In particular, we aim to make healthier food choices more desirable, more available, and more affordable. GAIN’s mission is to advance nutrition outcomes by improving consumption of nutritious and safe food for all people, especially the most vulnerable to malnutrition.

Job Title: Programme Monitoring and Improvement Associate

Location: Abuja, Nigeria
Classification: D3 – Associate
Travel Required: Up to 40%

Overall Purpose

  • The Programme Monitoring and Improvement Associate will provide technical support to the Nigeria project teams to design, coordinate, and implement the monitoring framework of the country programme.
  • The post holder will provide day to day project monitoring and improvement with evidence related support to the country office.
  • This position will report to the Manager, Program Monitoring and Improvement.

Tasks and Responsibilities
Monitoring and programme improvement:

  • In collaboration with in-country project teams and the Knowledge Leadership (KL) and Programme Services (PST) teams support the development of results frameworks / logical frameworks and monitoring plans, as well as the uptake and use of monitoring tools.
  • Quality assure and oversee the collection of routine monitoring data by implementing agencies and governments to track progress of program activities towards objectives.
  • Carry out field visits as required to ensure that program progress is on track.

Reporting:

  • Review and analyze data and prepare reports on monitoring indicators.
  • Contribute to analysis of information collected and support all dissemination efforts including writing reports, briefs and other materials.
  • Support dissemination of results to appropriate audience, interpretation of data and follow-up / corrective action.
  • Support the drafting of reports for GAIN, donors and other partners on program activities, as needed.
  • Contribute to keeping GAIN project management team and country director regularly updated on project status (on track or off track) with critical analyses and possible solutions to challenges based on interactions with partner organizations.
  • Lead on the appropriate completion and systematic storage for general project documents as well as datasets and assessment specific documentation.
  • Support and participate in diverse activities to support sharing learnings, under the guidance of the M&E Manager.

Project Management:

  • Work collaboratively with project team members to ensure necessary program planning, monitoring and improvement functions smoothly and efficiently.
  • Support work with selected implementation partners in country on all aspects of project planning and implementation including technical (finalizing protocols, data collection tools, conducting trainings, supervising field work), process (implementation plan development and monitoring, tracking deliverables).
  • Provide support for research studies and/or evaluations (as needed).

Key Organizational Relationships:

  • Reports directly to the Manager, Program Monitoring and Improvement.
  • Works closely with the in-country project teams as well as the KL and PST teams.
  • Liaises regularly with partners, government and other external stakeholders.

Job Requirements
Education:

  • Bachelor’s level qualification in Nutrition, Public Health, Data Sciences, Development Studies, Statistics or related field.
  • Master’s in a relevant field desirable but not essential.

Experience:

  • Experience in the public health and / or nutrition sector, implementing monitoring, and improvements frameworks supporting operations and participatory research
  • Supporting implementing partners and operationalization of result frameworks and monitoring plans.
  • Relevant experience in analyzing data, tracking indicators and developing and/or strengthening performance monitoring systems.

  • N5,530,870 – N6,315,830 per annum (depending on experience).

Job Title: Program Monitoring and Improvement Manager

Location: Abuja, Nigeria

Overall Purpose

  • The position is responsible for leading programme monitoring across the GAIN Nigeria portfolio of projects and ensuring that the learnings from monitoring and research are used to make improvements to programmes and to strengthen strategy.
  • The post holder will provide senior technical support to the project teams to design, coordinate and implement the monitoring framework of the country programme.
  • This position will functionally report to the Country Director, GAIN Nigeria with all technical aspects of the work managed by the Director, Knowledge Leadership. There will be close collaboration with the Knowledge Leadership (KL) team as well as centralized programme teams.

Tasks and Responsibilities
Monitoring and program improvement:

  • Develop or improve programme theories of change and results frameworks and plans in collaboration with project managers in Nigeria, the Knowledge Leadership (KL) and Programmes Services (PST) teams and implementing partners.
  • Oversee the in-country monitoring activities for all programmes.
  • Lead on the consolidation of the country Learning Agenda to capture programme learning and inform improvements to programmes and strategy.
  • Support the design and adaptation of the programme monitoring tools and processes and lead on the training and quality assurance of the programme monitoring components.
  • Conduct monitoring field visits as required to ensure that project progress is on track.
  • Ensuring timely and good-quality routine activity progress monitoring and reporting by implementing partners.
  • Contribute to critical analysis and interpretation of monitoring and research results to formulate recommendations on program actions, improvements, and lessons learned.

Reporting and Stakeholder Engagement:

  • Manage and ensure the consistent review, data analysis and preparation of reports on monitoring indicators.
  • Review and interpret monitoring data as part of preparation for GAIN’s performance and donor reports and ensure quality of project reports aligning with the theory of change and results framework.
  • Contribute to analysis of information collected and support all dissemination efforts including writing reports, briefs and other materials.
  • Support dissemination of monitoring results to appropriate audience, interpretation of data and follow-up / corrective action
  • Keep the project teams and the country director regularly updated on the project status (on track or off track) with critical analyses and possible solutions to challenges based on interactions with partner organizations.
  • Ensure appropriate completion and systematic storage for general project documents as well as datasets and assessment specific documentation.
  • Serve as GAIN focal point in the Nigeria office for experts from government, key development partners, I/NGOs and civil society partners.
  • Represent GAIN and present programme results at external meetings and events.
  • Support for annual work plan development and budgeting.

Research:

  • in collaboration with the KL team, provide coordination and oversight for research implementing partners, ensuring milestones are met, reviewing progress reports, and advising on disbursements of funds.
  • Participate actively in dissemination of programme learnings for external audiences (e.g., preparation of papers for the GAIN paper series, publications, presentations etc.)

Leadership and Team Management:

  • Supervise the Programme Monitoring and Improvement Associate as well as other country office staff engaged in programme monitoring.
  • Monitor staff performance and complete performance reviews.
  • Lead the recruitment of key staff (direct reports) and motivate team members to attain organizational goals and deliver their work to the quality required.
  • Provide or support mediation to resolve any implementation issues including differences between stakeholder and internal groups.

  • Reports to the GAIN Nigeria Country Director
  • Works closely with project managers in country.
  • Maintaining liaison with the KL team and PST Programme Leads
  • Liaises with Communications Team

Job Requirements
Education:

  • Master’s in Nutrition, Data Sciences, Public Health or related field.
  • Ph.D in relevant field an asset.

Experience:

  • Substantial experience in the public health and/or nutrition sector, with expertise in programme monitoring
  • Demonstrated experience in critical analysis skills to extract key learning and effective practices from programme monitoring and its application to programme improvement.
  • Expertise in data management and analysis tools and software an asset
  • Training and experience in research and/or impact evaluation an asset
  • Track record of publications in peer review or grey literature an asset

Competencies:

  • Deep knowledge of programme design and monitoring tools, their application and quality assurance
  • Excellent skills to design, collect, analyze monitoring data and interpret implications for programme learning and improvement.
  • Excellent project management skills.
  • Strong communicator, able to present complex information to diverse audiences, with the ability to work effectively as part of a global multicultural team.
