Job Title: Receptionist

Location: Abuja

Job Description

  • Chemonics International, a leading international organization based in Washington, D.C., seeks a Receptionist for the USAID funded Strategic HIV/AIDS Response Program (SHARP) Task Order 03 activity in Nigeria.
  • This activity aims to identify and support proven interventions through improvement of service delivery and strengthening health systems with an expanded effort with the Government of Nigeria (GON) in Adamawa, Bauchi, Borno, Jigawa, Kano and Yobe States.
  • The objectives of the activity include 1) Targeted and efficient HIV and TB case identification and linkage to care and treatment; 2) Enrollment of patients on HIV/AIDS therapy with adequate adherence and minimal loss to follow-up; 3) Successfully suppress HIV viral load; and 4) Increase GON capacity to expand, coordinate and finance HIV/AIDS and TB services.   • The Receptionist will provide secure and timely services in attending to visitors by greeting, welcoming, and directing them appropriately. Notifies staff of visitor arrival. Maintains security and telecommunications system. Informs visitors by answering or referring inquiries.
  • The Receptionist will also perform various administrative tasks, as assigned.

Principal Duties and Responsibilities

  • Fulfill office management duties including, answering phones, photocopying, faxing, etc.
  • Maintain a clean reception area
  • Maintain a neat personal appearance and polite demeanor as prescribed by professional and local standards
  • Maintain and stock office supplies and process supply orders from Administrative Associate
  • Organize and manage project report/resource library
  • Prepare reports of meetings convened or attended by project management
  • Take meeting minutes for all team meetings and distribute to team members.
  • Assist Administrative Associate in hosting project visitors and arranging meeting details
  • Deliver adequate, timely administrative and logistical support to the technical team, as needed.
  • Fulfill other administrative functions as required

Job Qualifications

  • Certificate / Diploma in related field is preferred
  • Minimum of 2 year of experience; prior experience in development sector is preferred
  • Experience with PABX system, other office equipment is required
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity

  • The Driver will provide secure and timely driving services, demonstrating the highest standards of professionalism, discretion, integrity, sense of responsibility, excellent knowledge of protocol whilst ensuring compliance with local driving rules and regulations.

Principal Duties and Responsibilities (Essential Functions)

  • Provide reliable and safe driving services for staff and officials: Drives office vehicles for the transport of staffs, officials, visitors and delivery and collection of mail, documents and other items.
  • Conduct maintenance of all assigned vehicles: Ensuring that vehicle is kept in good running condition at all times through addressing minor repairs, making arrangements for major repairs, timely changes of oil, check of tires, brakes, water levels, and car washing.
  • Document all vehicle related information: Ensuring the availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logbooks, fuel voucher booklet, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle; keeps track of insurance and other tax formalities.
  • Travel: S/He will be expected to travel extensively within the state to provide monitoring and technical support to sites, participation at trainings, meeting, outreaches and program review workshops.

Knowledge, Skills, and Abilities:

  • Knowledge of driving rules and regulations, chauffeur protocol and courtesies

Minimum Qualifications

  • Experience: A minimum of two years of work experience as a Driver, experience in similar organization will be an added advantage.
  • Language Requirements: Fluency of the local language of the duty station as well as proficiency in English is required. Understanding of other local language is an added advantage

  • Understanding of auto mechanics required, certification in mechanics or automobile maintenance is beneficial

  • The Compliance Specialist will support the project in successful implementation of the project workplan and achievement of the project objectives. The Compliance Specialist will be responsible for ensuring compliance of all project activities in accordance with Chemonics and SHARP TO 03 policies and procedures as well as general USAID rules and regulations. The Compliance Specialist will be responsible to conduct desk review of all financial and procurement documents, conduct periodic financial review of the subcontractors and internal audit reviews.
  • The Compliance Specialist will at all times adhere to and act in accordance with Chemonics Professional Code of Ethics (“Living Our Values”) and will make the principles of the Code a part of the project’s culture and standard operating procedures.
  • The Compliance Specialist will ensure highest level of integrity, honesty and transparency in the project operations and will maintain professional relationships with all internal as well as external stakeholder with whom he will interact, throughout the life of the project.

Principal Duties and Responsibilities

  • Ensure project compliance with all USAID policies, rules, and regulations applicable to the project, track adherence and application of organizational and project policies and procedures in activities implementation.
  • Establish standards and procedures for resilient compliance system to help prevent, deduct, identify, and correct any non-compliance with project policies and procedures.
  • Foster an accountability environment across project operations to ensure funds disbursement for the intended development purposes as outlined in the project contract; identify and prevent occurrences of any fraud, corruption, or misappropriation of funds.
  • Review all procurement, grants documents agreements for compliance of all policies and procedures, identify and recommend needs for additional documentation or correction in the process before project approval.
  • Review all financial documents to ensure appropriate back-up documentations are available on the file before release of payment; ensure that minimum documentation requirement is met, all invoices, time sheets, contracts are available and sequentially attached to each payment request.
  • Review reconciliation of bank accounts, receivable and payable accounts periodically, ensure all outstanding transactions are cleared in accordance with project’s policies.
  • Conduct surprise petty cash counts to ensure petty cash disbursement record are up-to-date and properly coded on the disbursement sheets.
  • Maintain accurate database of the vendors, update it from time to time through identification of new vendors for floating the RFQs, RFPs as may be required.
  • Support project in pre-award assessments exercises, financial reviews of the grantees, subcontractors, and vendors as and when required.
  • Contribute to the periodic reviews of field office policy manuals, make recommendation on strengthening of policies and procedures.
  • Periodically review adherence of project to record keeping policies, conduct spot check on manual as well as electronic record to ensure alignment with organizational indexing policy.
  • Contribute to the investigation, assessment of any compliant of corruption, misconduct, and documents findings for supervisor.
  • Any other task assigned by supervisor consistent with the scope of position.

