Job Title: WASH State Facilitator

Location: Maiduguri, Borno
Job Type: Contract

Description

  • The role is for a Deloitte Independent Facilitator, who will take on responsibility as a State Facilitator for the UNICEF WASH programme in Nigeria.
  • The State Facilitator (IMO) will manage the data collection, analysis, presentation in various reporting formats and sharing of information for the WASH section in Maiduguri FO to make informed, evidence-based, strategic decisions.
  • The State Facilitator (IMO) will support the WASH section with the data and information required to make programmatic and advocacy decisions.
  • The Incumbent will assist the WASH section with information in a way that is easily understood by the section members, the management and decision-makers to make important interpretations on the findings.

Job Responsibilities

  • Support the Maiduguri WASH section is responsible to programming needs for data and information; work under the guidance and direction of the WASH manager.
  • Provide IM services to the field office for key decision making in WASH. These services will include data collection, analysis, presentation and dissemination processes relevant to the needs of the WASH section, including maintaining 4Ws of the WASH implementing partners and map production. This may require building additional and appropriate capacity through the training of staff members of the section partners.
  • Innovation, knowledge management and capacity building of WASH section members on management information.
  • Real-time monitoring and reporting via phones and collaborate with LGA facilitators to collate data for monthly sitreps and submit to the sector report hub. Harmonise the humanitarian response data for UNICEF and the sector. In case of disparities, update the data collection system to minimize lag time between UNICEF and sector updates.

Requirements
Required Qualifications:

  • A University degree in one of the following fields: Water, Civil or Public Health Engineering, Data Programming & Management, Statistics, Information Technology WASH e.g. Health Promotion or Education, Public Health (MPH), Environmental Health or another related field. *Lower qualification in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of a University Degree.
  • Minimum of three (3) years professional experience with NGOs or international organizations in the WASH sector with emergency responses and a minimum of one year professional experience in data analysis information management and management of the database.
  • Experience in the development of GIS cartography of intervention and other related areas at the international and/or in a developing and humanitarian country is an asset.
  • Fluency in English language and knowledge of local working language of Hausa and Kanuri is an asset.

Skill Requirements:

  • Demonstrated ability to develop systems and tools for information managers to present information in multiple formats.
  • IT skills with ability to generate data, interpret and utilize data for planning.
  • Ability and readiness to work in States other than his/her state of origin.
  • Ability to work effectively with LGA councils and WASH Departments/Units.

Job Title: WASH LGA Facilitator

Description

  • The role is for a Deloitte Independent Facilitators, who will take on responsibility as LGA Facilitators for the UNICEF WASH programme in Borno State, Nigeria.
  • The WASH section requires the independent facilitator to monitor implementation of WASH activities under the Flexible and Timely Integrated Water, Sanitation and Hygiene (FIT) project in Borno State LGAs to ensure quality of the UNICEF investments and the sustenance of the WASH facilities in returnee communities in 2020.
  • The activities include optimization of water supply systems and expansion of water supply distribution systems to reach SPHERE standards for water supply coverage; construction of new water supply sources and latrines towards increasing coverage and accessibility.

Job Responsibilities

  • In collaboration with the State Facilitator and the WASH sector Coordination mechanism (LGA WASH Sector Coordinating partners, LGA WASH partners, UNICEF WASH specialists), update the gap analyses for the assigned LGA. With the LGA coordinating partner and UNICEF WASH specialist, make recommendations for closing the gaps with clear assigned roles the partners working in the LGA.
  • Develop LGA wide annual and monthly implementation work plans based on the key targets assigned by UNICEF Maiduguri FO to the concerned LGAs ensuring that work plans are consistent with the intervention package and follow the right intervention sequence.
  • In close collaboration with the LGA senior officials, form implementation teams comprising at least two LGA staff to implement the monthly and annual work plan activities; and translate the annual and monthly work plan targets into the respective monthly and weekly work plans.
  • Regularly monitor tam progress and performance against their monthly and weekly work plans and report to the LGA management and UNICEF Maiduguri FO.
  • Participate in regular meetings with key stakeholders at the LG level, especially involving WASH Department/WASH unit and WASHCOMs to ensure a common understanding of the UNICEF support along with its requirements towards securing their full commitment to the project including cost sharing, as relevant amongst others.
  • Facilitate training of trainers in WASH approaches relevant to the LGA to improve capacities for implementation at both the LGA and community levels and build a resource pool of trained personnel in hygiene promotion, stopping open defecation, community participation in the management of the operation and maintenance of water supply and sanitation facilities in camps or host communities or other communities as the case may be, and support Federation of Natural Leaders and community consultants to accelerate uptake of improved sanitation and eliminate open defecation in the entire LGA.

