Context
Working under the overall supervision of the Reintegration Officer, Migration Management and the direct supervision of the Senior Project Assistant (MM/MPA), the successful candidate will contribute to the implementation of the AVRR Programme in Nigeria:

Core Functions / Responsibilities

  • Assist in the day-to-day implementation of AVRR and any other related projects.
  • Assist tracking of the implementation of case management related to reintegration assistance.
  • Distribute travel and reintegration allowances to returning migrants, when necessary.
  • Complete the beneficiary profile and needs assessment formats and codify and store information into a database.
  • Review conditions of the reintegration plan as pertaining to the AVRR program and coordinate with resource management unit for the implementation.
  • Document and file all beneficiaries’ data in a database and case record for reference and update it regularly.
  • Support preparation and timely submission of monthly monitoring reports.
  • Digitize and encode information into database and MiMoSa.
  • Perform any other duties as may be assigned.

Required Qualifications and Experience

  • Degree / Certificate in related field; or an equivalent combination of education, training & experience, or a related field from an accredited academic institution with 1 year of relevant experience or High School Diploma in the above fields with three years of relevant working experience
  • Good knowledge of project development, administration and evaluation concepts and procedures is an advantage.
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint.
  • Previous work experience in international organizations and companies would be an advantage, preferably within the United Nations or within the international humanitarian.

Languages:

  • Fluency in English and working knowledge the local language.

Job Title: Gender Expert – IOM Nigeria Immigration and Border Management Programme

Objectives

  • To strengthen government agencies’ institutions and systems for gender mainstreaming, it is important that the TSI-2 training curriculum modules and IBM training programs adequately explore, cover and address gender in its entirety, including the importance of relevant privacy and data protection principles.
  • The gender analysis will aim to identify gender-based constraints related, but not limited, to the areas outlined below and provide practical recommendations so the program can design interventions that respond to, accommodate, or overcome the constraints identified. It might be useful to group the identified constraints and practical recommendations by categories as appropriate.

Target:

  • Under the overall supervision of the Immigration and Border Management (IBM) Senior Program Manager and direct supervision of IBM Program Manager in coordination with the TSI Senior Program Assistants, the successful candidate is expected to undertake gender analysis in order to effectively mainstream gender into the IBM training activities under the IBM projects portfolio including the named project “Nigeria Immigration Service Training Strategy Implementation – Phase 2” (NIS TSI-2).
  • Funded by The Kingdom of Netherlands, the programme is implemented in collaboration with the NIS, the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and Port Health Services (PHS.

Core Functions / Responsibilities
Category 1: Conduct a Gender Analysis for the TSI Project activities:

  • Conduct a detailed gender analysis and needs assessments (qualitative and quantitative) as guided by IOM’s Gender Marker Guide, particularly emphasizing gender issues in the required area(s) of intervention (e.g. opportunities and constraints on different gender groups’ participation in programme activities and trainings, gender division of labour, gender needs, preferences and capacities,).
  • Assess and identify potential gender-related impacts of the IBM programme, including how different gender groups are impacted differently.
  • Collect sex-disaggregated baseline data that could be used to monitor potential gender-related impacts.
  • Assess the capacity and practices of key partners as well as the project’s capacity and practices to deliver gender-responsive services/programming and identify training needs of staff members and/or stakeholders on identified gaps.
  • Identify gender-based constraints (programme based and stakeholder based) and proffer recommendations for ensuring that different gender groups benefit from the project’s activities.
  • Draft a monitoring action plan, co-developed with project staff and outlining the different roles and responsibilities of staff with respect to the action plan and indicators to measure the success of actions.

Category 2: Develop a road map and action plan for the implementation of gender mainstreaming:

  • Based on the gender analysis, develop an action plan identifying entry points for mainstreaming gender into the project. The action plan should reflect the project’s objectives and implementation arrangements.
  • Integrate relevant gender components from the action plan for gender mainstreaming in the training documents and relevant project documents.
  • Prepare and submit reports on the gender analysis/activities

Other related duties

  • Sensitization of NIS and NAPTIP on gender mainstreaming for the project.
  • Develop a pocket manual on gender mainstreaming.
  • In coordination with the IBM Unit team contribute to IBM training program reports/evaluation.

Tangible and Measurable Output of the work assignment

  • Develop methodology tools for the assignment.

Required Qualifications and Experience
Education:

  • Master’s and/or PhD degree in Social Science, political science, policy studies, adult learning strategies and/or other relevant discipline preferably with a specialization in gender and project cycle management; or
  • University degree in the above fields with five years of practical experience in the field of gender equality and gender mainstreaming.

