Secure Anchorage Area (SAA) West Africa is situated approximately 12nm off the South-West coast of Lagos, Nigeria in the LAT 06.17.30N/003.12.00. We provide a dedicated and compliant maritime security solution through the use of armed security vessels providing 24/7/365 protection for Client vessel operations in the region. Ocean Marine Solutions established the Secure Anchorage Area (SAA) off the coast of Lagos, Nigeria in May 2013 for vessels that require a dedicated and compliant maritime security solution.

Our security vessels are operating with armed Nigerian Naval Forces on board and comply with National and International maritime laws under NIMASA, Nigerian Port Authorities (NPA) and a very strict Nigerian Navy Memorandum of Understanding (MOU). We protect international oil and bulk carriers, oil rig platforms and supply vessels operating in the region. The SAA is also used as a staging platform for the mobilization of offshore and Ship to Ship operations.

We are recruiting to fill the position below:

Job Title: Port Captain

Location: Lagos (OMS Lagos Office)
Mode of sourcing: External
Reports to: Deployment Manager

Core Mission of the Role

  • To ensure effective day-to-day Marine operations activities within the base including harbor works

Key Context:

  • Excellent Harbour work and ship Manoeuvring.
  • Significant internal & external liaison- Navy / Offshore Crew, Maintenance Engineering Staff, Ship Husbandry staff & Safety team.
  • Increasing focus on Safe Harbour operation.

Job Duties & Responsibilities

  • The Port Captain is responsible for safety of vessels at the base.
  • Conduct pre and post deployment sea trials of vessels in conjunction with other units as required.
  • Carry out routine checks on the Navigation equipment and report the status to the Marine Deployment Manager.
  • Supervises all day-to-day Marine operations activities within the base including harbour operations.
  • Carry out proper checks on the High risk equipment and report the status to the Marine Deployment Manager.
  • Establish contacts with the Marine Deployment’s crew onshore.
  • Responsible for reception, classification, storage and delivery of all kinds of goods arrived onboard or dispatched to / from the port.
  • Inspect vessels to ensure seaworthy conditions, follow up maintenance, and repairs activities to correct deficiencies after sea trials.
  • Responsible for supervisions at all phases of deck operations at the base, and ship husbandry (vessels cleaning, painting and housekeeping).
  • Liaise with the Marine Deployment Manager for Arms mobility on and off OMS Boats ( pre and post deployment)
  • Liaise with QHSE Dept, and assist in the implementation of all Maritime Codes
  • Ensure vessels are crewed, operated and maintained in accordance with regulatory requirements and company standards.
  • Issues time off to offshore crew and document crew disposition.
  • Performs any duty assigned by the Marine Deployment Manager.

Educational Qualifications, Certifications and Experience
Education:

  • Chief Mate / Master Certificate of Competency
  • National Diploma in Nautical Science or Associate certificate from NIMASA approved Maritime Institute is an added advantage.
  • STCW mandatory Certificates.
  • SSCE
  • Membership of relevant professional bodies

Experience:

Job Title: Field Security Liaison Officer (FSLO)

Location: Lagos (OMS Lagos Office)
Reports to: Operations Manager
Mode of Sourcing: External

Core Mission of the Role

  • To establish the focal point of contact between the client and OMS Lagos for the field security plan and coordinate all operational requirements to ensure a safe effective working environment and security plan.
  • To coordinate security vessel field patrol and effective surveillance to safeguard against unwanted intrusion into client field (MEZ) which might impact on safety and daily operations activities.

Key Context:

  • Security vessel contact with hostility and engagement of fire – Pirates attack.
  • Safety of Life at Sea (SOLAS) – crew cross decking, offshore medical aids and MEDEVAC for crew
  • Emergency rescue plan and implementation for offshore personnel
  • Effective offshore communication challenges

Job Duties & Responsibilities

  • Ensures Clients Offshore Assets Protection (Cargo Ship, Tankers on Ship-To-Ship and FPSO) using Patrol Boats (PBs).
  • Responsible for assisting clients to achieve field security plans using PBs for monitoring client Maritime Exclusion Zone (MEZ) to avert encroachments.
  • Undertaking joint command & control responsibilities to coordinate security Patrol Boat operations and field security plan as well as escorts with PBs of vessels as required by the client.
  • Coordinating all the service requirements, offshore and movement to shore regarding security vessel servicing and maintenance.
  • Radar, AIS and radio monitoring in client fields offshore and issuance of warning via radio channels to vessels about encroaching client MEZ.
  • Carry out PBs checks on-board for all safety, communication and security equipment to ensure they are in proper working condition.
  • Ensure all Situation Reports (SITREPs) are sent to Lagos TOC as per SOP’s.
  • Make request for PB bunkering and other offshore crew welfare-related issues to boost crew deployed on PBs offshore morale and ensure PBs follow client instructed offshore movement plans.
  • Prepare and send end-of-rotation reports to the Operations Coordinator for review by the Operations Manager before distribution to other departments.
  • Assist in coordinating QHSE and other drills on-board to ensure crew preparedness in the event of emergencies.
  • Checks on the galley supplied and state by vendors (quality control) before loading on to PBs and deploying offshore.
  • Serve as the OMS MD’s representative offshore and engage in intelligent maritime security / security discussions with the client if the need arises.
  • Report any maritime security-related incident information / intelligence to Lagos TOC for confirmation and ensure all PBs within AOR are alerted.

Educational Qualifications, Certifications and Experience
Educational Qualifications:

  • HND / Degree in any relevant field of study.
  • Post-graduate diploma or Master’s degree is an added advantage
  • Security or maritime related discipline is an added advantage.

Certification – Training Required to enhance the role:

  • Basic Offshore Safety Induction Emergency Training (BOSIET), including Helicopter Underwater Escape Training (HUET).
  • Security courses – ISPS, SSO (Ship Security Officer), CSO, PFSO or similar
  • First Aid training
  • HSE training

Experience:

  • Cognate experience is desirable i.e. (worked in the security & or maritime industry a minimum of three (3) years) but not mandatory as this role was created by OMS business exigencies which is rare to come by in the labour market.
  • Other work / background experience in any other field within a corporate environment is acceptable.
  • For those who have worked at OMS as a Watchkeeper, SLO or any other relevant position (as determined by Operations & HR) for minimum of six (6) months and is certified to possess the right business acumen suitable to represent OMS offshore and thus promoted.