Requirements
Required Qualifications:

  • A University degree in Public Health, Civil Engineering, Geology, Hydrology, Sanitation Engineering, Rural Development and Sociology or any other field related to WASH management, diploma in Education, social sciences, economics and/or other related fields.
  • Minimum of three (3) years professional experience (National or international) in the field of public health and development; working knowledge of planning in WASH, coordination of WASH activities and community mobilization approaches.
  • Fluency in English language and knowledge of local working language of Hausa and Kanuri is an asset.
  • Relevant Knowledge of community-based water and sanitation management and hygiene education and experience in CLTS would be an advantage.

Skill Requirements:

  • Ability to work at community level and be able to speak the local language is essential.
  • Ability for teamwork and negotiation skills on project development issues at community level.
  • IT skills with ability to generate data, interpret and utilize data for planning.

Job Title: WASH Senior State Facilitator

Location: Abuja
Job Type: Contract

Description

  • The role is for a Deloitte Independent Facilitator, who will take on responsibility as a Senior State Facilitator for the UNICEF WASH programme in Abuja, Nigeria.
  • The incumbent will provide support to the FMWR to operationalize the VLOM strategy and to support and institutionalize the VLOM concept in the WASH sector at Federal, State, LGA and Community levels for sustained functionality and sustained access to water supply.

Job Responsibilities

  • Support the FMWR to mobilize Governments at state and local levels to set up and staff VLOM Units (RUNWASSA and LGA WASH Department/Unit) as a practical step to operationalize the National VLOM strategy.
  • Support in training staff of the VLOM units established on their standard operating procedure (SOP) and transfer technical skills on repair and rehabilitation of hand pumps and motorized boreholes guided by the O & M manuals developed.
  • Provide support in the establishment and/or strengthening of spare parts supply chains at the LGA levels, which includes;
  • Identification and engagement of private sector partners with interest in supply chains and possibly exploration of local production of water facility spare parts in-country.
  • Provide technical support and facilitate the identification and training of boreholes spare parts shop keepers in each LGA of each state engaged and link them up to a dependable borehole spare part supply chain as private partnerships.
  • Provide technical support and facilitate the identification of at least one Local Area Mechanic (LAM) for each political ward of the LGAs engaged, linking up the communities under the wards to the LAMS for borehole repairs services.
  • Provide technical guidance to the state and LGA VLOM Units to mobilize and train community facility caretakers and borehole artisans on borehole operation and maintenance.
  • Support the Federal Ministry of Water Resources to disseminate the community management models to the states and LGAs and build their capacity to mobilize communities towards implementing tariff systems.
  • Monitor, document and share progress based on evidence across the states to encourage peer learning and uptake of best practices.
  • Document avenues of business opportunities and job creation within the implementation of the VLOM strategy.
  • Any other relevant assignment that the supervisor may give to help achieve the planned WASH results in each of the project states.

Requirements

  • A University degree in Civil/Environmental Engineering: Water Supply and Sanitation; Hydrology/Geology and Public Health.
  • Minimum of eight (8) relevant working experience in the WASH sector, particularly in Borehole Design and Construction Management.
  • Proven experience in the implementation of VLOM systems
  • Familiarity with the Policy and Administrative context of the WASH sector in Nigeria.

Skill Requirements:

  • Good communications, excellent writing skills, analytical in approach, working with people and knowledge of the development context and UNICEF work.
  • Willingness to travel to rural and semi-urban areas of the country.

  • The contract duration is for twelve (12) months, renewable depending on programme needs and satisfactorily performance of the facilitator.