Experience:

  • Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes, especially in specific area of intervention;
  • Thorough understanding of the gender context in Nigeria
  • Familiarity with gender analysis tools and methodologies in the specific area of intervention;
  • Strong communication skills, and ability to liaise with various stakeholders, including government officials
  • Experience in working with relevant government authorities, governmental and non-governmental institutions supporting gender and development work in the specific area of intervention (migration and border management and counter trafficking).
  • Demonstrated ability to write high quality, methodologically sound, analytical papers in English. Knowledge of French is an asset.
  • Be willing to undertake in-country travel related to the assignment

  • Fluency in English; knowledge of multiple languages advantageous.

Context
Under the overall supervision of the Humanitarian Hubs Project Coordinator and direct supervision of the Humanitarian Hubs Operations Assistant, the successful candidate will be responsible for the provision of Customer Services for the humanitarian Hub in accordance with the performance and quality level.
Standards set by the humanitarian hubs management. He or She will:

  • Ensure that all booking requests are attended to appropriately acted upon and processed.
  • Brief guest(s) on the humanitarian hubs services/facilities and the rules & regulations.
  • Promptly attend to concerns and requests raised by resident(s) and guest(s)
  • Coordinate with partners on the schedule and use of Red Roof’s Conference Room and Training Centre including the provision of lunch and/or coffee breaks whenever necessary.
  • Coordinate with the support units (Maintenance, Housekeeping, Kitchen, etc.) all issues reported to the Front Desk that will impact the quality of service of Red Roof and welfare of the residents/guests. Monitor the progress of the action taken by the support unit(s) concerned and update the guest as needed.
  • Organize the Front Desk file and ensure clear and comprehensive records of guest(s) room bookings and all billings for accountability and future reference.
  • Coordinate with the hub managers on issues related to accommodation. Update and ensure timely and accurate updating of the Booking/Reservation Platform.
  • Ensure orderliness at the Front Desk, keeping the Front Desk area clean always.
  • Prepare and promptly share with the Kitchen Team, the daily list of in-house guests.
  • Prepare invoices of residents and guests in a timely manner and ensure that the residents and guests acknowledge their invoices within the prescribed period. Submit the signed invoices to the Hub Cashier for collection of payment.

Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also implementing additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • Working under the overall supervision of the National Project Officer (MM/AVRR), Lagos, and the direct supervision of the Senior Project Assistant (MM/MPA), in Lagos, the successful candidate will contribute to the implementation of the AVRR component under the Migration Management Unit, with a view to strengthen local actors’ capacities especially at state level to provide improved rehabilitation and reintegration support services as required under the Migration Management Unit.

Core Functions / Responsibilities

  • Provide overall support in the day-to-day implementation and monitoring of the Assisted Voluntary Return and Reintegration component under the Migration Management unit in Lagos, Nigeria.
  • Provide rehabilitation and reintegration support to returned migrants in close coordination with the Senior Reintegration Assistant Reintegration and other AVRR units, by preparing, filing and presenting the documentation of vulnerable cases for references and monitoring.
  • Provide technical and administrative support to relevant state and non-state actors, including training institutions, involved with providing rehabilitation and sustainable reintegration assistance.
  • Liaise with relevant governmental, non-governmental (NGOs), international organizations as well as other relevant stakeholders, in coordination with the supervisor.
  • Distribute travel allowances and return grants to returning migrants, as appropriate.
  • Review conditions of the business plan as pertaining to the reintegration/AVRR program and raise any issue and carry out field visits to the beneficiaries’ business sites to monitor the implementation of the activities.
  • Develop the beneficiary profile and needs assessment formats and ensure the documentation and filing of all beneficiaries in a database for reference and monitoring including regular update of beneficiaries’ information in a database.
  • Collect, prepare and present information through periodic and ad-hoc monitoring reports on reintegration activities for evidenced-based programming. Assist in the preparation for the exchange of information to relevant counterparts.
  • Facilitate the entry of returning migrant data as required in MiMOSA and/or other relevant database as required by the project in coordination with the Senior Reintegration Assistance. Prepare data for further processing, analysis and reporting.
  • Support the monitoring of the reintegration of beneficiaries related activities when necessary.
  • Provide support to the assessment of the qualitative and quantitative impact of grants and community projects.
  • Undertake duty travel as required.

  • University degree in Law, Social Sciences, Development Studies, Human Rights, Business Administration, or a related field from an accredited academic institution with 3 years of relevant experience or High School Diploma in the above fields with five years of relevant working experience
  • Minimum five years (Three Years for holders of University Degree) of relevant experience in the field of migration including operational and field experience in an International Humanitarian Field.
  • Previous work experience in international organizations and companies would be an advantage preferably within the United Nations or within the international humanitarian field.
