Job Title: Data Entry Clerk

Location: Borno

Job Purpose

  • The role of the Data Entry Clerk is to support the establishment of information management systems in targeted areas in support of projects to address the care and protection needs of separated, unaccompanied and vulnerable children in these areas.
  • The Data Entry personnel will be the focal person for managing data and analysis of information on individual cases.  In close collaboration with the Case Management officer and CP officers, and with technical support from the child protection programme manager, the data clerk will ensure case management information is managed in order to facilitate family tracing efforts.

Key Areas of Accountability

  • Ensure the timely and accurate entry of case files into the database (CPIMS/excel format)
  • With the Child Protection Project Officer, work with caseworkers and community tracing systems for the tracing of the families of separated and unaccompanied children.
  • Manage the governorate level database as a store for information gathered by the community caseworkers, and other child protection workers.
  • Use the database to monitor adherence to procedure on individual cases and ensure that roles and responsibilities are upheld.
  • Entering ll the registered cases and compile all forms according to the procedures, with the support of Case Management officer.
  • Work closely with the caseworkers to ensure that follow up monitoring is done for children in alternative care and other vulnerable children.
  • Produce weekly and monthly, disaggregated statistics and qualitative updates of progress on case management work.
  • Ensure that the data related to children is safe and shared as per CHAD Int’l child protection procedures and policies
  • Carry out the responsibilities of the role in a way which reflects CHAD’s commitment to safeguarding children in accordance the Child safeguarding Policy and procedure.
  • Comply with all relevant CHAD Int’l policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.
  • Any other duties as assigned

Qualifications And Experience

  • HND, B.Sc, B.A in the relevant field is desirable.
  • At least 2 years’ experience in a humanitarian work context
  • Computer literate
  • Ability to participate in data collection, feeding and reports generation
  • Willingness and ability to dramatically change work practices and hours in the event of emergencies
  • Ability to analyze information, evaluate options, and follow the strategic directions as guided
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written & spoken English; able to communicate in native language (Hausa, Kanuri, or Shuwa) is considered an asset

Job Title: Finance Officer

Job Summary

  • The Finance officer under the guidance of the Head Finance participates in the overall implementation of the CHAD Int’l Accountability Framework and works in close collaboration with the project coordinator.
  • He/she is expected to travel extensively to the project locations within Borno state to assist with the implementation of the CHAD Accountability Framework, focusing on financial compliance and verification.

Key Functions

  • Provide support in the allocation and financial management processes of the CHAD International.
  • Provide support in implementing the financial aspects of the CHAD Int’l Accountability Framework
  • Provide support to the implementation of the monitoring pillar of the CHAD Int’l accountability framework.
  • Facilitate knowledge-building and knowledge-sharing on financial monitoring and reporting according to donors demand.

Provide support in the allocation and financial management processes of  CHAD International:

  • Review and advise on the clearance of the project budgets and grant agreements;
  • Review and advise on budget amendments or no-cost extension requests;
  • Regular follow-up with IP to obtain financial reports;
  • Review of interim and final financial reports and supporting documents to ensure compliance with the signed donors agreements, budgets and guidelines;
  • Follow up on disbursement of funds from partners;
  • Review of grant agreements and supporting documents to ensure accuracy, consistency, reasonableness, compliance with the donors demand.
  • Receipt & review of audit reports from contractors and ensure projects records are updated as necessary.

Provide support in implementing the financial aspects of Accountability Framework:

  • Conduct financial spot-checks in line with the CHAD Int’l operational modalities;
  • Facilitate and provide support during audits, at the project and fund level, as requested, including assistance with vendor contracting, supporting the planning process and assisting in the follow-up of critical audit findings;
  • Liaise with partners,  staff and other third parties in verifying expenditure supporting documents during spot-checks, review of financial reports, capacity assessments and audits;
  • Assist with the submission and return of Partners’ financial documentation for spot-checks.

Provide support to the implementation of the monitoring pillar of the CHAD Int’l accountability framework.:

  • Contribute to the development and implementation of monitoring plans in line with allocation funding modalities;
  • Participate in planning and actual field project monitoring;
  • Assist with updating the project monitoring timelines, results and recommendations in the GMS (Grand Management System)

Facilitate knowledge-building and knowledge-sharing on financial monitoring:

  • Identify and synthesize financial monitoring best practices, lessons learned and recommendations to be integrated into fund management efforts and channeled into decision-making processes;
  • Promote awareness on CHAD Int’l guidelines, and operational manuals;
  • Plan and participate in trainings/workshops for effective implementing of projects.

