We are looking for a suitable candidate to fill the position below:

Job Title: Health Assistant

Location: Damboa, Borno

Program Background

  • IMC is planning to implement a COVID-19 prevention and response project in Damboa LGA of Borno State under a future funding from USAID/OFDA.
  • This support from OFDA will focus on capacity building for health workers, surveillance and Risk Communication and Community Engagement (RCCE). IMC also has GBV, Polio eradication, nutrition and WASH program in Damboa LGA in Borno, North East Nigeria.

Job Summary

  • Under the direct supervision of the Health Manager, the Health Assistant will be responsible for supervision of direct implementation of the Health Field activities in the various communities/IDP camps in Damboa, Borno State.
  • He/she will closely work with the Health team, partners, IDPs and all stakeholders to ensure efficient delivery of safe health services in the assigned area.

Main Responsibilities

  • Overall management and supervision of the community health volunteers/workers assigned to various communities in Maiduguri
  • Ensure regular coordination with the State Ministry of Health and the State Primary Healthcare Development Agency in Damboa
  • Ensure an appropriate assessment of the health facilities to be supported by the MoH and document needs in terms of essential drugs supply, training and any other area that can be supported by IMC
  • Work as the liaison person between IMC and the Health facilities supported by IMC through the State Ministry of Health
  • Support the Health Manager in conducting regular supportive supervision to the supported health facilities
  • Work with the Health Manager and M&E team to carry out regular assessments and draft concept notes on the health needs in target communities.
  • Plan, organise and facilitate trainings for the health staff in the supported facilities as well as community health workers as per identified training needs.
  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
  • Ensure submission of weekly, monthly and inputs to the quarterly/donor progress reports to the Health Manager and/or project management team in a timely manner.

Knowledge and Skills required:

  • Previous experience implementing capacity building programs for health partners
  • Strong skills in drugs consumption monitoring (designing and implementing tools to this effect)
  • Experience in dealing with local contractors (follow up and supervision of rehabilitation work on health facilities)
  • Computer skills (Microsoft Office, Excel and power point),
  • Excellent report writing, communication and analytical skills.

Qualifications and Experience

  • Bachelor’s degree in Health Science, Nursing, or any related field
  • Previous experience implementing health programs for displaced populations and community health
  • 3 years working experience in health programs, preferably with an INGO

Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Job Title: Health Manager

Job Summary

  • The Health Manager is primarily responsible for the design, implementation and management of the emergency health interventions / programs. He/she will work in collaboration with the senior management team and health and nutrition teams in the field.
  • The Health manager will be based in Maiduguri with frequent visits to Damboa, and will be responsible for the technical management of International Medical Corps’ health program in Damboa to ensure the highest standards of service delivery and to ensure programs are in line with internationally accepted standards, relevant Nigeria Ministry of Health standards and IMC’s minimum standards.
  • He/she will supervise the implementation of International Medical Corps health program in the field. Guided by the Program Director, the Health Manager will ensure timely execution of health program activities based on assessed and verified needs.
  • He/she will also supervise a health team of national staff and community volunteers and provide support in their capacity needs assessment and strengthening.
  • He/she will contribute in developing and implementing health management information system (HMIS) to monitor the progress and incorporate lessons within the health program.
  • He/she will help organize regular review meetings to assess progress, issues and undertake steps for further improvement at field level.

Main Responsibilities
To perform this job successfully, an individual must be able to perform each essential functions below with minimal supervision:

  • Manage, coordinate and report all aspects of International Medical Corps’ Health Programs in Damboa refugee camps and surrounding host community areas.
  • Oversee the overall planning, implementation, and monitoring of health program.
  • Assure high quality standards in the project by implementing and adhering to national and IMC minimum standards
  • Prepare and contribute to project proposals for new funding opportunities, develop a detailed implementation and monitoring plan, and adapt program(s) to changing contexts as needed.
  • Work closely with the Site Manager, the Program/Project Team at the site level to determine the operational needs of the health programs within the scope of the OFDA grant
  • Review and provide input for daily, weekly and monthly field reports in order to analyse trends and adjust the programs as needed and meet internal and donor requirements.
  • Work with local government authorities, and UN agencies (UNHCR, UNICEF, WHO, UNFPA) and partner agencies to acquire both medical and non-medical supplies and technical support for health programs.
  • Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities.
  • Evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team.
  • Participate or represent IMC in health cluster meeting (at duty station)
  • Provide overall management support to the health team, support in recruitment of the national staff at field level, evaluating staff and providing programmatic directions to the team.
  • Develop weekly and monthly work plans that are practical, that will guide the team to effectively deliver services to the affected population, as well monitor the progress of all set project results, verse targets set.
  • Document all processes and outputs of capacity building, coordination and management of activities to ensure experiences and lessons are well documented for future reference
  • Work with health team on developing and conducting surveys and evaluations as needed. This could include knowledge, attitudes, practices, and other surveys.
  • Work closely with M&E team by providing weekly and monthly progress updates. S/he will also submit monthly, quarterly, mid-term and final technical reports as may be required by the project documents and in a timely manner.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities.

Qualifications and Experience

  • Medical doctor with Bachelor degree in Medicine from a recognized learning institution plus 3 years of experience in management of similar project
  • Proven experience in emergency settings, Primary health care, major epidemic diseases surveillance and epidemic/outbreak investigation and response
  • Experience of facilitation of training review meetings and workshops
  • Experience on budget and administration logistics and Human Resources management
  • Experience on writing / developing project proposals including implementation reports
  • Knowledge of North Eastern Nigeria as well as speaking Hausa language is preferred but not required.
  • Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours in order to meet tight deadlines;
  • Ability to work effectively with government, community leaders, international/national organizations, donors, partners and other International Medical Corps relationships.
  • Advanced proficiency in the use of MS Office, and other computer applications
  • Strong organizational skills
  • Ability and willingness to travel and work in rural areas where the project is implemented
  • Demonstrated experience and skills in ensuring community participation and gender issues in humanitarian programming
  • Ability to provide technical support for IMC staffs and government health workers on proper implementation of the service.
