Job Title: Gender Base Violence (GBV) & Protection Sector Manager
Location: Maiduguri, Borno with frequent visits to our project locations
Position Type: Regular / Full term
Report to: Humanitarian Team Leader
- Gender and protection broadly encompasses activities aimed at obtaining full respect for the rights of the individual in accordance with the letter and the spirit of the relevant bodies of law – i.e. international humanitarian, human rights and refugee law – regardless of an individual’s age, gender, social, ethnic, national, religious or other background (IASC-endorsed definition).
- During a crisis, such as the current armed conflict and natural disasters in north-east (NE) Nigeria, institutions and systems for physical and social protection and gender dimensions have been weakened or destroyed; community support systems and protection mechanisms have also been disrupted; many people have become displaced from their community and those who remain most often do not have the capacity or the equipment to work; families have been separated and communities dispersed; and the incidence of many forms of gender-based violence (GBV) has increased. In such situations, humanitarian organizations play key roles to help protect civilians through the protection of children; protection from GBV and protection of internally displaced people (IDPs). Specific protection activities depend on the nature of the emergency and the distinct humanitarian needs that arise among women, girls, boys and men, including those that are older or have a disability.
- CARE International’s humanitarian mandate is to meet the immediate needs of disaster-affected population, including men, boys, women and girls and their families in the poorest communities in the world, in a way that also addresses the underlying causes of people’s vulnerability. In order to address the systemic and structural practices that create barriers to the realization of women’s rights and gender equality; including prevention of and response to GBV, including sexual exploitation and abuse, CARE has a specific focus on working with girls and women in a way that supports their empowerment and of engaging actively with men and boys as allies in GBV prevention.
- Due to the acute need for Gender and Protection (G&P) issues in Northeast Nigeria and surrounding (non-conflict) areas, CARE is seeking engagement of a National Gender and Protection Manager to set up Gender/GBV and Protection-related programming and operations, as well as to serve as CARE’s representative for all G&P-related activities within the UN system, the Ministry of Health and with other partners.
- The purpose of the position is to establish strategies, provide technical leadership and ensure CARE’s programmatic expertise in Gender and Protection (and particularly in crisis-affected settings) is translated to the Northern Nigeria context.
- The Gender and Protection Manager is expected to facilitate development of quality, gender-sensitive, accountable, and impact-focus G&P interventions in Nigeria. This includes provision of sustainable technical guidelines and mechanism, identify gaps, capacity building of CARE Nigeria staff and partners to continue and replicate her/his work for the improvement of program quality and impact, as well as influencing policy and practice through analysis and advocacy with various stakeholders.
- The position will be based in Maiduguri and report directly to the Humanitarian Team Leader in day-to-day activities, work across various department, collaboration with the other Sector Specialist, work byline with Program Director.
Experience / Technical Skills
- 4-6 years of progressive and substantial experience leading gender and protection sectors in humanitarian program (experience in development setting is added value)
- Demonstrated experience in strategic gender and protection sectors/interventions, and interprogram mainstreaming
- Prior experience in INGOs working environment / system will be a strong asset.
- Excellent written, oral communication skills
- Excellent leadership skills
- Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in programme monitoring, data collection and evaluation.
- Technical Competencies required for this position are:
- Previous experience on protection / GBV in medium-large scale emergencies (two years minimum)
- Familiar with humanitarian programming and inter-agency coordination systems
- Proven experience combining formal expertise on protection and GBV mainstreaming and gender equality with experience of applying these concretely to specific humanitarian program sectors, plans, policies and processes. In particular, demonstrated experience in mainstreaming protection and GBV in at least one of CARE’s key sectors (WASH, Shelter, SRH, Livelihood, and Food Security & Nutrition)
- Proven experience in managing protection / GBV-specific projects
- Knowledge of training tools and methods and proven experience delivering training on protection and GBV-responsive programs
- Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application
- Speaking local languages (Hausa, Kanuri & Shua) is preferable
- Understand local / norms and Northeast dynamic context are required
- 3-5 years in a similar position
- Experience in NE Nigeria is mandatory
Responsibility 1 – Preparations, Orientation and Priorities Setting:
- Collect and compile key social relations background notes for the team, including known protection and GBV issues among the population
- Collect and compile existing guidance on protection and GBV, including sexual exploitation and abuse (SEA), issues in the NE Nigeria context.
- Set priorities, agree deliverables and a timeline with the head and senior team of the Country Office (CO)
- Review CARE systems and structures to ensure that they are gender-sensitive and HR and Administration polices for compliance and consistency with gender and protection requirements. Make recommendations for modifications as necessary.
- Establish key internal and external contacts, including CO staff and partners with an understanding of the main issues related to protection and GBV dynamics and trends in the affected population, GBV and protection personnel and focal points in humanitarian agencies, the leads of the Protection Sector Working Group (PSWG) and GBV Sub-sector Working Group, associated government Ministries and personnel, local leaders and organizations/networks known to promote gender, protection and the interests of women.
- Ensure that registries, assessment methods and other sources of information about affected people employed by CARE Nigeria and its partners are respectful of the GBV and protection principles.