Required Skills and Experience
Education:

  • University Degree in Finance / Accounting, Business, Public Administration or related field is required
  • Minimum 4 years’ experience as finance officer or finance manager with an NGO.
  • Good knowledge of internal control systems and experience with accounting tools is an asset.
  • Experience supervising an audit process an advantage
  • Experience delivering financial trainings and workshops an advantage

Job Title: Office Assistant

Job Overview
The responsibilities of the post may require the post holder to have regular contact with staff children or young people within Northeast region.

Role Purpose

  • To provide professional general facilities support, including Maintenance of all equipment, document/information management, processing of monthly utility bills and maintain petty cash expenses etc.
  • The job holder will also from time to time, be delegated other support duties including, but not limited to providing administrative support to programme teams based in Maiduguri with regular visit to project site when called upon.

Scope of Role:

  • Reports to: Administration Officer( Center Manager)
  • Staff directly reporting to this post: Office Assistants

Key Areas of Accountabilities 
General Administration:

You are to provide administrative back-up to the team including but not limited to the following:

  • Ensure premises are fit for purpose and suitable equipped, tidy and professional appearance is maintained.
  • Under the supervision of the Administration Officer, oversee the maintenance of the residence/office premises, facilities assets and equipment (physical work environment) and ensure that these are secure and efficiently utilized.
  • Assist in the management of the office and warehouse premises
  • Co-ordinate office equipment/supplies by ensuring that all the equipment in the office are working and reporting any malfunctions/repairs/changes to be made.
  • Ensure the office is secured and extra keys to each office are kept securely in the key safe.
  • Maintain general office equipment tracker: regularly evaluate equipment.
  • Under the supervision of Line Manager (Center Manager), ensure routine facility maintenance are arranged and the work is done
  • Liaise with landlords on all CHAD Int’l rented properties under the supervision of Centre Manager.
  • Work closely with the procurement officer to ensure quality delivery of items
  • Ensure staff have access to the office if they are to work on the weekend after the necessary approval is obtained by the staff
  • Carry out the filing of relevant materials and documents
  • Disseminate formal communications to staff as directed by Centre Manager
  • Process monthly utility bills.
  • Perform other duties and responsibilities as assigned by Centre Manager

Key Responsibilities 
Management of Office facilities:

  • Ensure the Borno state Office is well equipped, has sufficient levels of supplies (consumables, stationery & equipment etc.)
  • Oversee the maintenance of Borno Office premises and warehouses, office cabinets, furniture & fittings and all equipment in a fully functioning state.
  • Ensure compliance with CHAD Int’l Quality Standards, Global policies and Guidelines.
  • Take minutes of the weekly staff meeting as directed by Line Manager.

Program Support:

  • Support program staff during workshops and events (local, internal and external – e.g. meetings with other teams, partners training and staff training)
  • Provide support to the Humanitarian Team Leader including diary and inbox management, arranging meetings, dealing with enquiries as requested
  • Support the coordination of other departments and Humanitarian programme

Other Responsibilities:

  • The post holder may carry out other duties in addition to, or instead of those outlined above which may reasonably be required from time to time, in order to assist HR & Admin department by providing cover when any of the colleagues are on leave or because of an increased level of Field Office activities.
  • Process travel requests
  • Manages the Admin Department’s Petty cash
  • Provide cover on general admin when any Administration Assistant is away
  • Ensure that the minimum standards of humanitarian relief are maintained

  • Internal: Regular liaison with various teams in Gombe office(Head office), project sites and other state offices
  • External: Contact with vendors, visitors, and other humanitarian partners etc.

Qualification, Skills & Experience 
Administrative & General Skills:

  • Level of Education – Diploma / B.Sc. in relevant field
  • Must have completed NYSC Or exempted from service
  • Excellent planning and organisational skills, with proven administrative skills
  • Ability to manage competing priorities effectively in a constantly changing environment, meet deadlines and work calmly under pressure
  • Ability to manage time and work with scheduled calendar
  • Excellent interpersonal and communication skills; written and verbal communication; fluent in English and Hausa, Knowledge of kanuri or Shuwa language will be a plus
  • Strong teamwork skills with the ability to both support colleagues and request support as and when required