Job Qualifications

  • Bachelor’s Degree in Accounting, Business or Public Administration, Economics or any other related field, professional qualification preferred.
  • 3-5 years development sector experience in compliance or internal audit, additional experience in audit firm will be preferred.
  • Familiarity with local Nigerian laws as well as USG rules and regulations required.
  • Excellent communication and interpersonal skills, ability to build and maintain collaborative work relationship. Fluency in English is required.
  • Flexible, creative personality and the ability to maintain a rapid and demanding pace of work.
  • Excellent ITC skills are required.

  • The Senior Program Associate will work under direct supervision of the Chief of Party to support seamless communications and follow-ups as needed on day-to-day program management functions, including contributing to work planning and activity monitoring; administering and monitoring subcontracts; developing and tracking program deliverables such as quarterly and annual reports; coordinating field visits and partner progress meetings; and coordinating technical assistance and capacity building support for partners. The Senior Program Associate will work with technical, grants, finance, and operations staff as well as the state program officers to ensure smooth execution of these functions in the six project states. The Senior Program Associate will also support documentation of program best practices, success stories and lessons learned.

Principal Duties and Responsibilities

  • Serve as point of contact between SHARP TO 03 senior management, staff, and all external partners including USAID
  • Support the program team in strengthening reporting system on program progress against stated objectives, program deliverables, and monitoring and evaluation frameworks
  • Assist program team with development of workplan, strategies and implementation; coordinate with field teams to gather performance update for COP review.
  • Establish and maintain information flow between country office and state offices, coordinate periodic communications and identify success stories for COP review.
  • Contribute to the development, planning and managing sub agreements with local partners in collaboration with the grant’s manager; support in sub agreements monitoring and capacity building plan.
  • Coordinate and monitor local subcontract activities and progress against agreed-upon deliverables, subcontract terms and conditions and targets and identify gaps for corrective action where needed
  • In collaboration with COP, Technical Director and/or Home Office, develop and format information for internal as well as external dissemination in form of memos, presentations, emails, or reports.
  • Help team in developing agenda for the meetings, coordinate invitation to stakeholders; take minutes of such meetings, workshops and disseminate with relevant groups as directed.
  • Take lead on logistical arrangements for meetings, workshops, and training activities in collaboration with project operations team.
  • Any other task assigned by supervisor consistent with the scope of position.

Job Qualifications

  • B.Sc in Health Sciences, Behavioral Sciences or its recognized equivalent with 7 – 9 years of relevant experience with international development programs. Or MSc/MA degree in public health, business administration, health sciences, behavioral sciences or its recognized equivalent with 5 – 7 years relevant experience with international development programs.
  • Experience with donor-funded projects, particularly USAID and/or PEPFAR preferred
  • Ability to work both independently and in teams, within a fast-paced environment
  • Demonstrated success in multicultural environments is required.

Knowledge, Skills and Abilities:

  • Extensive knowledge of health and development programming in a developing country.
  • Basic accounting and financial management skills.
  • Working knowledge of major donor policies (USAID) as well as international not-for- profit organizations.

Principal Duties and Responsibilities

  • Comply with all Chemonics and SHARP TO 03 policies and procedures and USAID regulations in project procurement and subcontract award management.
  • Oversee the policies, practices, and procedures at all aspects of SHARP TO 03 procurement, contribute to development of project procurement plan in accordance with approved workplan and implementation of procurement and sourcing strategies.
  • Take lead on all routine procurement requests of the project in country office as well as state offices, work closely with administration staff to help meet the requirement for routine procurement on timely basis.
  • Work closely with program team in developing and finalizing RFQs, RFPs, RFAs, RFIs for programmatic procurements, identify best means to maximize outreach to interested groups.
  • Manage the whole procurement process of floating the requests, identifying suitable vendors, and finalizing the purchase orders or subcontracts; and ensuring the delivery of goods and services in accordance to agree upon terms.
  • Assist in negotiation of subcontracts, purchase orders on behalf of the project.
  • Ensure that subcontractors, vendors comply with all regulatory requirement of the agreement.
  • Assist with administration of project sponsored conferences, workshops, and training activities in field.
  • Maintain accurate database of the vendors, update it from time to time through identification of new vendors for floating the RFQs, RFPs as may be required.
  • Maintain an organized procurement filling system in accordance with standard organizational policy.
  • Producing periodic reports, monthly and quarterly, of procurement actions and status update
  • Ensure purchases orders information is accurately maintained in the central MIS system
  • Any other task assigned by supervisor consistent with the scope of this position.

Job Qualifications

  • Bachelor’s Degree in Supply Chain Management, Business or Public Administration, Economics, or any other related field; Master’s Degree preferred.
  • 3-5 years work experience in procurement and/or supply chain management; work experience on USAID or any other donor funded projects preferred.
  • Familiarity with local as well as USG rules and regulations is required.
