Job Title: ICT Officer

Job Description

  • NRC is looking for an ICT Officer for our field office in Maiduguri Borno State in North-East Nigeria.
  • The ICT Officer is responsible for the overall establishment and implementation of NRC Information & Communication Technology systems and procedures in Maiduguri.
  • S/He will assist day to day management of IT functions, ensuring the proper functioning of LAN, Server, E-mail system and internet connectivity.
  • S/He will provide timely end-user computer support, ensure that Hardware, printers, and software resources are available and that the office is complying with NRC ICT policies, rules and procedures.
  • The ICT Officer reports to the ICT Coordinator.

Duties and Responsibilities

  • Adheres to and supports the implementation of NRC ICT policies and procedures, handbooks and guidelines.
  • Visit NRC field offices to provide support for internet setup in new bases according to ICT-HO Standards.
  • Submit visit report as per NRC standards highlighting the key technical recommendations for the future and keep the track.
  • Provide IT support to all NRC offices in Nigeria this includes country, area and field offices
  • Ensure ICT equipment’s, hardware, software, and other resources are timely made available and well maintained
  • Troubleshoots, diagnoses problems, implements corrective action & procedures, monitor and facilitate repairs.
  • Sets up and configures general hardware, peripherals, and accounts assigning security level;
  • Monitors, operate, and maintain a reliable internet and network system (connectivity, assigning access level…),
  • Implement NRC filing system (electronic files) at country level as per defined NRC standards
  • Provide IT support and capacity building to users on hardware, software, peripherals and other ICT resources (internet, e-mail, intranet…)
  • Keep track and ensure proper handover, including signatures for all mobile equipment.
  • Work with Logistics to ensure that ICT Equipment is tagged and any Loss/Damage is reported in with accuracy. Interact with external parties as and when required (for example contracted service providers for the Internet) to ensure NRC is enjoying the required services in an optimum manner.
  • Identify ICT problems, develop and implement technical solutions for example to meet Programme and Monitoring & Evaluation specific needs
  • Maintain an accurate ICT asset management system and documentation at the Country office level
  • Ensure anti-corruption, transparency, and cost efficiency principles in all processes.

Qualifications

  • Bachelors’ Degree in Computer Engineering or equivalent
  • At least two years of working experience in a similar position in a humanitarian/recovery context preferably with a similar organization like NRC
  • Documented experience in related to network management and cloud networking
  • Documented results related to the position’s responsibilities
  • Previous experience from working in complex and volatile contexts
  • Good knowledge of the Nigerian context (internet services, Networks, software/hardware authentication)
  • Office organization skills,

  • The role of the M&E Manager is to establish and implement systems that promote evidence-based decision-making, program and project performance, and internal management.
  • The M+E Manager will contribute to quality programming through supporting access to and use of relevant and timely information on program scale, relevance, and effectiveness.
  • Within this context, the M+E Manager will provide technical support to in-country staff pertaining to M+E and build capacity in the country mission by identifying and supporting the implementation of effective, cost-efficient and meaningful M&E systems.
  • The  Manager reports to the Head of Programs.

Duties and Responsibilities

  • Line management for project staff leads the process to establish country office and area office program level M&E and accountability (Community Accountability Response Mechanism) systems.
  • Lead the development of guidance and frameworks for the country and area office procedures, policies and processes that assist in institutionalizing and supporting M&E.
  • Participate in program design and proposal discussions, including the theory of change development, log frame design, and budgeting for M&E.
  • Participate in Country Office, and Area office strategy discussions to ensure M&E remains a high priority in the programme.
  • Provide leadership, support to technical advisors, project, and area managers in planning and standardizing M&E across projects.
  • Support project managers and coordinators through the development of data collection methodology and tools, and systems for on-going data analysis.
  • Develop a data management system for programme and M&E data.
  • Ensure that monitoring data are fed into management decisions and used in programme management.
  • Capacity building and training of program and M&E support staff on M&E technical and conceptual areas.
  • Lead internal improvement processes (M&E matrixes, Macro Log Frames etc.) according to need.
  • Encourage and support the absorption of lessons and recommendations at the country office, and area office level, emerging from various AO (grant reviews, after-action reviews, grant closures) and CO events (evaluations, assessments, technical visits, learning reviews)
  • Facilitate data analysis and improving program staff data literacy (and usage of the institutional platform geared toward this) that supports strategic decision making,
  • learning, and accountability.
  • Encourage community meetings/orientations at the project start-up.
  • Support M&E teams, technical advisers and project managers/coordinators to ensure that CFRM is in place for each project, well understood by the team members/partners, and communicated to the beneficiaries.
  • Manage CFRM, categorization, sharing with relevant stakeholders, closure, and reporting.
  • Supervise, support and mentor M&E Coordinators/Officers in executing M&E plans, M&E and Accountability systems.

Qualifications

  • At least 2-3 years experience in creating and leading the implementation of M&E systems for an international NGO
  • At least 5 years experience working in an emergency or post-conflict setting Thorough experience with and knowledge of  principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High-level English language proficiency (speaking, reading, writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

  • Collaborates with counterparts in the CWA region and the Technical Line on regional ICT initiatives

  • Deploys and guarantees availability, smooth operation and optimum use of the ICT infrastructure, resources and services within the country: Internet connections (fibre, radio, VSAT), access to cloud applications, data storage and backup on the Cloud (O365), Cisco Meraki networks, UPS and backup power systems, security of ICT installations (air conditioning, electricity, physical access), desktop computers and laptops, smartphones, software and mobile applications
  • Enforces data protection and ICT security policies within the country
