Job Title: Senior Evaluation Specialist, Nigeria MEL

Job Description

  • EnCompass seeks Evaluation Specialist candidates at multiple levels for an anticipated United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) program in Nigeria
  • This anticipated 5 year project will provide USAID / Nigeria with a central platform for the procurement of support services that will strengthen, support, and facilitate USAID’s capacity for utilizing MEL approaches that will improve development outcomes and strengthen the capacity of USAID / Nigeria’s strategic partners
  • It is also anticipated that this project will seek to improve USAID’s ability to monitor and track the performance of their in-country portfolio, along with the Mission’s ability to collaborate, learn, and adapt (CLA) across this portfolio
  • The program will also provide support to USAID / Nigeria and implementing partners on performance monitoring, data verification, evaluations, organizational learning and capacity building, and knowledge management
  • The (Senior) Evaluation Specialist should possess expertise designing and executing quantitative and qualitative data collection and analytical methods to support evaluation design and implementation, ideally in complex environments
  • S/he will lead the design and implementation of performance and impact evaluations, as well as all assessment activities, along with the required analysis therefrom
  • The (Senior) Evaluation Specialist will finalize evaluation reports and facilitate presentations and briefings to disseminate learning among project stakeholders
  • S/he may be responsible for leading and/or directing evaluation teams and conducting field research.

Position Duties and Responsibilities

  • The (Senior) Evaluation Specialist will have had prior experience as Team Lead for evaluations in Nigeria and/or within the region, as well as experience managing a portfolio of simultaneous evaluative activities and management experience ensuring quality of evaluation team members and subcontracting partners.
  • S/he will lead the design and implementation of performance and impact evaluations, as well as all assessment activities, along with the resulting required analysis therefrom, as well as manage the dissemination of learning from these evaluation and assessment activities
  • The (Senior) Evaluation Specialist will ensure that evaluation team members recruited are of a high caliber and possess the required technical expertise
  • S/he will work with the Chief of Party and other team members to ensure that learning from evaluations and assessments are shared and fully utilized to speed innovation and improve impact and investments of USAID’s work in country.

Essential functions include:

  • Lead/manage evaluation, analysis, and assessment activities, including coordination and oversight of local partners engaged in these activities
  • Design quantitative and/or qualitative data collection and analytical methods and tools to support evaluation design and implementation
  • Liaise with the Chief of Party to inform the design of each study/evaluative activity and support quality assurance activities throughout each study, including the review of milestone deliverables and final reports prior to submission to USAID.
  • Support the selection and engagement of local partners and experts for activities, and support team development, training, and execution of activities.
  • Employ strong collaboration, learning, and adapting (CLA) practices throughout the work, with an understanding of the USAID Program Cycle.

Qualifications

  • A graduate Degree in a Social Science, Organizational Development, Development Studies or a related field highly preferred
  • Minimum of six (6) years of demonstrated experience leading complex portfolios of evaluative and learning activities for improved development outcomes

Experience and Skills:

  • Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments required
  • Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques
  • Extensive experience drafting and finalizing evaluation reports
  • Experience applying systems thinking in evaluation design, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises
  • Experience in designing and training on Theory of change / logical frameworks
  • Experience building evaluative and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred
  • Experience managing complex relationships with a variety of stakeholders
  • Strong familiarity with USAID’s Evaluation Policy and CLA practices
  • Understanding of knowledge management as it relates to USAID programs an asset
  • Ability to work with host-country governments at different levels
  • Strong communication, supervision, and management skills required

Job Title: Chief of Party – Nigeria MEL

Job Description

  • EnCompass seeks Chief of Party (COP) candidates for an anticipated five-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) program in Nigeria. This anticipated 5 year project will provide USAID/Nigeria with a central platform for the procurement of support services that will strengthen, support, and facilitate USAID’s capacity for utilizing MEL approaches that will improve development outcomes and strengthen the capacity of USAID/Nigeria’s strategic partners. The program will also provide support to USAID/Nigeria and implementing partners on performance monitoring, data verification, evaluations, organizational learning and capacity building, and knowledge management.
  • In addition to providing overall leadership, management, and technical direction, the COP will have experience working in performance management, organizational development, strategic decision-making, quality control, and project learning, preferably in the USAID context and with Collaboration, Learning and Adapting (CLA) practices.
  • We are looking for someone who can facilitate learning and build relationships, with high political acumen and strong conflict prevent and management skills. S/he must be an inclusive leader, who can navigate change with flexibility and emotional resilience. The ideal candidate will have demonstrated experience focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming. Position Duties and Responsibilities

  • The COP will lead the activity, providing technical guidance to and supervising both international and national staff and consultants. The COP will be the primary point of contact with USAID staff, including the Contracting Officer and Contracting Officer’s Representation (CO/COR).

