Job Title: State Coordinator

Job Purpose

  • To provide effective supervision and coordination of the state based core-monitoring activities according to processes, procedures and plans. Will give specialized support and technical Data analysis to State-based activities and update the Project manager on monitoring activities that effectively meet core objectives of Third Party Monitoring Intervention in North-East Nigeria with keen interest in administering the measures put in place to achieve the pre-set outcome and output indicators of the programme.

Job overview

  • ADRA is seeking for an experienced Monitoring, Evaluation and Learning (MEL) personnel to lead the implementation of and improve the Performance Reporting System/Monitor requirements for the Program and donor reporting requirements.
  • The M&E personnel will collaborate with programs staffs to ensure timely execution of deliverables in accordance with the approved work plan, and ensure that Program feedback is appropriately communicated to the stakeholders and integrated into revised work plans.

  • Collect and give feedback from assigned state field program technical teams on the functionality of the monitoring activities and ensure that communication is efficiently delivered to the Project Manager and head of programs.
  • Ensure data in Performance Reporting Systems are correctly and timely up-to-dated, accurate and reliable; update as necessary with changes in indicators and feedback from the programs teams and stakeholders in collaboration with other State stakeholders including Partner office representatives.
  • Support the Management teams with data cleaning, data validation, data analysis, and data visualizations during Reviews, Assessments, Performance and Plan Reporting and other reporting needs.
  • Conduct training for field staffs on data entry, data analysis, data visualizations, and how to maximize the functionality of the M&E activities.
  • Coordinate weekly with Project Manager to determine priority tasks. Ensure the programs team is aware of and up to date on all M&E tasks and reports.

  • Participate in professional training and development activities, as necessary and carry out step-down support to field staffs.
  • Share management observations from monitoring work with senior Project Management and initiate solution when findings demonstrate questionable actions.
  • Identify lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in Final Evaluation Reports.

Qualifications

  • First degree in International Development, Social Science, Economics, or related field is desired. Relevant experience in management and field monitoring, evaluation design, empirical and statistical analysis, management information systems and/or information management design is required.
  • Proficiency at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.
  • Minimum three (2) years of professional experience in developing and performing managing M&E function with bias to humanitarian responses.
  • Strong attention to detail, and statistical, analytical, and visual capabilities for various data types.
  • Ability to multi task and balance competing priorities from a variety of stakeholders and program needs.
  • Ability to use advanced data collection tools/gadgets and interpret coded data generated by data colleting gadgets like Kobo tool.
  • Ability to interpret and visualize time series indicator performance data
  • Strong leadership and organizational skills to track challenges and manage human resources through alliances.

Job Purpose

  • Under the technical supervision of Safety and Security Liaison Manager, and direct supervision of the Base Manager, the Safety & Security Assistant will assist in building up the capacity, awareness and preparedness of staff to deal with security-related risks, threats and incidents through the delivery of high quality, regular trainings or briefings to national and international staff and ADRA visitors within he area of responsibility.

Specific Duties & Responsibilities

  • The Safety and Security Assistant will maintain a high level of contextual awareness of his / her operating area and strong coordination with Program and Operations support teams at the Field level.
  • He/she will form a wide web of network to proactively collate and source for relevant security information.
  • The Safety and Security Assistant will assist Base Manager and Safety and Security Team in conducting collaborative security risk assessments with all field-based staff in line with the standard ADRA security management structures.
  • The Safety and Security Assistant will support Base Office Manager in enforcement and implementation of existing SOPs and other risk mitigation plans guide by the acceptance, protection and deterrence strategies.
  • The Safety and Security Assistant will act as a liaison link between ADRA and other external security functionaries within the areas of responsibility, represent ADRA in security forums as directed by supervisor to objectively ensure that the operations and program needs of ADRA are well addressed.

Qualifications and skill

  • A Higher National Diploma or Advanced Diploma in Security Operations and Management / Criminology / Disaster Management / Public Administration / International relations / Business Administration / Education – Languages or a field related to humanitarian work.
  • A bachelor’s degree in similar field will be added advantage.

  • Ability to comprehend security related subjects such as threat / risk assessment, security management, and personal and organizational physical security awareness.
  • Previous services with any of the Nigerian Disciplined forces (Police, Army, NSCDC, etc) will be a desired advantage. Certificate of discharge or recommendation from immediate supervisor will be required as proof.

