Information System (NOMIS) at levels in the state (CSOs, State Ministries, 4GATES office) while also strengthening strategies to promote data management and data demand and use
  • In addition, s/he will ensure the mentoring, couching and capacity building of state level MEAL team to be able to report quality data using a set of OVC key performance PEPFAR MER indicators and Nigeria-specific (custom) indicators 4GATES headquarters and other relevant OVC stakeholders during the reporting cycles and whenever the need arise, and in a timely manner.

Qualifications and Skills

  • Bachelor’s Degree in Social Science with emphasis in community-based (or OVC) Development Programme, Public Health, Statistics Or Any Development related fields.
  • Demonstrated skills in M&E, data management and quantitative and qualitative research methodologies.
  • Demonstrated ability to work effectively with government and CSO/FBO partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  • Proven leadership and inter-personal skills for effective team work; as well as the ability to work independently on a frequent basis, taking initiative, working under pressure, managing a variety of activities concurrently, and delivering outputs on schedule.
  • At least 5 years of professional experience in implementing M&E for programs related to Health, HIV, OVC, TB, agriculture or food and nutrition security programming, of which at least two year with a NGOs.
  • Experience in managing a broad-based database, data management applications, statistical packages and MIS including: MS Office (Excel, Access, power point), NOMIS, Power BI, STATA, SPSS.
  • Ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  • Ability to support partners working at a distance to achieve results against program objectives / targets.

Job Summary

  • The Senior Technical Specialist Case Management/ Referral Coordination will provide technical coordination and for quality assurance for the 4GATES project strategies towards strengthening case management and referral coordination in Enugu, Delta and Imo States. He/she will ensure that 4GATES strategies are aligned to national and international evidence based technical strategies.
  • The Senior Technical Specialist Case Management/ Referral Coordination facilitates collaboration between the 4GATES project and technical teams of Government coordinating structures and PEPFAR OVC Implementing partners.
  • S/he will oversee the OVC Case Management & Referral Coordination strategies and provide technical leadership in implementing and monitoring project deliverables and outcomes and ensure project outputs are provided as per the agreed work plan.

Qualifications and Skills

  • A Bachelor’s degree in Health, Social Science or related discipline plus a master’s degree in Public Health or its equivalent.
  • Minimum 7 years of experience in HIV/AIDS programming
  • Minimum 4 years in the developing world in project management positions with progressive technical and management responsibilities.
  • Experience working in PEPFAR pediatric HIV and OVC programming.
  • Strong background in program implementation; experience in supervising and providing technical assistance for roll-out of evidence-based HIV and OVC programming strategies.
  • Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training
  • Technical experience with programming to address cross-gender issues and concerns among children and adolescents is highly required.
  • Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
  • Strong communications and presentation skills; able to develop tailored and persuasive messaging for varied audiences.
  • Experience managing teams and building partnerships in complex situations
  • Proven leadership qualities, depth and breadth of technical expertise and experience, and strong interpersonal skills.
