Job Title: National Professional Volunteer – Gender & Social Inclusion

Location: Abuja with possible travels to States
Type of Role: Advocacy policy and research
Responsible to: Head of Programs
Duration: 13 months: March, 2020 to March, 2021

Job Purpose

  • VSO Nigeria is recruiting a national professional volunteer to grow and develop VSO’s work on social inclusion and gender at country level and across selected State’s
  • The role will provide technical support in participatory approaches, programme design, and methodological support in social inclusion and gender analysis
  • Additional support in other areas, such as: power analysis, stakeholder mapping, Gender, inclusion & analysis tools and strategies, strategies and stakeholders engagement towards promoting inclusion
  • The role will support across practice areas of education, livelihoods, health and safe peaceful and resilient communities initiative with close engagement with the Program managers
  • It will involve training and capacity building of volunteers, Primary Actors, partners, government and CSOsin line with VSO’s global social inclusion and gender approach and People First Principles.

Responsibilities

  • Champion the Social Inclusion (SIG) work in Nigeria and engage with programme managers to facilitate inclusion within their practice areas and Volunteering for Development (VFD) plan.
  • Support and facilitate the  political economy context analyses to feed into the implementation of  practice areas
  • Conduct  training and provide accompaniment support to country staff, partners, volunteers and youth networks in SIG concepts and tools such as power analysis, gender analysis, participatory budgeting etc. in line with VSO’s global Approach
  • Support the roll out and implementation of SIG Action Plans in all project areas.
  • Support the Country program team to plan workshops, identify participants and develop relevant contents for promoting VSOs work across the core approaches with focus on SIG.
  • In collaboration with SIG advisor, build the capacity of youth networks/platformsto create inclusive enabling environments where young people’s voices can be heard in new or existing, formal and informal spaces and platforms.
  • Ensure visibility of our work and liaise with the global communications lead on the best methods to communicate their activities and campaigns.
  • Build youth capacity to use various inclusion and gender analysis tools to monitor SDGs implementation on their priority topics, engage with duty bearers and influence change
  • Support the preparation of guidance and practice notes that programme teams can use to inform their SIG work and practice in the field.
  • Identify and advise on the development of partnerships with other key agencies in the development sector that  are aligned  with VSO’s global approach and could help with strengthening of VSO’s competency around SIG
  • Review SIG Monitoring and Evaluation Frameworks for practice areas and key projects to ensure they effectively capture social change as a result of SIG programming
  • Participate in and contribute to global, regional and country forums and activities that advances the general work of VSO on social inclusion and gender
  • Programme Funding- Support the development of funding opportunities and bids that may contribute to growing the portfolio of SA work in-country
  • Ensure the SA programmes and projects are delivered in a primary actor-driven way in line with People First Framework principles and the SA planning cycle.

Other Duties:

  • Liaise with the Social inclusion and gender Lead Adviser from time to time as is necessary to support the quality assurance and technical alignment with VSO’s SIG work.
  • Submit monthly plans and reports to VfD Project Manager and participate in project planning and review meetings

Key Performance Indicators:

  • Staff, partners and volunteers are inspired to engage with SIG and build it within their practice and demonstrate a shared understanding and commitment to SIG
  • Social inclusion and gender in practice areas programmes including VFD plans in Nigeria meet quality standards and aligns with People First Framework principles, and the SIG Global Theory of Change (TOC)
  • Number of VSO programme team members, partner staff and primary actors trained/coached in SIG and project plans implemented.
  • Availability of strong, inclusive youth platforms for youth voice.
  • Ability of youth to understand social exclusion and gender analysis issues,  engage and facilitate inclusive programming
  • Number of guidance and practice notes developed
  • Number of relevant organisations and best practices identified  to support VSO Nigeria’s work on SA
  • Social inclusion M & E and Learning frameworks are robust and consistent with the global evidence and learning agenda around SIG
  • Active participation in global SIG activities and efforts to support technical alignment between national and global SIG work
  • Evidence of contribution to the development of programme funding to support the expansion of SIG  portfolio
  • Evidence of contributing to the development of VSO culture and way of working in line SIG and with People First framework

Job Title: National Professional Volunteer: Youth Engagement Specialist

Location: Nationwide

Job Purpose

  • The role will involve mobilising youth, identifying and engaging youth organizations, identifying youth employment and empowerment opportunities and challenges, developing initiatives for inclusive youth programming and building relationships with key actors to look at barriers within government policies and programs that hinder youth engagement and development
  • The role will involve field travel, organizing meetings, engaging with stakeholders at community, and State levels; Identify, establish and, strengthen youth platforms and providing support in gathering both primary and secondary information in the process of developing youth programmes.

Responsibilities
Program implementation:

  • Facilitate the development of the youth engagement strategy. This will be done in consultation with the education, livelihood, health and SPARC program leads
  • Develop a youth engagement implementation plan for the strategy. Participate in youth activities organised by VSO and stakeholders including youth organisations, communities and government.
  • Identify and reach out to different stakeholders that are involved in order to provide inclusive youth employability and enterprise opportunities.
  • Work with the regional youth officer and regional knowledge for impact team to develop a monitoring and evaluation plan to monitor the progress of inclusive youth platforms in VSO Nigeria communities
  • Planning, Facilitating and Organising Meetings/workshops
  • Position and organise high level stakeholder meetings where VSO can take leadership and share learning from youth work being done in collaboration with key actors and possible consortium partnership.
  • Liaise with other stakeholders at local levels with a view to stay abreast of new trends and contribute to ideas in key government and other stakeholders meetings where youth empowerment and employment is being discussed.
  • Support in planning and dissemination of the outcomes of youth engagement platforms achievements/outcomes
  • In collaboration with policy and SA advisors, support the Country Program (Livelihoods, Education, Health and SPARC) to plan, organize and conduct internal and external consultative and validation meetings for engaging and strengthening youth accountability platforms and generating ideas for youth engagement
  • Facilitation during youth meetings/events/workshops

