Country and Project Background

  • Malaria is highly endemic in Nigeria and it remains one of the leading causes of childhood and maternal morbidity and mortality in the country. Nigeria is deeply committed to making progress towards the achievement of the Sustainable Development Goals and it recognizes the fact that, without firm efforts to control malaria, achievement of the targets related to child mortality, maternal mortality, and reducing the burden of communicable disease will not be possible. Malaria therefore constitutes a significant development challenge for Nigeria.
  • Interventions for reducing malaria burden in the country are documented in the national malaria strategic plan with Government taking the lead in its implementation with the support of all the RBM partners. The DFID funded and Malaria Consortium led malaria programme, SuNMaP, provided technical assistance and other support to the Nigeria National Malaria Elimination Programme (NMEP) covering the period 2008 to 2016.
  • The anticipated follow on project, SuNMaP2 has been designed to strengthen the management and technical capacity of NMEP, State Malaria Elimination Programme (SMEP) and their stakeholders to drive the implementation of the National Malaria Strategic Plan, 2014 to 2020 and achieve its ambitious targets. This will include short term technical assistance and technical assistance embedded in NMEP in key areas of programme management, evidence generation and use, and capacity building across all project outputs and ultimately reducing Nigeria’s malaria burden and strengthening the Government of Nigeria’s health systems capacity to ensure long term programme and impact sustainability.

Job Purpose

  • To provide technical support on the supply chain management of malaria commodities at the project offices within the SuNMaP 2 project.

Scope of Work

  • The Supply chain officer will be actively responsible for maintaining an effective and efficient logistic management of drugs at the state level.
  • S/he will be work directly within the State Logistic Management Coordinating Unit and the Malaria Consortium offices at the assigned state.

Key Working Relationships:

  • The Supply Chain Officer will be a member of the programme implementation team and report to State Team Manager and other project staff in delivering programme work plan.

Key Accountabilities
Supply Chain (70%):

  • Ensuring that the supply chain activities meet the needs of the programmes in a timely manner and does so in accordance with donor requirements, MC policies and procedures
  • Carry out monthly stock status assessment of all SuNMaP 2 commodities at the state central medical stores and report on the assessments to higher levels flagging issues needing actions
  • Provide technical support to strengthen the procurement and supply chain management of malaria commodities at the assigned state
  • Support and assist in the management of SuNMaP2 commodities at the assigned State Central Medical Stores (SCMS) and health facilities.
  • Provision of general and technical logistics/Supply chain management support for SuNMaP2 commodities
  • Submit timely and accurate logistic report and review all LMIS reports for project commodities at the assigned state.
  • Monitor the delivery of SuNMaP2 commodities and escalate any discrepancies in the quantity of commodities delivered and any quality issues.
  • Working with the state Logistic Management Coordination Unit on the management of project commodities and also serves as a link between Malaria Consortium and the state Logistic Management Coordinating Unit
  • Provide support for the Monitoring and Evaluation team and reconcile logistic data with M&E data
  • Maintaining and regularly updating a database of malaria commodity logistics data for the project

Coordination/Feedback (30%):

  • Ensure smooth relationship with Country Office and other technical managers within the project;
  • Facilitate routine monitoring and supportive supervisory visits to health facilities on effective supply chain management of commodities.
  • Coordinate review meetings for all LMIS reports to provide feedbacks on the quality of LMIS reports
  • Provide regular feedback to the country Supply Chain Specialist and Country Commodity Manager as well as State Malaria Service Delivery Expert in a timely manner

Qualifications and Experience:

Essential:

  • Proven previous experience in Supply Chain and Logistics Management of Malaria or HIV/AIDS commodities
  • A minimum of 3-5 years’ experience in a related role
  • Have a bachelor degree in Pharmacy

The Nigeria Country Office in Abuja, started operations in 2008, through the DFID/UKaid funded Support to National Malaria Programme, SuNMaP (2008 – 2016). The office had presence in 23 states of the country and has managed at various times, about 15 programmes and projects. It follows the mandate of the parent organization in Nigeria and has been working specifically in the following areas:

  • Malaria control/elimination;
  • Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea;
  • Nutrition; and
  • Neglected tropical diseases (NTDs).

Currently, the Nigeria country office manages MC programmes/projects in Sierra Leone, Chad and Burkina Faso. Malaria Consortium recently received grant from a pool of Philanthropic organizations and individuals through the recommendations of Givewell to implement SMC in three West African countries including Nigeria. In addition, Malaria Consortium has funds from GF (as a sub-recipient in GFATM, with SMC component) and SuNMaP2 for SMC. In Nigeria, Malaria Consortium will be using these funds to implement SMC implementation in 7 States (Bauchi, Kebbi, Kano, Katsina, Sokoto, Yobe and Zamfara).

Under this new funding and any anticipated additional funding, all malaria consortium SMC activities in county will be consolidated into a single project for better coordination and technical integrity. Approved by WHO in 2012, SMC is the monthly administration of a combination sulphadoxine-pyrimethamine and amodiaquine (SP+AQ) to children aged 3-59 months during the malaria transmission season to prevent or reduce the effects malaria. Evidence suggests that SMC given monthly prevents approximately 75% of all malaria episodes.

Job Purpose

  • To work with the country office team and SMC Senior Project Manager to effectively manage project activities and resources, provide leadership and stewardship to the project team and maintain collaborative links with the project’s key stakeholders at national and sub-national level.

Key Working Relationships:

  • The Sate Project manager would be working with the state team and stakeholders in their zones, especially the State Ministries of Health and LGA Departments of Health/PHC, manage the rollout and implementation of the SMC activities in project states. S/he would report to the Senior Project Manager.

Scope of Work:

  • The Zonal Project Manager (ZPM) would support the programme activities at zonal and state levels, being in charge of a cluster of states to ensure timely project delivery of the programme to achieve given targets and objectives.

Key Accountabilities (percent of time spent on each area)
Project Management (60%):

  • Work with the programme team and other relevant personnel in the country office to lead activities for smooth project start up and planning in line with the SMC Malaria Project Implementation Plan.
  • Work with the relevant personnel to prepare all necessary project start up and planning tools on time.
  • To build and performance manage an effective and technically unsurpassed SMC project team in their states.
  • Work directly with the SPM and be responsible for coordinating overall project implementation in the states and see that activities are carried out on time and within budget.

Job Purpose

  • The State Project Manager will provide overall programme oversight at the state level. He/she will be the focal point for engagement with DFID representative within the state including other DFID-funded programmes.
  • He/She will facilitate the development and monitoring of a state level sustainability plan with the State Malaria Elimination Programme (SMEP) and its key development partners. He/She will lead institutional capacity building efforts with SMEP including those linked to health reforms.
  • The position holder will directly line manage a team of four staff and represent the programme at the state coordination platforms.
  • The position holder will support SMEP to better coordination with other tiers of government both (NMEP and LGAs in their state).
  • He/she will support the state government to achieve state wide roll-out of project supported interventions.

Scope of Work:

  • The State Project Manager will be responsible for the provision of programme technical support to state level malaria control effort and direct implementation of SUNMAP2 for the control of malaria at State, LGA. Ward and community levels.
  • The State Project Manager will lead a team that includes experienced technical and programme management experts and oversee the provision of short term technical assistance from SUNMAP2 to SMEP and other key stakeholders.
  • He/She will work to keep SUNMAP2 state activities on course to achieve targets especially because it will be a payment-by-result type of contract.
