Job Title: Health Senior State Facilitator

Job Summary

  • The role is for a Deloitte Independent Facilitator who will take on responsibilities to support the eradication of polio & strengthen routine immunization with a lead role in vaccine security and logistics.

Job Responsibilities

  • Support the development of annual state work plans and implementation of quarterly state work plans for EPI (social mobilisation and vaccine security) to ensure conformity with comprehensive Multi-Year plan (cMYP) and articulation of a well-defined action tracker for monitoring implementation.
  • Support the development and implementation of state work plans for EPI (social mobilisation and vaccine security) to ensure conformity with the comprehensive Multi-Year Plan (cMYP) and Effective Vaccine Management Improvement Plan (EVM IP) including articulation of a well-defined action tracker for monitoring implementation.
  • Support the development of State Logistics Working Group (SLWG) Work Plans towards implementing the vaccine management standards and practices including bundling vaccines, maintaining stocks levels, preparing and following optimised distribution plans of vaccine, devices and data tools for RI and SIAs and ensuring cold chain functionality and maintenance in line with Effective Vaccine Management (EVM) standards.
  • Review the temperature records of state cold stores and advocate for solving identified gaps such as ensuring timely repair and routine maintenance of cold chain equipment; backup generators are functional, adequate funds are provided to operate generator as required on continued basis and provide regular reports.
  • Ensure that computerized temperature monitoring devices provided to stores are functional and maintained and Temperature Monitoring and Control (TMC) systems are adhered to.
  • Facilitate the development of a State Action Plans for implementation of the Polio and other SIAs including MNCHWs in the target States and support their implementation.
  • Facilitate tracking progress of implementation of the Effective Vaccine Management (EVM) improvement plans at state, LGA and health facility level by the SLWG.
  • Serve as State technical advisors in cold chain management, delivery and distribution of vaccines for routine and supplemental immunizations and supplementary immunisation programmes.
  • Assist with the implementation of guidelines and norms regarding cold chain and safety of immunization services delivery.
  • Support the state team in ensuring timely planning and disbursement of funds to LGAs.
  • Develop specific related vaccines security and logistics strategies for reaching the heard to reach mobile populations and minority groups within the State.
  • Transfer of competencies to State and LGA Cold Chain / Logistics Officers on VSL issues.
  • Support capacity building of government and partners in immunizations with special emphasis on VSL taking into account the lessons learnt and new developments from the Effective Vaccine Management (EVM) processes and New Vaccine Introduction.
  • Support capacity building of State cold chain officers on new cold chain equipment technologies in light of GAVI CCE optimisation systems for effective cold chain planning in respective states.
  • Assist State / LGAs in building cold chain and logistics equipment inventory and efficient equipment management systems, utilize same for needs assessment and provide corrective trainings as the need arises.
  • Support states in conducting trainings, supportive supervisions in vaccine management & logistics and cold chain maintenance.
  • Provide regular comprehensive bottleneck analysis of stock, cold chain operational status and coverage (RI & SIA) of states and support states in implementing the innovative solutions on a monthly basis.
  • Support the CCO and SIO to be conversant with the use of national Stock Management Too / LMIS and ensure completeness and accuracy of the data therein.
  • Undertake supportive supervisory field visits to LGA and communities to assess progress, identify problems and propose remedial or alternative strategies or courses of actions to accelerate / improve quality of EPI delivery in the assigned state.
  • Carry out any other duties in support of UNICEF led Health interventions as assigned by supervisor or authority of UNICEF Lagos office.

Required Qualifications

  • Bachelor’s Degree in Health / Pharmacy / Business / Material Management / Engineering or equivalent (minimal).
  • At least two to three (2 or 3) years progressively professional work experience with at least one (1) year providing technical support in the area of logistics, supply chain management, cold chain (OR) a Master’s degree in Public Health or Pharmacology, Business or Engineering.
  • Experiencing in managing cold chain system for vaccines or other related medical supplies and providing immunization services is an added advantage.
  • Fluency in English. Knowledge of the three (3) major Nigerian languages is an added advantage.
  • Experience in social mobilization, advocacy and communication in health-related programmes, training / capacity building, team leading and team building.