Research / Data Collection:

  • Dissemination from primary actors in rural and urban areas on youth issues/challenges.
  • Provide support in collecting and reviewing secondary information on youth development plans, strategies and other relevant reports
  • Provide insights or recommendations for interventions to support youth in accessing employment opportunities, strengthening accountability, engaging with communities and relevant stakeholders

Reporting:

  • Prepare progress reports on youth program activities and update Head of Programs.

Key Performance Indicators

Job Purpose

  • The role will involve providing support to the programme team by roving across the practice areas of education, livelihoods and health. Also, support the safe peaceful and resilient communities’ initiative. Support the integration of VSO’s core approaches of social accountability, resilience, social inclusion and gender into the practice areas
  • Also, facilitate the volunteering for development approach across the practice areas.
  • The role will involve field travel, organizing meetings, engaging with stakeholders at community, State and national level. Support with program planning, report writing and documentation. Support program delivery, evaluation and documentation of learnings.

Responsibilities
Program implementation:

  • Support in program design, implementation and management
  • Provide technical support to the practice areas as required in consultation with the program managers
  • Advise and support the volunteers across the core approaches to effectively support the practice areas as required

Job Title: National Professional Volunteer – Resilience Specialist

Location: Abuja (Project locations)

Duration: 12 months (possibly starting March 2020)

Description

  • This National Volunteer role will facilitate the conduct of vulnerability context analysis, documentation/ knowledge management, coordination, reporting, liaison and networking
  • The volunteer will work closely with VSO projects and ensure that all VSO projects are integrating resilience concept. S/he is also responsible for providing technical support on risk assessment, understanding the shocks and stresses and building capacity for resilience of VSOs primary actors, projects and partners, government, and other stakeholders.
  • S/he will support Vulnerability Capacity Assessment (VCA), understanding climate change effects and making contingency/preparedness plan for primary actors to mitigate such effects.

Responsibilities
Technical Support:

  • Support stakeholder mapping of agricultural and resilience stakeholders.
  • Conduct risk assessments and community risk preparedness and management plans
  • Assist in developing a training module on resilience to aid preparedness for the practice areas
  • Oversee and provide technical input to the design of Resilience  framework, tools and guidelines as needed for the Projects in line with VSOs global resilience framework
  • Provide technical support to VSO projects on integration of resilience in alignment to VSO core approaches, strategies and guidelines and in compatible with the context analysis
  • Work to build capacity of schools on resilient  education with informational in liaison with the  program manager education
  • Support small scale farmers on resilient livelihoods practices for sustainability and income generation
  • Support the safe peaceful and resilient communities initiative through risks assessment, climate change adaptation and risk mitigation plans

Knowledge Management:

  • Support resilience teams including the VSO Project in collection and or publication of good practices, success stories, project outcome documents, etc. in resilience work with Communication, Learning to develop knowledge products, communication materials and other IEC materials to promote awareness raising about Resilience for schools, farmers and communities

Capacity Building:

  • Support in building the capacity of VSOteam, partners and external stakeholders on resilience frameworks and tool kits
  • Disseminate information to resilience Programme on national policies, plans
  • Provide training, support and coaching to partner staff on development of Participatory Vulnerability and Capacity Assessments (PVCA) to develop risk management plans

Monitoring and Reporting:

  • Set agreed indicators and milestones based on the result framework developed
  • Provide feedback to the programme team based on the field monitoring visits
  • Support the project team in developing high-quality project/ programme reports regarding resilience perspective
  • Liaise with VSO colleagues and some project partners to ensure timely submission of contributions.

Networking and Project Logistics Support:

  • Coordinate and build relationship with resilience global team, VSO project/program, government, CSOs, partners and private sectors.
  • Support in arranging venue, resources, and stationery for projects workshops and trainings
  • Facilitate the organization partner meetings and field risk assessment processes.

Key Performance Indicators:

  • Most vulnerable areas and causes of vulnerability identified
  • Risk preparedness and management plans developed.
  • Training module on resilience and tool kits developed
  • Workshops/ training / coaching on resilience, risk preparedness and management conducted
  • The final objectives will be confirmed in a three way discussion between the volunteer, employer and VSO in the first three months of the placement.

Skill, Knowledge & Experience
Professional skills and qualifications needed for the position:

  • Bachelor or Master’s Degree in Resilience / or any relevant field, with relevant work experience in the design and conduct of risk assessment and reduction or other related areas in the Rural/Urban context.
  • Practical experience and knowledge on global and national resilience-related policies and practices rights-based approach, gender and social inclusion
  • Experience in conducting study on shocks and stresses assessment in the field level
  • Knowledge on resilience interventions, especially in Nigeria
  • Experience in developing training module and risk preparedness and management plans
  • Experience working in livelihood/education programs targeting marginalized communities
  • Excellent communication skills in both English and Hausa language
  • Excellent coordination, networking and facilitation skills
  • Good knowledge in project cycle management
  • Excellent attention to detail for providing accurate DRR capacity gap analysis, documentation and data.