Essential functions include:

  • Serve as the main point of contact for the activity, providing vision, direction, leadership, and management for the project.
  • Provide technical, operational, and managerial oversight to all aspects of the program to ensure all activities, and deliverables are executed with quality and timeliness
  • Establish and maintain highly collaborative working relationships with the Government of Nigeria, USAID/Nigeria and USAID/Washington as required, along with relevant in-country stakeholders; serve as the primary point of contact for USAID and as the principal liaison with USAID staff, institutions, and country partners to exchange information and develop professional relationships.
  • Manage the country team, ensure technical capacity of staff; provide technical assistance and backstopping when required
  • Ensure that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and national policies and laws.
  • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening in support of the journey to self-reliance
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass.

Position Requirements
Qualifications:

  • A graduate degree in a Social Science, Economic, Development Studies or a related field
  • Minimum of ten (10) years of progressively increasing responsibility in managing large comprehensive contracts of similar nature, size and complexity, preferably in Nigeria or West Africa.
  • Minimum of five (5) years of experience in monitoring and evaluation and/or capacity building preferred
  • Former supervisory experience is required

Experience and Skills:

  • Prior experience as a senior manager or COP working on complex USAID-funded projects strongly preferred
  • Strong experience with evaluation standards and practices required
  • Experience working in performance management, strategic decision-making, and project learning
  • Experience building monitoring, evaluation, and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred

  • The (Senior) Performance Monitoring Specialist will oversee technical assistance focused on monitoring systems. S/he will support USAID Mission and implementing partner staff with development of project and activity-level indicators, theories of change, and MEL plans to be incorporated in to Mission performance monitoring plans (PMPs). S/he may be tasked with reviewing PMP data, including baseline data collection and performance indicator data, and ensuring data quality and utility of all data.
  • The (Senior) Performance Monitoring Specialist may also assist Mission staff with data quality audits and site visits to assess data quality and activity performance. S/he will work closely with the Evaluation and Capacity Strengthening teams to support performance monitoring and program improvement.

Position Requirements
Qualifications:

  • Masters’ degree in Statistics, International Development, Organizational Development, Social Science, or a related field preferred
  • No less than five (5) years of demonstrated experience in operation and maintenance of data systems, preferably in the context of evaluating program impact.
  • At least four (4) years conducting data collection, analysis, performance monitoring, or research

Experience and Skills:

  • Prior experience in indicator development (including context indicators), data collection and analysis, data quality assessments, and statistical methods.
  • Demonstrated ability in using monitoring data to review programming, trends, and activity needs and willingness to be flexible and adaptable to respond to new information;
  • Experience finding and collecting appropriate development data from third party sources
  • Experience in the creation and use of spreadsheets and databases is desirable

  • This anticipated 5-year project will provide USAID / Nigeria with a central platform for the procurement of support services that will strengthen, support, and facilitate USAID’s capacity for utilizing MEL approaches that will improve development outcomes and strengthen the capacity of USAID / Nigeria’s strategic partners

  • The (Senior) Capacity Strengthening and Learning Specialist will manage and lead the design and implementation of a portfolio of activities intended to advance the capacity USAID Mission staff, local M&E specialists, civil society, and governmental staff as appropriate/requested
  • S/he will work closely with project team members and relevant governmental stakeholders in partner countries to assess capacity, using participatory frameworks and approaches, and develop plans to sustainably enhance monitoring and evaluation capacities.

Position Duties and Responsibilities

  • The (Senior) Capacity Strengthening and Learning Specialist will work to establish, build and maintain collaborative relationships with leading government and regional institutions, engaging them as partners and co-creators of capacity strengthening initiatives toward national and subnational entities
  • S/he will also look to identify and build relationships with local organizations in partner countries, and short-term technical assistance that can be engaged to deliver training and learning activities for the project.
  • S/he may be called upon to design training materials, deliver training, facilitate learning and communities of practice, develop learning agendas, design and maintain evaluation activities to determine effectiveness of capacity strengthening activities, and coordinate with project and partner support staff for training deliveries
  • S/he will be committed to use participatory and strengths-based learning design and delivery approaches, as well as blended learning and evidence-based learning theory in all activities.

Qualifications

  • Master’s Degree in International Development, Organizational Development, Social Science or a related field preferred
  • No less than five (5) years of demonstrated experience in capacity strengthening and training for strengthen skill sets, preferably in the field of monitoring and evaluation
  • Experience should include experience designing curricula and materials for face-to-face and virtual training delivery, as well as facilitation of institutional strengthening processes.

Experience and Skills:

  • Experience building monitoring, evaluation and learning capacities of relevant stakeholders including implementers, funders, and government staff preferred
  • Demonstrated experience applying a variety of participatory and strengths-based learning design and delivery approaches, blended learning and evidence-based learning theory
  • Familiarity with e-learning tools, virtual Instructor-Led Trainings (vILT) on AdobeConnect, and other online instructional products highly desirable