Skill Requirements:

  • Proven ability to conceptualize, develop, plan and coordinate logistics activities as well as to transfer knowledge and skills.
  • Good analytical and negotiating skills.
  • Ability to work in an international or multicultural environment.
  • Proficiency in computer applications including excel and PowerPoint.
  • Ability to work in a team
  • Ability to monitor progress, collect and analyse data, effect corrections and prepare reports.

Job Title: Nutrition State Supervisor

Job Summary

  • This role is for Deloitte Independent Facilitators, who will develop essential linkage between the UNICEF FO and the State for coordination and integration of nutrition activities at the LGA and community / settlement implementation of nutrition in their assigned areas. These facilitators will be responsible for providing adequate oversight in each state to achieve the objectives of the programme.

Job Responsibilities

  • The state supervisor will perform his / her tasks, duties and responsibilities delegated under the direct supervision of UNICEF Nutrition Specialist, Sokoto Field office.
  • The state supervisor will work closely with the UNICEF focal point in the field office and with SMOH, state nutrition officer, nutrition focal persons and other state and LGA level staff of Sokoto / Zamfara to strengthen the capacity of government system in the states. He/she will support the efforts of state government to promote child survival and development through prevention and treatment of malnutrition, especially sever acute malnutrition (through CMAM), counselling and promotion for adoption of recommended IYCF practices and micronutrient supplementation among children 6-23 months.
  • The state supervisor will provide support in ensuring effective coordination, networking and information sharing with the government and other stakeholders in Sokoto/Zamfara, to help scale up the management of sever acute malnutrition (CMAM intervention), community infant and young child feeding and micronutrient supplementation and home fortification activities.
  • Identify bottle-necks in the implementation of nutrition interventions (CMAM, IYCF, MNDC and advocacy) and systematically explore solutions in collaboration with state nutrition officer, LGA nutrition focal person and supervisor.
  • Ensure the effective operation of systems for community-based management of sever acute malnutrition for children with age of under 5 years.
  • Support to ensure the integration and scale up of community IYCG/MNP implementation with CMAM programmes.
  • Conduct monitoring and supportive supervision in collaboration with SNOs / Nutrition focal persons to identify and document the success and challenges of the programme.
  • The state supervisor in cooperation with state logistic officers and SMOH, SNO, will assist in planning, develop distribution plans, supply requisition and ensure timely delivery of nutrition supplies to the PHC and / or CMAM sites.
  • Support state nutrition officers to prepare and timely submit proposal required by UNICEF.
  • Support in preparing and submitting weekly and monthly reports including CMAM data (admissions, defaulters, cured and death as well as stock levels and any potential supply gaps) as well as updates on community IYCF and MNDC activities.
  • Articulate the monthly work plan in collaboration with UNICEF focal point and submit proposal to the supervisor and report the implementation progress.
  • Review correctness and completeness of routine program data (CMAM, IYCF, MNDC) in collaboration with state nutrition officer before its submission to UNICEF Field office.
  • Follow up implementation of state UNICEF supported activities to ensure they are according to the proposed budget and activity plan.

Required Qualifications

  • University Degree in Public Health, Nutrition or Public health or Nursing, Biochemistry or related technical areas.
  • At least minimum of 5 years of relevant experience, preferably in management of acute malnutrition, IYCF and basic Nutrition programming.
  • Working knowledge of health / nutrition program management.

Skill Requirements:

  • Must be a computer literate.
  • Fluency in English and Hausa is compulsory.
  • Good verbal and communication skills
  • Demonstrated skills with statistics analysis software related to data management.
  • Effective Communication skills and a people person.
  • Demonstrated leadership skills.
  • Experience in working with communities on Nutrition or other health related issues.
  • Experience working in emergencies will be an advantage