- Review prevention of SEA (PSEA) policies and codes of conduct duly signed by staff and partners; and conduct briefings and training, as necessary, on these.
Responsibility 2 – Information, Assessments, Analysis and Monitoring:
- Lead assessments, information collection, analysis and use of sex- and age-disaggregated data (SADD) in project design, implementation and evaluation in order to be more effective in meeting the affected populations’ needs.
- Streamline needs assessment and analysis tools/processes, including templates, team composition and methodologies, to ensure that they are gender- and protection-sensitive.
- Conduct assessment of protection needs of different target groups with focus on most vulnerable groups, including women and girls, and compile detailed information that contributes to program and strategy development.
Responsibility 3 – Program and Strategy Development Support:
- Lead the CO program and program support teams in the development of strategies and technical approaches to guide CARE’s programming and practices in the areas of gender, protection and GBV.
- Support preparation and development of proposals with a focus on protection actions and lead the discussion on protection with relevant stakeholders, including donors, peer agencies and sectors leads.
- Facilitate and support the integration of protection and GBV prevention, mitigation and response perspectives, including those in line with the IASC GBV Guidelines (2015), adapted for the specific context, in the programming across sectors.
- Assist sectors in setting up or adapting existing systems to monitor progress in mainstreaming protection and GBV prevention and mitigation by using, amongst others, the IASC frameworks and checklists, CARE’s Rapid Gender Analysis tool and, where available, CARE’s Minimum Commitments for sectoral interventions and adapting them.
- Advise sectors on the establishment of accessible, efficient, confidential and safe referral, feedback and complaints mechanisms to be incorporated in proposals.
- Ensure that issues of GBV and SEA are explored in sensitive ways and that services and follow-up are provided in line with good practice and standard guidance and principles.
- Review project plans and budgets (or provide written guidelines for such a review) to ensure that adequate attention is paid (and resources allocated) to the promotion of protection and gender equality and women’s participation across all sectors.
Responsibility 4 – Partnership and Capacity-building (training, ToT, mentoring and one-on-one support:
- As timing permits, review basic concepts and principles of gender, protection, GBV prevention, mitigation and response and PSEA with all team members.
- Provide specialized sector briefings to each respective specialist/team, as appropriate.
- Provide training / orientation to CARE staff and partners on the IASC GBV Guidelines and related checklists in all CARE focus areas.
- For better sustainability, identify / select focal points form program / program support and HR staff and continue to coach / mentor them on relevant gender and protection topics.
- Establish collaborative partnership on Gender / GBV program with UN sister agencies, especially UN women, UNFPA and UNICEF and other peer agencies, facilitate agency division of labor and foster joint activities;
- Maintain trust-worthy relationship with stakeholders including donor community in Nigeria and develop and share briefing note, fact sheets, etc. on Gender / GBV and Protection;
- Represent CARE Nigeria in various national and subnational fora and coordination working groups on Gender / GBV and Protection.
- Act as the lead resource person on Gender and Protection for the Country Program; regularly scan the environment and prepare policy briefs on key GBV or / and Gender and Protection issues;
- Conduct capacity gap assessment in the CO’s capacity and recommend key actions on how to build/improve, and identify learning and training opportunities for CARE staff and partners and work as a mentor and role model for less experienced staff.
- Provide emergency response related training modules and capacity building (where necessary) directly to staff and partners in Gender and Protection topics.
Responsibility 5 – Coordination, Advocacy and Learning:
- Build strategic alliances with other key actors internally and externally to advocate for protection and GBV programming.
- Provide technical support to and identify opportunities for the development of relevant advocacy and communication / information materials to address protection and GBV issues.
- Prepare and share technical reports on protection, gender and GBV issues internally and at regional and global levels as well.
- Represent CARE in all relevant technical discussions, events and sectoral meetings
- Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for protection and GBV programming and share them internally, regionally and globally with relevant stakeholders, including CI GiE Coordinator.
- Explore and advise the CO on relevant opportunities and how to engage effectively and utilize these opportunities to build expertise in protection.
Responsibility 6 – Monitoring, evaluation, accountability and reporting:
- Provide technical guidance to CARE staff and partners on how to monitor and evaluate Gender / GBV and Protection programs, drawing from international best practices.
- Provide technical support on developing new MEAL tools to be used by the team to ensure that relevant information is being collected to inform strategy and implementation, and to ensure accountability and learning.
- Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response guidelines, especially in the areas of referral and reporting mechanism, information sharing and monitoring / evaluation.
- Guide field staff in effective monitoring on project outcomes / impacts, and render advice for fine-tuning plans where required.
- Guide the plan and implementation of relevant work plans and conduct regular technical monitoring visits to the field sites to ensure quality delivery of the program.
- Analyse and report on program and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems.
- Guide on technical standards in design and in operation reports (internal / for donors).
- Guide the team in planning and analysis in the baseline-midline-end line, mid-term review and final evaluations.
- Ensure project learning is captured, consolidated and disseminated.
- Perform other duties as assigned by supervisor.
- Advanced university degree or equivalent in Social Studies or Human Rights or International Humanitarian Law.
- Prior INGO experience.