Job Purpose

Organizational Context

  • The Project Accountant will be based in the ADRA Nigeria Sub- Office in Maiduguri. The position will require frequent travels to ADRA Nigeria field offices / sites outside Maiduguri in other field offices Borno in Nigeria and might require some times long stay away from the Sub-office.
  • The Project Accountant will typically report to the Programs Manager and will have a reporting relationship with the Finance manager’ office.
  • S / he will be in charge of the finance operating of the program and shall form part of a finance team in a Country Office.
  • He / she will provide general financial support in Sub-Office and field offices.

Job Purpose

  • To support the stewardship of ADRA Nigeria’s resources, monitoring budgets, forecasting, analyzing, reporting and providing core administrative and programmatic financial support to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible.
  • Ensure proper financial operations and regulatory compliancy adherence for all the financial transactions made.

Experience:

  • At least 2 years of progressive experience in financial accounting, budgeting and administrative functions.

Organizational Context

  • The job is found primarily in ADRA Field based Offices, and jobholders typically report to Field State Coordinators.

  • Jobholders are expected to produce organized and accurate monitoring and evaluation technical work and reports on daily basis to State coordinator.

Job Purpose

  • Supervise the activities of all field monitors assigned in the LGA at different locations.
  • Monitor the planned movements and distribution of food or non-food items, cash transfers and reporting issues or discrepancies to the Field supervisor for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with required standards.
  • To perform administration and planning of all monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance programs to beneficiaries.

  • Ensure collection of feedback from state coordinators and field program technical teams on the functionality of the programs activities and ensure that communication is efficiently delivered to the head of programs and to the donors where possible.
  • Ensure that TPM project objectives are achieved through the hired personnel and data in Performance Reporting Systems are up-to-date, accurate and reliable; update as necessary with changes in indicators, processes and feedback from the programs teams and stakeholders.
  • Supervise and administer the field technical teams with proper collaboration of the teams, with emphasis on data validation, data analysis, and data visualizations during Program Reviews, Performance and Plan Reporting and other reporting needs.
  • Ensure and approval of training planning for field program staffs on data entry, data analysis, data visualizations, and how to maximize the functionality of the M&E activities.
  • Manage the ADRA TPM system, anticipate challenges and administer creative, efficient and effective solutions before they occur.
  • Ensure proper routine coordination with TPM M&E teams, and State Coordinators to determine priority tasks. Ensure the programs head is aware of and up to date on all M&E tasks and reports.
  • Conduct site visits during the project implementation phase for each component in assigned locations in accordance to approved work plans by the Area coordinator and ERC’s office.
  • In coordination with the Area Coordinator and Emergency Response Coordinator’s office, develop Monitoring and Evaluation plans for field-level activities and present the plan for approval by the responsible senior managers.
  • Ensure production of a “routine monitoring report” (RMR) according to an approved template for each site visit prior to the indicator verification visit.
  • Review and input to draft “interim evaluation reports” (IER) based on prescribed format shared by field staffs and M&E officer and prepare presentation of the same to the senior management for approval before submission to the stakeholders.
  • Ensure proper monitor and evaluation of compliancy of program-policy and standard operating procedures (SOPs) required and share findings with the Area Coordinator and
  • Emergency Response Coordinator’s office on a Monthly basis.
  • Serve as primary point of contact between ADRA and stakeholders for any data and information about programs activities when developing impact assessments, success stories and weekly reporting.
  • Share observations from monitoring data with Area Coordinator and Emergency Response Coordinator when findings demonstrate questionable actions.
  • Ensure production and identification of lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in Final Evaluation Reports.

Qualifications

  • First degree in International Development, Social Science, Economics, or related field is desired. Relevant experience in project management, field monitoring, evaluation design, assessments, empirical and statistical analysis, management information systems and / or information management design is required.
  • At least more than one year of working in humanitarian responses and donor funded programs reporting requirements is a must.
  • Proficiency at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.
  • Strong attention to detail, and statistical, analytical, and visual capabilities for various data types.
  • Ability to use advanced data collection tools / gadgets and interpret coded data generated by data collecting gadgets like Kobo tool.
  • Ability to interpret and visualize time series indicator performance data Familiarity with humanitarian response monitoring and reporting requirements.
  • Experience of working in a conflict environment is a plus.
